Does the list appear publicly exactly 90 minutes before kickoff?
Not necessarily. The 90-minute mark is the deadline for submitting inactives to the league; it is not a fixed public-posting deadline. In its official Q&A, the Pittsburgh Steelers state: “There are no rules about when those inactives are to be released to the media/public.” In other words, begin checking around the 90-minute point, but allow for a post to appear later.
