But if it changes how the deployed robot application behaves—or the conditions in which it operates—it can change the assumptions behind its risk assessment and safeguards. That makes the right question not “Is this an IT change?” but “Does the safety review still fit the system as it will actually run?”
Why an IT or operations change can affect robot safety
An industrial mobile robot application is more than the robot hardware. It includes the way the system is configured and used, along with the operating environment. A software or operational change may therefore matter if it alters system behavior, interactions with people or equipment, or the conditions on which existing protective measures rely.

For example, a proposed update might change a robot’s routes or behavior, while a warehouse change might alter the routes, traffic patterns, or work activities around it. These are illustrative possibilities, not evidence that any particular update or layout change creates a hazard. The safety decision depends on what the deployed application and environment actually become.

ANSI/A3 R15.08-3-2026, Industrial Mobile Robots — Safety Requirements — Part 3: Use of IMR Applications, emphasizes risk assessment and management of changes to both an IMR application and its current operating environment. Its stated aim is to help users maintain acceptable workplace risk over the machinery lifecycle. See the ANSI Webstore entry for Part 3.

What to review before a change goes live
Use a potentially safety-relevant change as a prompt to check whether the risk assessment and risk-reduction measures still fit the system as deployed. OSHA describes risk assessment as identifying hazards and exposures, evaluating risk, and determining protective measures. The review should be grounded in the actual robot application and operating conditions, rather than the label attached to a change request.
- Describe what is changing in the robot application or its operating environment.
- Check whether the hazards, exposures, or operating assumptions considered in the existing assessment have changed.
- Determine whether the protective measures still address the risks in the changed conditions.
- Document the assessment and involve the facility’s responsible safety and engineering personnel before return to normal operation.
These are practical review prompts, not a universal list of changes that legally require reassessment. The available sources do not establish that every software update, network adjustment, or layout change has the same safety effect. ANSI’s explainer says Part 3 assigns users responsibilities including risk assessment, maintaining risk-reduction measures, and documenting the assessment, including when changes follow deployment; confirm the standard’s text and applicable requirements for the specific system.

Do not overlook setup, testing, and return to service
Change work includes more than the moment new software or a revised process is switched on. OSHA notes that many robot accidents occur during non-routine operating conditions, including programming, maintenance, testing, setup, and adjustment. The agency’s statement is general; it does not quantify an accident rate for software changes or establish that a warehouse IT update causes an incident. It does support paying attention to how change work is performed and how the system is returned to service.

Which standards and rules apply?
Applicability depends on the robot type, application, and operating context. ANSI’s explainer describes Part 3 as covering use of IMR Type A, B, and C systems and applications as described in Part 1, with industrial settings including warehousing, distribution, and logistics. It also identifies examples outside its scope, such as airborne or waterborne systems, systems permanently mounted on rails or gantries, manually controlled platforms, and non-industrial mobile robots. Check the standard and the system’s actual characteristics rather than assuming every mobile machine in a warehouse is covered.

That does not mean a workplace has no legal obligations: other applicable OSHA requirements may still matter. OSHA also distinguishes national consensus standards from OSHA regulations. Consensus standards provide guidance from their originating organizations; they are not, simply by being standards, OSHA regulations or substitutes for applicable law. Best Value
- [Fast Reaction] - The light curtain sensor responds as fast as 0.01 seconds. And the detection distance between transmitter and receiver can be up to 5m. NOTICE: the beam pitch of all types of the safety light curtains is 40mm, which is suitable for wrist or body detection.
- [Security Guard] - This safety grating is mainly used to protect personal safety and reduce work-related injuries. According to research, 90% of work-related injuries are due to lack of safety protection.
- [Stable Output] - It does not need a synchronization line since the power supply can be supplied separately. And it can resist electromagnetic interference and has stable output.
- [Wide Application] - It is applicable to machine tool operation area, production line, automatic welding line, automatic equipment, cutting and pressing equipment, etc. In addition, it has a high protection grade (IP65) and can be suitable for various working environments.
- [Good Quality] - The safety light curtain has a high-brightness indicator light, which makes its working state easy to identify. And the surface is treated with high-quality baking varnish, which makes it waterproof, oil-proof and well sealed.
Who should make the change decision?
Route a potentially safety-relevant change through the facility’s documented risk review and the people responsible for safety and engineering. IT, operations, automation, and safety teams may each hold part of the picture: what is changing, how the robot application is configured, what has changed around it, and whether protections remain suitable. The decision should be based on the actual system and applicable requirements—not on a blanket rule that every IT change is hazardous or harmless.
