It should stay quiet when it detects background audio or conversation not directed at it. And permission to send an update is not permission to take an external action: consequential steps still need user approval or active oversight.
The examples associated with Meta, OpenAI and Uber illustrate different behaviors, not one shared model of an agent initiating conversation.

When should an AI agent speak first?
Proactive contact is useful when it advances a goal the user has already expressed. OpenAI’s July 17, 2025 announcement of ChatGPT agent described two such cases: asking for details when they are needed to keep work aligned, and notifying the user when a long-running task is complete. The announcement is marked outdated, so it documents the behavior described at launch rather than establishing current availability.

A useful message should explain why it is appearing now and let the user redirect or interrupt the work.

When should an AI voice assistant stay quiet?
When speech is not clearly addressed to the assistant, silence is often the correct response. OpenAI’s Realtime prompting guide says voice agents tend to respond by default, including to silence, background noise, hold music, television audio, side conversations or speech not meant for the assistant.
The guide recommends a non-speaking wait action, named wait_for_user, for those cases. After taking that no-op action, the agent should not add conversational filler. It should resume when the user clearly addresses it or asks for help. If the user is plainly speaking to the assistant but the words are unintelligible, the right response is a brief request for clarification—not silence and not a guess.

- Respond: the user clearly addresses the assistant or asks for help.
What do Meta’s and OpenAI’s examples show about initiative and permission?
Initiating communication and taking action are separate permissions. OpenAI’s 2025 ChatGPT agent announcement said purchases require explicit confirmation and that some critical tasks, such as sending email, require active oversight; it also said high-risk tasks may be refused. A completion notice should therefore not be treated as consent to make a purchase, send a message or otherwise affect the outside world.
Meta describes a separate control boundary in its September 8, 2026 post about Muse. Muse can work in the background and use connected services, but its Sentinel system is described as the sole authority for connector actions and network egress. The agent proposes an action; Sentinel can allow it, deny it or ask the user. Meta also acknowledges that the agent can make mistakes. The design principle is useful beyond this particular system: an agent’s ability to notice an opportunity should not itself grant authority to act.

Why can an agent joining a group conversation feel mistimed?
The Associated Press reported that Meta AI could join a Facebook group conversation when invited or when a question went unanswered for an hour. Group administrators could turn the feature off. The one-hour delay is a reported product behavior, not an established best-practice threshold.
That distinction matters because an unanswered post does not necessarily mean its author wants an automated answer. People may be waiting, may have received a response elsewhere, or may prefer no answer. AP also described a group exchange that members found confusing and quoted Princeton computer science professor Aleksandra Korolova on the burden of an assistant that is not reliably helpful. This is reported criticism, not a controlled measurement of how users respond to the feature.

Before intervening in a shared space, an agent needs more than a trigger such as elapsed time: it needs a reason to believe its response is wanted, a way for people to decline or disable participation, and a clear identity so its contribution is not mistaken for a person’s.

Did Uber teach its agent to speak first?
Not in the example cited here. OpenAI’s May 6, 2026 case study describes Uber Assistant giving drivers marketplace and earnings guidance, and says riders can tap the microphone in the “where to” search bar and request a ride in natural speech. That rider interaction begins with an explicit user action; it is not evidence of unsolicited outreach.

The case study says Uber prioritizes safety, trust and low latency, uses an internal AI Guard layer, and routes requests among specialized systems. It also reports Uber’s scale as 40 million trips per day, 10 million drivers and couriers, service in 15,000 cities and more than 70 countries. Those are company-reported figures in the case study, not independently audited evidence that proactive messages improve trust or outcomes. Uber’s example is relevant to voice assistance, but it should not be grouped with an agent that chooses to start a conversation.
A practical test for deciding whether an agent should speak
- Check the trigger. Is the agent responding to a direct request, a necessary clarification, meaningful task progress or completion—or merely detecting an opportunity to talk?
- Check the timing and relevance. Does this message help with the user’s expressed goal now? An unanswered post or a quiet moment alone does not prove that intervention is wanted.
- Make silence and interruption possible. Can the user ignore, stop, redirect or disable the agent? In voice settings, can the agent distinguish direct address from ambient audio and wait without filler?
- Separate messages from actions. Does an external or consequential action—such as a purchase or sending email—wait for the required confirmation or oversight?
- Be clear about uncertainty. If the agent is unsure whether it was addressed, it should wait; if it was addressed but cannot understand, it should ask a concise question.
The cited examples do not provide comparable measurements of user preference, interruption cost or an ideal delay before an agent intervenes. The safer design standard is therefore behavioral rather than numerical: speak when there is a clear, relevant reason; otherwise, wait—and keep authority over consequential actions separate from the ability to communicate.
