As of October 5, 2026, the clearest coordinated lever over planned oil output belongs to seven OPEC+ countries: Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman. On October 4, they agreed to keep September’s required production levels for November. But no single group controls the oil price: shipping access, shut-in production, inventories and market expectations also shape how much oil can reach buyers and what they will pay.
What did the seven OPEC+ countries decide?
The seven countries announced on October 4 that they would maintain September 2026 required production for November 2026. Their next review is scheduled for November 1. This is a decision about required production levels—not proof that each country will produce, export or deliver exactly that amount.

OPEC’s Joint Ministerial Monitoring Committee (JMMC), which monitors conformity among participating OPEC and non-OPEC countries, separately reviewed July and August production data. It said it noted overall conformity. The committee’s statement does not establish the actual amount of oil reaching buyers.

Who else is steering supply?
Shipping routes and infrastructure
Production targets influence planned output; route access and infrastructure determine whether barrels can move. In its September 9 Short-Term Energy Outlook, the U.S. Energy Information Administration (EIA) said constraints on Middle East exports had caused additional production shut-ins. It identified limits around the Strait of Hormuz and Bab el-Mandeb as risks to flows.

- detailed 12-inch scale model representing a modern commercial oil tanker. This replica celebrates the "titans of trade," featuring the classic flat-deck design, complex piping systems, stern bridge superstructure, and bulbous bow found on real-world supertankers.
- Unlike standard ship models, this piece showcases the intricate network of deck piping, valves, and catwalks characteristic of liquid cargo vessels. The multi-colored design (green deck, white superstructure, black/red hull) provides an authentic industrial look without the need for painting.
- Designed as a static display piece for logistics professionals, oil and gas industry workers, merchant mariners, and naval engineers. Its sturdy, flat-bottomed hull sits stable on any desk, shelf, or bookcase, making it a perfect professional accent for a corporate office or home study.
- This is a specialized model intended for display and appreciation of maritime engineering
The JMMC said safeguarding maritime routes matters and argued that attacks on infrastructure or disruptions to international maritime routes increase volatility. That is the committee’s assessment; it does not independently establish responsibility for any particular incident. It also warned that damaged assets can be costly and slow to restore.
Workarounds have limits
The EIA described possible adjustments including pipelines and overland bypass routes, ship-to-ship transfers, and future UAE bypass capacity. These can help redirect flows, but their usefulness depends on available capacity and operating conditions. The EIA assumed most production and trade flows could return to pre-conflict averages by the second quarter of 2027, while some Persian Gulf producers might remain below those averages during its forecast period. That is a conditional forecast, not a guaranteed recovery date.

The EIA said Brent crude averaged $91 per barrel in August, $7 more than in July. It forecast an average of around $90 per barrel in the second half of 2026, then $77 in the second quarter of 2027 and $67 in the second half of 2027 as flows recover and inventories rebuild. These are dated averages and forecasts, not a live quote or guaranteed future prices.

Why are reports of Brent above $100 not the same figure?
The Associated Press reported on October 4 that Brent had risen above $100 a barrel amid the Iran war. That reported benchmark level is a different observation from the EIA’s $91 August monthly average and its forecast of around $90 for the second half of 2026. The AP report does not provide a detailed intraday price series, so the figures should not be treated as a direct like-for-like comparison.
AP also reported that G7 governments planned a release of 100 million barrels of oil and fuel products, beginning with diesel. That was a reported plan, not evidence in itself that all of the barrels had already reached the market.

So who is steering oil right now?
- For coordinated production policy: the seven countries’ OPEC+ decision sets a requirement for November and gives them a direct lever over planned output.
- For deliverable supply: shipping access, infrastructure condition and workarounds influence whether planned barrels can reach buyers.
- For prices: reported market levels, forecasts and inventory trends reflect different periods and conditions; no single decision or actor determines them alone.
As of October 5, the latest EIA outlook available was its September forecast; its next release was scheduled for October 6. The EIA figures therefore are not a same-day update, while AP’s above-$100 report is a current report rather than a monthly average.
