The bill depends on what “discovery” means: a crawler retrieving a publisher’s page, an agent accessing a paid API or tool, a merchant running product search, or a shopper buying something. Each is a different transaction with a different payer.
Which discovery cost are you asking about?
“Agent discovery” can describe several activities that are easy to mistake for one another. A publisher may charge a crawler for access to protected pages. An API operator may require payment before an agent can use a tool. A retailer may pay its cloud provider to power product search. A consumer may complete a purchase through an agent-led checkout.

Those charges do not add up to a universal price for having an agent search the web. Official documentation from Cloudflare and Google describes particular products and protocols; it does not establish a standard industry fee, typical agent budget, or rate of paid access.

What can an AI crawler pay a publisher?
Cloudflare’s Pay per crawl lets a site owner set a price for access to protected content. In the documented flow, a crawler can include payment intent in its request headers. If it does not, the service can return HTTP 402 with pricing information; the crawler can then decide whether to pay and retry. Cloudflare says it provides the payment infrastructure and acts as Merchant of Record for this feature.

Cloudflare’s AI-owner instructions describe a crawler-price response header, a retry that supplies an exact price or a maximum price the crawler will accept, and a crawler-charged amount after successful access. The instructions recommend tracking the price and charge values to account for spending.
Cloudflare’s product overview said Pay per crawl was in closed beta as of July 28, 2026. The documentation includes an illustrative USD 0.01-per-crawl value in a 2025 request example, but site owners set their own prices; that example is neither a required rate nor evidence of a typical charge.
Do repeat crawls or failed requests cost more?
Cloudflare’s FAQ says each successful access can be billed at the configured price, so a later recrawl can incur another charge. It says error responses are not billed. The FAQ also identifies robots.txt, sitemap.xml, security.txt, .well-known/security.txt, and crawlers.json as always-free paths.

How can an agent pay for an API or tool?
An HTTP 402 payment flow is a separate model from crawler access. Cloudflare describes a server responding to a resource or tool request with a challenge that states what is available, how much it costs, and where payment should go. The client supplies a supported payment credential and retries; the server verifies payment and returns the resource and a receipt. Cloudflare says this exchange does not require an account or a pre-shared API key.
Cloudflare documents two payment routes: x402 uses stablecoin payments, including USDC on supported networks, while MPP supports methods including cards and stablecoins. These are documented capabilities, not evidence that most agents use paid HTTP access or that either route is suitable for every service.
A Cloudflare x402 proxy example places a Worker in front of an HTTP backend and protects a route with a payment check. Its USD 0.10 route price is an example configuration, not a general rate; the example uses Base Sepolia, which is a test network. Cloudflare’s documentation for that example was last updated June 3, 2026.

Does product discovery through an agent charge the shopper?
Google describes its Universal Commerce Protocol (UCP) as a common language for platforms, agents, and businesses across commerce, from discovery and consideration through checkout and beyond. Google’s FAQ describes Agent Payments Protocol (AP2) as a specialized secure agent-led payment protocol that can be used within UCP. These describe commerce integrations and payment mechanics; they do not establish a separate, general consumer fee for product discovery.
Google says the merchant remains Merchant of Record. The merchant is responsible for checking real-time inventory and validating supported shipping addresses. Google’s listed launch surfaces are AI Mode in Search and Gemini, but participation and availability are limited and may change. Check current eligibility and geography before assuming a merchant or shopper can use a particular flow. In a January 11, 2026 Google Developers Blog post, Google Director of Engineering Amit Handa described UCP as a way for consumer surfaces to connect to business backends for product discovery and checkout; that is Google’s description of its own protocol, not evidence that UCP is universal.
What does a retailer pay to run product search?
A retailer may pay for the search infrastructure behind product discovery on its own commerce site. Google Cloud listed AI Commerce Search at USD 2.50 per 1,000 search or browse requests on its pricing page accessed October 8, 2026. That is a merchant-side cloud service price, not a consumer charge or a general fee paid by agents to find products.

Google Cloud’s pricing page illustrates the rate with USD 62,500 for 25 million monthly queries. That is the page’s arithmetic example at the stated request price, not an estimate of what every retailer spends; actual query volume and the applicable service terms determine a merchant’s cost.

How to judge a quoted “agent discovery” price
Before comparing rates, identify the transaction rather than relying on the broad label “discovery.” Ask:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Who is charged? The crawler operator, agent operator, merchant, or end customer?
- What event is billed? A successful page retrieval, an API or tool call, a search request, or a completed purchase?
- How is the price set? Per access, per request, under a service plan, or as a purchase price?
- What happens on failure or retry? Are unsuccessful responses excluded, and can repeat requests be billed?
- What controls apply? Is there an exact-price or maximum-price authorization, a supported payment method, and a receipt or spend record?
- What is the scope? Is the feature generally available or in beta, and does the price apply in the relevant region and service configuration?
Cloudflare’s and Google’s published figures answer specific service questions. They do not support turning an example crawl price, a test-network route price, or a merchant search charge into a single “cost per AI discovery.” Product availability and prices can change, so confirm current official terms before budgeting around a specific implementation.
