Which Windows 11 Group Policy Stops Taskbar Changes?

Windows 11 offers separate policies to restrict taskbar settings and protect pinned apps. Choose the control that matches what other users should not be able to change.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To restrict changes to a Windows 11 taskbar, use the built-in Group Policy setting that matches what you need to protect. Lock all taskbar settings blocks access to taskbar controls and prevents resizing, moving, or rearranging toolbars. To stop users from adding or removing pinned apps, enable Do not allow pinning programs to the Taskbar. These are administrative restrictions, not a guarantee that someone with administrator control cannot reverse them.

Choose the policy that matches the change you want to prevent

Goal Policy Documented effect
Block broad taskbar settings and layout changes Lock all taskbar settings Blocks access to the taskbar control panel and prevents resizing, moving, or rearranging toolbars. This is a user-scoped policy; check edition and management applicability. Microsoft policy reference.
Prevent users from adding or removing pinned programs Do not allow pinning programs to the Taskbar Existing pins remain, and users cannot add new pins or unpin existing ones. It does not cover every taskbar setting. Microsoft policy reference.
Deploy a starting or managed set of pins Taskbar layout policy Specifies pins, but does not by itself stop users from editing them. Policy pins can be restored at a later refresh. Microsoft pinned-app guidance.
Prevent only movement or resizing Lock the Taskbar Prevents moving or resizing the taskbar, while options such as autohide remain available in Taskbar properties. Microsoft policy reference.

Block taskbar settings with “Lock all taskbar settings”

In Group Policy, go to User Configuration > Administrative Templates > Start Menu and Taskbar and enable Lock all taskbar settings. Microsoft says this prevents access to the taskbar control panel and prevents the user from resizing, moving, or rearranging toolbars.

The corresponding Policy CSP setting is ./User/Vendor/MSFT/Policy/Config/ADMX_Taskbar/TaskbarLockAll. Microsoft lists it for Windows 11 version 21H2 and later, and for Pro, Enterprise, Education, and IoT Enterprise editions. The policy is user-scoped. See the ADMX_Taskbar Policy CSP reference for its documented scope and applicability.

Do not confuse it with “Lock the Taskbar”

Lock the Taskbar is narrower: it prevents movement or resizing but leaves autohide and other Taskbar properties options available. Choose Lock all taskbar settings if the aim is broader control, and verify the specific behavior you need against the policy reference.

Stop users from changing pinned programs

Enable Do not allow pinning programs to the Taskbar when the key concern is protecting pinned apps. The setting retains existing pins and prevents users from unpinning them or adding new ones. Microsoft documents the Group Policy location under User Configuration > Administrative Templates > Start Menu and Taskbar and the CSP setting ./Device/Vendor/MSFT/Policy/Config/Start/NoPinningToTaskbar. Check the policy reference for the applicable deployment channel and requirements.

Why a taskbar layout is not a lock

A deployed layout can specify which apps appear as taskbar pins, but Microsoft says users can add pins, remove pins, and change their order unless policy prohibits those actions. Policy-provisioned pins are generally restored at a subsequent policy refresh. The PinGeneration attribute changes the unpinning behavior of a specified app, so a layout should not be treated as a substitute for the pinning restriction when users must not edit pins. See Microsoft’s pinned-app policy guidance.

Choose Group Policy or device management

For advanced taskbar configuration across managed devices, Microsoft describes Policy CSP as commonly used with a mobile device management solution such as Intune. Group Policy is an option for Active Directory-joined or Microsoft Entra hybrid-joined devices that are not managed by an MDM solution. Local Group Policy can also be used on devices that are not joined to an Active Directory domain. Individual settings may be available through only one channel, so confirm the specific policy’s availability before deployment. See Microsoft’s taskbar policy configuration guidance.

What these restrictions do—and do not—secure

These controls are Windows user or device policies for limiting taskbar changes. Microsoft’s cited guidance describes the policies’ effects, but does not establish that an authorized administrator or someone with control of the account or device can never undo them. Treat them as administrative controls for a managed account, not as physical security or protection against a device owner with administrative control.
