A 301 means a resource has moved permanently and is heuristically cacheable; if a browser or intermediary reuses that redirect, a later visit may never reach the short-link server. To diagnose missing counts, compare the redirect’s headers and server logs with an independent click source.
How a cached 301 can hide a repeat visit
A short-link service that counts requests at its own server can count only requests that reach that server. HTTP allows a user agent to follow a redirect automatically, and RFC 9110 says a 301 response is heuristically cacheable unless the method definition or explicit cache controls indicate otherwise. The standard defines 301 as a permanent move and says clients ought to use the new URI in future references. RFC 9110, Section 15.4.2

That creates a plausible gap: a first visit reaches the short-link endpoint, which returns a 301 and a destination. If a client or intermediary later reuses the cached redirect, the later visit can go directly to the destination without a fresh request to the short-link origin. The origin’s request log then misses that visit. The RFC describes HTTP behavior, not short-link analytics, so this mechanism does not establish why any particular service recorded a low count.
What the 1-in-5 figure does—and does not—show
The title reports that the service counted one in five clicks. That is an observation, not an independently verified statistic, and no service-specific headers, client breakdown, cache configuration, or logs are available here to establish the ratio or its cause. A cached 301 is one possible explanation; it is not proof that caching accounted for the other four visits.

Also distinguish a person clicking from a request reaching a particular server. A count based on origin requests will not necessarily match an independent click source: client-side caching, intermediaries, network interruptions, and the measurement point can all affect what each system records.
301 versus 302: choose for the redirect’s meaning
| Consideration | 301 | 302 |

| Meaning | Permanent move; clients ought to use the new URI in future references. RFC 9110 | Temporary move; clients ought to continue using the original target URI for future requests. RFC 9110 |
| Caching | Heuristically cacheable unless the method definition or explicit cache controls say otherwise. RFC 9110 | Its status alone does not determine every cache’s behavior; cache directives and client or intermediary behavior also matter. RFC 9110 |
| Search signals | Google Search Central recommends permanent server-side redirects when a URL has permanently moved. Google Search Central | Google recommends temporary redirects for temporary moves; search indexing goals may differ from click-counting goals. Google Search Central |
| Measurement implication | A cached redirect may bypass a later request to the short-link origin; whether it does depends on the response and client context. | A temporary redirect may suit a destination that can change and a design that needs the service to evaluate visits, but it does not guarantee a request or count in every circumstance. |
Use a permanent redirect when the destination has genuinely moved permanently. If the destination may change and each visit should be evaluated by the service, a temporary redirect with an explicit cache policy may better fit that design. Neither status code by itself guarantees accurate analytics or controls every cache.

How to investigate missing short-link requests
- Inspect the initial response. Request the short URL and record its status,
Location,Cache-Control, andExpiresheaders. Check that the response is the one you intend to issue and that cache directives match the destination’s permanence and measurement needs. - Compare measurement points. Match requests recorded at the short-link origin against an independent click or campaign source over the same period. A difference shows that the systems are measuring different events; it does not, on its own, identify caching as the cause.
- Repeat in relevant contexts. Compare first and repeat visits across the browsers, apps, and intermediaries used by your audience. Record whether each repeat visit reaches the short-link server rather than assuming all clients cache identically.
- Trace required query parameters. If downstream attribution depends on a parameter such as GCLID, verify that it survives every redirect and reaches the destination. Google Analytics warns that stripping GCLID can break the association between an ad click and a later conversion. Google Analytics: Troubleshoot Google Ads auto-tagging
- Check what your counter actually counts. Establish whether it records requests at the redirect endpoint, a client-side event, or another measurement point. A redirect-based tracker can record an initial request at its own endpoint, as Google describes for its Ads click measurement, but that is a specific system rather than a universal industry requirement. Google Ads: About click measurement
Click counts are not conversion attribution
A missing origin request and a missing conversion attribution are different problems. Caching can mean a later visit does not reach the short-link server. Separately, a redirect that drops GCLID can prevent Google Analytics from associating a later conversion with the original ad click, even when the redirect request itself was received. Preserving required parameters addresses attribution continuity; it does not make an origin count include requests that never reached the origin. Google Analytics documentation

Google’s Ads measurement documentation illustrates a redirect endpoint that records a measured click after receiving the initial transaction and issues a non-cacheable HTTP 302. Google also notes that a network interruption can prevent a user who receives the redirect from viewing the advertiser’s site. That example explains one measurement design; it is not evidence that every service should use the same status code or configuration. Google Ads documentation
