The daily puzzle changes at midnight on your local clock, rather than at one universal moment for everyone. The New York Times Games Help Center says the daily Connections game is released at midnight in the player’s timezone. For Sports Edition specifically, Beebom reports the same local-midnight schedule.

Because local midnight arrives at different times around the world, players in different timezones may see a new puzzle at different absolute times—and may be on different local puzzle dates at the same moment. The NYT help article gives the general Connections rule; it does not separately identify Sports Edition in that statement.
How the reset can affect your streak
NYT warns that finishing a puzzle after midnight local time can break your streak and start a new one. If you want to protect your streak, complete the puzzle before your local date changes.
