Turn off automatic startup for apps you do not need as soon as you sign in, and set background access to Never when an app has no useful reason to sync, notify, or update while closed. Keep settings that support security, accessibility, hardware controls, work, syncing, or time-sensitive alerts. Windows does not have a universally safe list of apps to disable: choose based on what each app does for you.
How to decide what to turn off
Consider each setting against four trade-offs: convenience and timely updates, battery and background activity, privacy and data access, and the risk of breaking a feature you rely on. Startup and background permissions solve different problems: startup controls whether an app opens when you sign in; background permissions control whether a supported app can do work while inactive.

- Ask whether the app must be ready immediately after sign-in. If not, disable its startup entry and check whether you miss a function.
- Ask whether it needs to notify, sync, or update while closed. If not, consider Never; if unsure, try Power optimized and observe which feature changes.
- Allow a privacy capability only when it matches the app’s purpose and you want that app to use it.
- Check whether the app is desktop software: Windows privacy pages may not list or control it, so inspect the app’s own settings.
- Preserve security, accessibility, device-management, and work functions you rely on.
Which startup apps should you turn off?
Open Settings > Apps > Startup and switch off apps you do not need to open automatically. You can also review the startup list in Task Manager, which includes an impact label to help decide what to inspect first. Microsoft says startup apps can affect startup speed and system performance, but does not promise a particular improvement for an individual PC (Microsoft’s startup-app guidance; PC performance tips).
Treat a high-impact label as a reason to review an app, not an instruction to disable it. Before switching it off, check whether you need it for security, accessibility, hardware controls, cloud synchronization, or work.

What Task Manager’s impact labels mean
| Label | Microsoft’s published classification |
|---|---|
| Low Impact | Below 300 milliseconds of CPU usage and below 292 KB of disk usage. |
| Medium Impact | Below 1 second but above 300 milliseconds of CPU usage, or below 3 MB but above 292 KB of disk usage. |
| High Impact | Above 1 second of CPU usage or above 3 MB of disk usage. |
| None | Disabled startup app. |
| Not Measured | Enabled app with no measurement data. |
These are interface classifications, not estimates of how many seconds you will save by disabling an app. Microsoft’s reviewed page does not state a publication date for these thresholds (Microsoft Support).
Which background permissions should you change?
For apps Windows supports, look under Settings > Apps > Installed apps > [app] > Advanced options for Background app permissions. Depending on the app and Windows build, a control may also appear under Settings > System > Power & battery > Battery usage. The available choices are:

| Setting | What it allows | When it fits |
|---|---|---|
| Always | The app can receive information, send notifications, and stay up to date while inactive; it may use more power. | Use when timely notifications or syncing matter. |
| Power optimized | Windows chooses a power-saving balance while still allowing periodic updates and notifications; it can limit apps that use more power. | A cautious general choice when you want to retain some background function. Microsoft labels it recommended. |
| Never | The app does not run in the background while inactive, so it will not deliver background notifications or updates. | Use when background updates and notifications are not useful to you. |
Windows may show no background-permission control for an app; desktop apps often manage background behavior through their own settings. Microsoft also notes that at least one app may need to be set to Always if you expect the device to stay connected and receive app updates (background activity guidance; battery and background-permission guidance).
Which privacy permissions should you review?
Go to Settings > Privacy & security and review capabilities such as Location, Camera, Microphone, Contacts, Calendar, App diagnostics, and File system. Turn off access for an app when the capability is unrelated to its purpose or you do not want it to use that data or device. Windows provides per-capability and, in many cases, per-app controls; blocking access can also remove features that depend on it (Windows privacy settings; app permissions guidance; File system access guidance).

App diagnostics is not a file or keystroke monitor
Microsoft says App diagnostics access can reveal names of running apps, package names, the account name under which an app runs, and process-level information such as memory use. That is distinct from general access to all files or keystrokes (Microsoft’s privacy settings guidance).

Desktop apps may not appear in Windows privacy lists and may handle personal data differently from Microsoft Store apps. Review a desktop app’s own privacy settings and policy, and choose publishers you trust. Some desktop apps can interact directly with hardware through installed drivers, so a Windows camera or microphone toggle may not be sufficient in every case. Microsoft identifies disconnecting or disabling the device as a more comprehensive option, but dependent features will stop working (privacy settings and app limitations).

Turning off Windows device location also may not prevent every location estimate: some third-party apps and services can infer location from Wi-Fi, Bluetooth, or cellular signals. Restricting those radios can affect internet access, peripherals, messaging, and other device functions (Microsoft’s privacy guidance).
Why there is no universal safe disable list
The right choice depends on the app’s role and the feature you expect from it. A sync client or messaging app may be worth keeping active for timely updates; another app may have no useful reason to launch or work in the background. Windows exposes controls, but it cannot know which conveniences, notifications, accessibility features, or work functions matter to you.
