She says she does not plan to raise taxes on middle-class families, but her published proposals do not include a comprehensive tax plan or a full accounting of how the agenda would be funded. Her other stated priorities include housing affordability, health-care costs, utility bills, wages and trade.
The positions below are campaign proposals and stated intentions, not enacted policy or a forecast of what a governor could implement. Benson’s education plan is substantially more detailed than the available information about how she would pay for it.
What Benson proposes for Michigan schools
Her education plan is organized around five goals: quality education for every child; recruiting, paying and retaining educators; support from birth through pre-K; school funding that is equitable, efficient and transparent; and better coordination across the state’s education system.
Readiness, literacy and career education
Benson proposes a statewide graduation standard called the Michigan Education Guarantee, intended to make a high-school diploma evidence of college or career readiness. Her plan also calls for literacy by third grade, broader career and technical education, more support for students with special needs, and after-school and other wraparound services.

Teacher pay and staffing
The plan proposes a $60,000 minimum starting salary for teachers, with additional compensation for experienced educators. It also calls for training and other recruitment and retention measures. The $60,000 figure is a proposed salary floor, not a statewide average or a description of current teacher pay.
Early childhood and family support
Benson proposes high-quality pre-K for all three- and four-year-olds, more available child-care centers, and better compensation and professional support for child-care workers. The plan also includes local family-support centers and statewide expansion of Rx Kids, which it describes as direct financial support for new mothers and newborn children.
School funding and buildings
Her plan would allocate school funding according to student needs rather than applying a one-size-fits-all model. It also proposes revising special-education funding, investing in school buildings, protecting the School Aid Fund for pre-K through grade 12, and creating a separate revenue stream for higher education.

For budget timing, Benson proposes that if the state has not enacted an education budget by July 1, the previous year’s budget, adjusted for inflation, would carry forward. This is a proposed continuity rule, not a description of current law.

What she has said about taxes and school funding
In a July 2026 interview with ClickOnDetroit/WDIV about school funding, Benson said: “I have no intention or plans to raise taxes on the middle class in particular in Michigan.” She also pointed to closing outdated revenue loopholes as one possible way to increase school funding and said public education should receive greater budget priority.
She did not identify the loopholes, estimate how much revenue closing them would raise, or publish a complete tax-code package or independent fiscal score for the education agenda. The available information therefore does not establish a quantified tax cut or increase. For context, ClickOnDetroit/WDIV reported annual Michigan school foundation-funding amounts of $10,050 per pupil for 2025–26 and $10,250 for 2026–27; those are reported funding figures, not Benson campaign targets.

How she would address housing and property costs
Benson’s housing proposals combine efforts to increase supply with buyer assistance and changes to local rules. They include streamlining state and local approvals so homes can be built more quickly, expanding a tax credit for first-time buyers, and establishing a statewide housing data system.
She also proposes expanding and modernizing the Michigan Homestead Property Tax Credit by raising income eligibility limits and adjusting benefit levels for eligible working families, seniors and homeowners on fixed incomes. Separately, her plan would let communities set rules for short-term rentals and tax them to support local services and tourism.
Other proposals include restricting sales to private-equity firms and institutional investors during a home’s first 100 days on the market, and making new homes more energy efficient. The campaign has not provided independent estimates of these proposals’ effects on housing supply, rents or prices.

What she proposes on health care
Benson’s campaign says she would seek lower prescription-drug costs, greater transparency in medical billing, and a $5,000 caregiver tax credit. The $5,000 is a proposed credit amount. In an October 1, 2026 campaign release, she also said she would seek to prevent insurers from denying care and protect Medicaid from cuts; the release does not independently establish the legal authority or fiscal effects of those proposals.
In a July 2026 Michigan Public interview, Benson proposed streamlining the state health department and working with hospitals and other stakeholders to lower prescription costs and improve insurance coverage. She also proposed mobile clinics for rural communities facing hospital closures or limited access to care.
What she says about energy bills, utilities and data centers
Benson’s energy plan proposes changing utility rate-setting, prohibiting rate increases used only to pad profits, improving outage credits, and auditing and modernizing the electric grid. It also calls for more assistance to weatherize homes and upgrade heating and cooling systems, stronger protections against electricity shutoffs, and limits on political spending by regulated utilities.

Her plan says data centers and other corporations that drive up energy demand should cover the costs they impose rather than passing them to ratepayers. In a campaign account of her September 16, 2026 Detroit Economic Club appearance, Benson called for a moratorium on data centers until strict, enforceable safeguards protect electric bills and the Great Lakes and ensure local community participation.
What she proposes for wages, jobs and trade
Benson describes her broader economic agenda as lowering costs, growing the economy, increasing wages and expanding access to jobs. In a July campaign interview, she said governors should make it easier for small businesses to start, grow or scale up.
In a September 6, 2026 CBS interview, she proposed negotiating subnational agreements with Canadian officials, potentially alongside other governors, to mitigate tariff-related costs and support trade and Michigan auto workers. The interview describes a proposed approach; it does not establish that such agreements have been negotiated or quantify their likely effects.
