The government had aimed for a full rollout by autumn, while an August news report described national availability as expected by the end of the year. An official record shows the service had a production environment, but does not say how widely probation staff could use it.
What the service does—and what it does not do
Electronic Monitoring Data Insights is a staff-facing service intended to give probation staff quick access to electronic-monitoring and behavioural information. The Ministry of Justice says it could help staff identify patterns, including possible licence-condition violations, make decisions and intervene earlier, while reducing manual data collection. These are intended benefits, not evidence that the service has reduced reoffending.
It is not the electronic tag itself, and it should not be confused with an alert sent to an offender approaching an exclusion zone. Nor does the name establish that its data arrives with a particular delay: government descriptions use terms such as “quick access” and “near real-time”, but the sources do not specify latency or national service levels. The Ministry of Justice’s 19 March announcement describes the tool and its purpose.

The distinction is between deployment and coverage. A production environment indicates that a service exists in a production setting; without coverage information, it cannot show whether probation staff across England and Wales can use it. The sources available by 3 October therefore do not settle whether nationwide availability had happened.

Related tag measures are separate
A separate government announcement on 4 August described near-real-time electronic-monitoring data for probation staff alongside alerts warning offenders when they risk breaching an exclusion zone. It also described 12 months of GPS trail monitoring for people convicted of rape or serious child sex offences after they have served their full prison term. These are related supervision measures, not proof that the Data Insights service itself sends offender or victim alerts or has nationwide availability.
The March announcement also discussed a proposed proximity-monitoring pilot for offenders approaching victims. That pilot, GPS monitoring and other tagging programmes are distinct from the probation information service.

How to read the reported outcome figures
The Ministry of Justice’s March announcement said GPS and curfew tags can reduce reoffending by around 20%, and that alcohol monitoring orders have compliance rates above 97%. The announcement passage does not give the underlying study details for those figures, and neither figure evaluates Electronic Monitoring Data Insights specifically.
The same announcement stated £5 million in funding for a proximity-monitoring pilot and £100 million for tagging expansion, within probation investment of up to £700 million by 2028/29. Those funding figures concern wider programmes; they do not establish the dashboard’s rollout coverage.
