Those are different controls: a broad limit may only send alerts unless an administrator enables Stop usage when budget limit is reached. License fees are not included in that spending cap.
Which GitHub Copilot spending limit do you need?
For GitHub Copilot Business and Enterprise accounts using the current AI-credit billing model, choose a budget based on whether you want to limit an individual’s consumption or cap metered charges for a group. A user-level budget covers both the shared-credit phase and paid metered usage. Enterprise, organization, and cost-center spending limits cover metered charges after the shared pool is exhausted.

| Budget type | What it covers | When it applies | What happens at the limit |
|---|---|---|---|
| Universal user-level budget | Each covered user’s total AI-credit consumption | Shared pool and metered usage | Hard stop |
| Cost-center user-level budget | Each cost-center member’s consumption, at a shared per-user amount | Shared pool and metered usage | Hard stop; overrides the universal user limit for those members |
| Individual user-level budget | One user’s total consumption | Shared pool and metered usage | Hard stop; overrides broader user-level budgets |
| Organization or cost-center budget | Metered charges for the organization or cost center | After shared credits run out | Hard stop only if the administrator enables the stop-usage option; otherwise usage can continue and charges may accrue |
| Enterprise spending limit | Total enterprise metered charges | After shared credits run out | Hard stop only if the administrator enables the stop-usage option; otherwise usage can continue and charges may accrue |
| Cost-center included-usage control | The cost center’s draw from its funded share of included credits | Before metered usage | The administrator chooses whether to block usage or allow paid overage at the cap |
GitHub describes user-level budgets as hard stops: “ULBs always enforce a hard stop; there is no option to allow usage to continue beyond the limit.” GitHub’s budget documentation explains the available scopes and enforcement behavior.

An enterprise spending limit is not a ceiling on the complete Copilot bill. It limits metered charges after included shared credits are exhausted; license fees remain payable. GitHub’s example uses 400 Copilot Business licenses at $19 USD per month, or $7,600 USD in license fees. With a $5,000 USD enterprise spending limit, the maximum in that example is $12,600 USD, not $5,000 USD. These are figures from GitHub’s example, not a quote for a particular account. See GitHub’s budget guidance.

Budget checks are layered. GitHub first evaluates the applicable user-level budget, then checks whether shared credits remain, and then applies the relevant metered budget. A user can therefore hit a user cap even while an organization or enterprise budget still has room, or be blocked by a metered cap while another budget has headroom. If paid AI-credit usage is disabled, usage is blocked when the shared pool runs out regardless of configured budgets. Align per-user amounts with the broader organization, cost-center, or enterprise limit to avoid an unintended earlier stop.
How to set an organization or enterprise budget
GitHub’s current organization and enterprise budget workflow is for AI credits. Existing premium-request budgets were converted to AI-credit budgets; old request-based instructions do not describe the general current setup. Consult the current budget documentation if the labels in your account differ.

- Open the relevant organization or enterprise settings and select Billing & Licensing.
- Open Budgets and alerts, then select New budget.
- Choose Bundled AI credits budget for AI-credit products such as Copilot, Copilot cloud agent, and Spark where overage spending is enabled.
- Select the scope: enterprise, organization, cost center, or users. For a universal user-level budget, leave user selection empty. Choose a cost center to set the same per-user limit for its members, or choose an individual user to create an override.
- Enter the amount. An individual user override can also have an expiration date.
- For an enterprise, organization, or cost-center metered spending limit, enable Stop usage when budget limit is reached if you want usage blocked at the threshold. User-level budgets are hard stops and do not use this option.
- Set alert thresholds if needed, then create the budget.
Enterprise owners and billing managers can configure enterprise controls; organization owners can set organization budgets. Cost-center and user budget permissions depend on the relevant account scope and role. GitHub documents budget roles and scopes here.
How to set a personal-account budget
- Go to github.com/settings/billing.
- Open Budgets and alerts, then choose New budget.
- Choose a bundled AI-credits budget, set its scope and amount, and create it.
GitHub’s personal-account setup flow describes alerts at 75%, 90%, and 100%. Individual accounts have their own monthly AI-credit allowances, and GitHub says additional usage can be paid for after credits run out. Check the account’s current budget and billing options rather than assuming an alert alone prevents charges. GitHub’s Copilot billing overview describes individual billing.

How to size a budget in AI credits
GitHub’s current billing documentation values one AI credit at $0.01 USD. The budget guidance lists 1,900 AI credits per Copilot Business license and 3,900 per Copilot Enterprise license. For example, a cost center with 10 Business and 5 Enterprise licenses has 38,500 included AI credits: 10 × 1,900 plus 5 × 3,900. These are GitHub’s stated current figures, verified in 2026; credit allowances and plan pricing can change. Budget and allowance details and Copilot billing details are maintained in GitHub Docs.
Budget sizing should reflect which phase you intend to constrain. A user cap can bound total consumption across included and metered use, while a group spending limit controls the extra metered portion once pooled credits are depleted. A broad cap set without the stop-usage option may generate an alert but does not ensure spending stops.

Check whether legacy request-based billing applies
The current organizational workflow uses AI credits, not the older premium-request budget model. A narrow exception remains for certain annual Copilot Pro and Pro+ subscribers who stayed on request-based billing after June 1, 2026. That exception does not make legacy request-based instructions the default for organizations or most Copilot users. GitHub’s legacy premium-request documentation identifies the limited coverage.
