Organic Maps, OsmAnd, and HERE WeGo are three free apps to consider when you need maps without a mobile data connection. Download the map for your destination before you leave, then check that the area and features you need are available offline. “Zero signal” does not guarantee that your phone can determine its location: offline maps remove the need to fetch map data over cellular service, but navigation still depends on location services and a usable positioning signal.
What offline navigation can—and cannot—do
A downloaded map lets an app display map data without downloading it as you travel. It does not, by itself, guarantee a location fix, a suitable route for your vehicle or travel mode, or access to live information. OsmAnd’s documentation says GPS/location is used to determine position and follow navigation; internet is needed for initial map downloads and updates. Whether satellite positioning is available depends on your surroundings and conditions.

Offline features vary by app. Live traffic, alternate routes, transit directions, and other online services may be unavailable. Before a trip, test the destination search and route you expect to use while the map is downloaded.
Three free alternatives to consider
Organic Maps: a map-first option for travel and outdoor use
Organic Maps is an Android and iOS offline maps app built around OpenStreetMap data. The project describes it as an option for travelers, tourists, hikers, and cyclists, with offline maps and detailed places among its central features. Consider it if you want an offline map for a trip or outdoor exploration. The project’s positioning does not establish that every local business is listed or that its maps are more accurate than competing apps.

OsmAnd: regional downloads and configurable navigation
OsmAnd’s first-steps guide walks new users through downloading a regional map. It recommends vector maps for offline search and navigation. Maps are downloaded by country or region, rather than as one whole-world package. The guide says OsmAnd Pro and Maps+ provide unlimited map downloads; it does not establish the current download allowance for the free edition, so check the app’s terms before planning around multiple regions.
OsmAnd says initial downloads and map updates require internet access, while location services are used to establish position and navigate. Its documentation describes the project as open source and ad-free and tracker-free; that is the project’s description, not an independent privacy audit.

HERE WeGo: a clearly documented offline-driving workflow
HERE WeGo’s support guide explains how to download maps and enable offline use. It lists offline maps for many countries, with exemptions that include Japan, Korea, and China. Check your actual destination in the app before relying on it. On Android, the guide also documents saving maps to an SD card; this is optional, not a requirement.

- Install and open the app while connected. Initial map downloads require an internet connection.
- Select the right area. Download the country or region covering your destination and, where the app requires it, the full area for your planned route. OsmAnd uses country or regional maps; HERE WeGo lets you select a continent and region.
- Wait for the download to finish. Confirm the map appears in the app’s offline map list before you leave.
- Enable offline use if needed. In HERE WeGo, open the menu, find “Download maps” under “Your Maps,” choose a continent and region, download it, then enable “Use app offline” in the menu.
- Test before departure. Search for your destination and prepare a route with the downloaded map. Check that location services are enabled, and make sure your phone is charged.
- Update the map before the trip. HERE recommends updating downloaded maps. Old map data may not reflect recent changes, and app map coverage can vary by region.
Choosing the right app for your trip
- Check destination coverage first. Confirm that the country and region you need are downloadable in the app. HERE explicitly lists country exemptions.
- Match the app to your use. Organic Maps is positioned for travel and outdoor activities; OsmAnd offers regional downloads and configurable map/navigation features; HERE WeGo documents a direct offline-driving setup. These distinctions are not a tested ranking.
- Confirm that the offline features are enough. Map display and some routing may work without a connection, but online features can disappear. If you rely on a particular travel mode or service, verify it in the app before leaving.
- Allow for storage. Download maps on Wi-Fi and leave enough free space on your device. OsmAnd divides downloads by region, while HERE WeGo supports optional SD-card storage on Android.
- Think about map freshness. Download or update maps shortly before travel, especially if the route or destination may have changed.
What Google Maps still offers offline
Google Maps also lets you save an area before travel. Its offline guidance says driving works only when the entire route falls within the downloaded area. Offline transit, cycling, and walking directions are unavailable, and offline driving loses traffic information and alternate routes. Some countries and regions do not permit offline downloads.
Rank #3
- 6” high-resolution navigator includes map updates of North America
- Hands-free calling when paired with your compatible smartphone with BLUETOOTH technology and convenient Garmin voice assist lets you ask for directions to places you want to go
- Road trip–ready features include the HISTORY database of notable sites, a U.S. national parks directory, Tripadvisor traveler ratings and millions of Foursquare POIs
- Driver alerts for things such as school zones, sharp curves and speed changes help encourage safer driving and increase situational awareness
- Access live traffic, fuel prices, parking, weather and smart notifications when you pair this navigator with your compatible smartphone running the Garmin Drive app
Google says downloaded areas expire and must be updated. It attempts to update them automatically over Wi-Fi when they have 15 days or less before expiration, according to its offline map update guidance. If you plan to be disconnected for an extended period, check the area’s status before leaving.
