Why a Short API Payload Can Exceed a Size Limit: Bytes vs. Characters

API limits usually apply to transmitted bytes, not the visible character count. Learn how serialization changes request size and how to identify the component enforcing a limit.

A request can look short in your code and still exceed a size limit because the service may count the bytes in the transmitted body, not the characters you see. But the figures “21 KB” and “32 KB” in this question cannot be tied to a particular API without its name, request format, and error response. API limits vary by product and by the layer enforcing them.

Why character count and request size differ

A string’s reported length is not necessarily the size of the data sent over the network. Depending on the language, a length function may count code units, Unicode code points, or another representation of characters. HTTP request bodies, by contrast, are transmitted as bytes, also called octets. RFC 9112 explains that a Content-Length header can provide the anticipated size of the content in octets: RFC 9112, Section 6.

Encoding and serialization affect that byte count. UTF-8 uses a variable number of bytes per character, and JSON escaping, punctuation, and form URL encoding can add bytes. OpenAPI’s form-encoding example shows characters represented by percent-encoded sequences in the submitted form: OpenAPI Specification, Style Values. Salesforce documents UTF-8 as the default request-body encoding in its External Services schema documentation, while e-Gov specifies UTF-8 for its API messages; these are examples, not rules for every API: Salesforce External Services schema documentation and e-Gov API documentation.

That is why a visible character count alone cannot establish whether a request fits. Measure the exact serialized representation that will be sent.

What the cited size limits actually apply to

“A size limit” can refer to different things: an HTTP body accepted by an API, a WebSocket frame or message, or the portion of a request inspected by a security service. These thresholds are not interchangeable.

Service and enforcing layer Documented size and measured object What happens at the limit
Amazon API Gateway WebSocket Maximum message payload: 128 KB. Maximum frame size: 32 KB. A message over 32 KB must be split into frames no larger than 32 KB; otherwise the connection closes with code 1009. See Amazon API Gateway WebSocket quotas.
Twilio Programmable Chat 32 KiB message-body limit. Error 50504 indicates an over-limit body. Twilio advises reducing the serialized body or checking message length before sending. See Twilio error 50504.
AWS WAF request-body inspection 16 KB (16,384 bytes) default inspection size for specified protected resource types; fixed 8 KB (8,192 bytes) for Application Load Balancer and AWS AppSync. These are inspection sizes, not universal limits on the request body accepted by an API. See AWS WAF API Reference: Body.

These vendor examples show why the product and enforcing component matter. None establishes the source of a 21 KB threshold or a 32 KB error for an unnamed API.

How to find the cause of an oversized-request error

  1. Measure the outgoing body in bytes. Capture or calculate the exact serialized body after JSON encoding, form encoding, or other serialization—not just the length of the original string.
  2. Check how it is transmitted. Confirm the content type, character set, escaping, and whether compression or another encoding is applied. Compare the representation at the point the limit is enforced, if that information is available.
  3. Identify which component rejected it. Check the error response and logs to determine whether the failure came from the client, gateway, web application firewall, application, or messaging service.
  4. Look up the limit for that exact service and operation. Check whether its documentation measures an HTTP body, a WebSocket message or frame, or only the body portion inspected by a security layer.
  5. Reduce or split the payload only as the service permits. Some systems support splitting messages; others require a smaller serialized body. Follow the documented behavior rather than changing a character-count check alone.

What is—and is not—known about the 21 KB and 32 KB figures

Without the API or service name, error code, content type and charset, and measured outgoing body, it is not possible to attribute the stated 21 KB limit or 32 KB failure to a specific product. The general explanation is that character count and transmitted byte size are different measurements; the particular threshold and failure mechanism remain service-specific.
