A downloaded image that looks like a GIF may be a different format, may not have downloaded correctly, or may be opening in an app that shows only its first frame. Check the same saved file in a browser first: if it animates there, troubleshoot the original app or its settings; if it does not, verify the file format and try downloading it again.
Why a downloaded GIF can appear still
A still first frame does not prove that a GIF is broken. The file may not actually be a GIF, it may be damaged, or the viewer may not play animation. Apple notes that media files may fail to open or play because they are damaged or in an unsupported format; its guidance is general rather than a GIF-specific repair procedure: Apple Support: If a media file doesn’t open or play on your Apple device.

- The saved file is not a GIF. A website’s label or a filename alone may not establish the encoded format. MDN identifies GIF as
image/gif, normally using the.gifextension, and notes it can be used for animation: MDN: Image file type and format guide. - The file is damaged or incomplete. A download or the file itself may be faulty. Apple lists file damage as one possible reason a media file will not play.
- The app does not play the animation. Some applications show a GIF’s first frame only. Microsoft documents this behavior in Outlook when animated GIFs are disabled.
- Animation is disabled in the app or system. In some cases, the image is usable, but a setting prevents motion from displaying.
Diagnose the file before changing settings
- Check the saved file’s extension and format. Confirm that the name ends in
.gif. If your device shows file information or format, inspect that too; a filename extension is a useful clue, not proof of what the file contains. On a Mac, Apple’s general media guidance describes checking a file’s name and extension. - Open the same saved file in a browser. Drag it into a current browser window or use the browser’s open-file command. MDN lists GIF support in Chrome, Edge, Firefox, Internet Explorer, Opera and Safari. If it animates there but not in the app where you first opened it, focus on that app’s behavior and settings rather than assuming the download is corrupt.
- If it fails in compatible viewers, download it again. Save a fresh copy from the original source, then test that copy. Apple identifies damage as a possible playback problem, but re-downloading is a diagnostic step, not a guaranteed repair.
- Try an app that supports the file format and check for updates. Apple recommends updating the device or app and trying another suitable app when a file believed to be undamaged will not play. Its advice does not specify one universal process for every GIF or every iPhone app.
Fix GIF animation in Outlook on Windows
Microsoft says Outlook may display only the first frame of an animated GIF when animation is disabled. Its Windows 11 instructions are:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Open Settings.
- Select Accessibility, then Visual effects.
- Turn Animation effects on.
- Reopen or recheck the message containing the GIF.
These steps apply to Windows 11. Microsoft also documents a separate Outlook checkbox for older Office 365 versions, so the exact control depends on the Windows and Office version. See Microsoft Support: Animated GIFs in Outlook are not working for the applicable instructions.

Choose the next step based on what you see
| What happens | What to check next | What the result suggests |
|---|---|---|
| The file will not open or animate in any compatible viewer. | Verify its actual format, download it again, and try an app that supports that format. | Damage or an unsupported format is possible; Apple’s guidance does not identify a universal GIF repair. |
| The file animates in a browser but appears still in one app. | Check that app’s animation settings or use another compatible viewer. | The app or its settings are more likely to explain the difference than the file itself. |
| Outlook shows only the first frame. | Check Windows 11’s Animation effects setting or the applicable legacy Outlook control. | Microsoft documents disabled animation as one cause; steps vary by product and Windows version. |
| A website called it a GIF, but the saved file behaves differently. | Inspect the extension and available file-format information before choosing a viewer. | The label does not establish the encoded format; MDN lists GIF as .gif and image/gif. |
When a legacy Office repair tip applies
Microsoft’s Clip Organizer guidance for Office 2007 and Office 2010 describes opening an image in Preview/Properties and, if it does not play, trying to re-save the animated GIF in the collection. That is a narrowly scoped instruction for the legacy Clip Organizer workflow—not a general repair method for downloaded GIFs in current apps. See Microsoft Support: Add or change a fill effect for a shape or text box.

Adobe says GIF and PNG-8 support 8-bit color, up to 256 colors: Adobe: GIF file format. That is a format characteristic, not evidence that color limits cause a particular downloaded GIF to stop animating.
