Map each distinct source record to its own target record and use a stable Oracle HCM Data Loader (HDL) source key for record identity. Treat the position code as a separate workforce-structure value, not as the only durable identifier.
Why a position code may not identify one target record
Oracle defines a position as a single occurrence of a job in a department, potentially restricted by location. That target record grain can be more specific than a legacy code that is reused or whose meaning depends on organizational context. The reused-code scenario is a conversion case to plan for; Oracle’s documentation explains target-side mechanisms but does not establish how often legacy systems reuse codes. Oracle’s position-loading guidelines describe the position definition.

Before deciding how many Oracle positions to create, confirm what each source row represents across business unit, department, location, and effective dates. Do not assume that identical codes mean identical target positions, or that different contextual uses should be collapsed into one record.
Use a stable source key for identity, not the code alone
HDL supports user keys and source keys. An HDL source key consists of SourceSystemOwner and SourceSystemId. Oracle recommends source keys because user-key values can change; the source ID may come from the source system or be generated by an algorithm. Source keys can also identify records referenced by other objects. See Oracle’s HDL guidance on creating and maintaining data.
For a conversion, maintain a crosswalk from every distinct source record to its Oracle target record and corresponding source key. Make the source ID unique at the grain you have decided to convert. The legacy position code can remain a meaningful code value where appropriate, but it should not be the only mapping key if it is ambiguous. Oracle’s guidance does not guarantee that every legacy value can be loaded unchanged as PositionCode.
Choose the position-code policy before loading
Manual codes
If codes are manually assigned, define how they will be represented in the target and check for collisions before the load. Do not rely on a code to resolve references when multiple records share it; use the stable source-key mapping for identity and references where HDL supports it.

Oracle-generated codes
When Oracle automatically generates position codes, Oracle recommends leaving PositionCode blank in the HDL file to avoid duplicate generated codes. Oracle’s common-features guidance for HCM also recommends setting the initial generated code above existing manually assigned codes when moving from manual to automatic generation. It states that automatically generated position or job codes cannot be edited after generation. Confirm the generation method and starting sequence against the release and configuration in the target tenant before production loading.

A conversion sequence that handles ambiguous codes
- Profile the source. Identify duplicate codes, codes reused over time, and codes whose meaning varies by source system, business unit, department, location, or effective date. This is a conversion control, not an Oracle-prescribed requirement.
- Set the target record grain. Decide which distinct source records become distinct positions, using the intended job, department, location, and effective-date context. Validate that design with the business owners rather than assuming the old code defines one target row.
- Build and govern the crosswalk. Assign each source record a stable target identity, including the HDL
SourceSystemOwnerandSourceSystemIdvalues. Preserve the mapping for later loads and references, and define how new or corrected source records will be handled. - Set code generation and check collisions. Decide whether codes are manually supplied or generated by Oracle. If generated, leave the position code blank in the HDL file and establish the initial sequence before loading.
- Load prerequisites, then positions. Oracle’s loading guidance says the business unit must exist; Job and Department are required, and referenced locations and valid grades must also exist. Position and child components need the same effective start date. Follow the requirements for the tenant’s deployed release in Oracle’s position-loading guidelines.
- Reconcile assignments if position synchronization is configured. Determine which assignment attributes inherit from positions. Oracle’s documented flow requires enabling synchronization before loading assignments, setting
Synchronize from Position (Position Override)toYon the relevant employment terms or assignment, and runningSynchronize Person Assignments from Position. If synchronization configuration changes after assignments exist, run the process to apply those changes. See Oracle’s position synchronization guidance and its explanation of assignment values inherited from positions.
Validate the boundaries between code, identity, and assignment data
Before sign-off, test that every source record resolves to the intended target position even when codes repeat, and verify that HDL references use the identifiers supported by the integration. Separately verify generated-code behavior, effective dates, and any assignment attributes affected by synchronization. These are design checks: Oracle documents the mechanisms, but does not prescribe one universal crosswalk architecture for every legacy system.
