The campuses were scheduled to close after the 2026–27 academic year; the approved sales are separate from that closure schedule and from the transactions’ eventual completion.
What was the hurdle to selling the campuses?
Some Penn State property built and maintained with public funds carried a deed restriction and reversionary interest. According to StateCollege.com’s reporting, titles for affected portions of property could revert to the Commonwealth if Penn State stopped using them for education. The restriction therefore limited the university’s ability to sell an entire property.
A bill-tracking summary describes a provision releasing a use restriction and reversionary interest for seven Penn State campuses: DuBois, Fayette, Mont Alto, New Kensington, Shenango, Wilkes-Barre and York. The available reporting and tracking summary do not conclusively establish the final enactment details or effective date, so the precise legal status and timing of that release should not be treated as verified.
