Call a plumber promptly if wastewater or sewage is backing up, several fixtures are affected, or a clog keeps returning. Those patterns can point beyond a single drain to a sewer line or septic system, but only an on-site inspection can identify the cause. If a public sewer main may be involved, check your local utility’s instructions too; who to call first varies by location.
When to stop DIY attempts and call a plumber
A slow drain at one sink or tub, with no sewage backup or other warning signs, may be limited to that fixture or its branch line. Toronto’s guidance treats a single-fixture blockage as a private plumbing issue and says residents may contact a plumber if needed. If you try a basic fix, use only low-risk methods and follow product labels. Call a plumber if the drain remains slow, the clog returns, or other fixtures begin showing symptoms.

Stop repeated attempts and seek professional diagnosis when you notice any of these patterns:
- More than one fixture is affected. Several slow or blocked drains can indicate a problem farther along the plumbing or sewer line.
- The clog recurs after clearing. A repeating blockage may have an underlying cause that a quick drain treatment does not address.
- Toilets gurgle or foul odors persist. Alongside slow drainage, these can be warning signs of a sewer-lateral or septic-system problem.
- A low-level drain backs up. Wastewater coming up through a basement or other low drain needs prompt attention.
- You see a new wet area or sinkhole near the sewer route. This can signal a possible line problem; it is not, by itself, a diagnosis.
The U.S. EPA lists backups, slow drains, gurgling, wet spots, and sewage odors among possible signs of septic-system malfunction. Green Area Water & Sanitary Authority identifies recurring backups, persistent clogs, odors, sinkholes, and gurgling as warning signs of a sewer-lateral issue. These symptoms are reasons to get the system checked, not proof of a particular fault. See the EPA’s septic-system guidance and GAWSA’s sewer FAQs.

What to do if sewage is backing up
Treat wastewater or sewage entering the home as an urgent safety and plumbing problem, not a routine clog. Keep people and pets away; avoid contact with skin, eyes, and open wounds. If water may have reached outlets or electrical equipment, do not enter an unsafe area. Seattle Public Utilities advises residents to protect people from exposure, turn off power, and call a plumber in a backup situation. Follow your local emergency directions if electrical hazards are possible.
Do not pour chemical drain cleaner into standing sewage. Salem, Virginia, says chemical cleaner is unlikely to solve a sewer backup and may cause additional damage. For suspected septic sewage inside the home, the EPA advises avoiding contact and contacting the local health department or regulator. Cleanup and reporting procedures depend on local rules.

Plumber or sewer utility: how to decide whom to call
The symptoms can help prioritize a call, but they cannot reliably tell you whether a blockage is in your private lateral, a shared line, or the public sewer main. Local procedures differ: some agencies direct residents to call a plumber for a backup inside the property, while others investigate possible public-main problems.
| What you notice | Useful next step | What it may suggest |
|---|---|---|
| One slow drain, with no backup or other affected fixtures | Try only a low-risk, label-compliant basic step; contact a plumber if it persists or recurs. | A fixture or branch-line issue is possible. |
| Several fixtures are affected, or a backup occurs inside the property | Contact a plumber for diagnosis and check local utility instructions. | A deeper private-line, shared-line, or system issue is possible. |
| Wastewater appears when no fixtures are being used, or nearby properties are also affected | Contact the local sewer utility promptly, following its reporting procedure; a plumber may also be needed. | A public-main problem may be involved, but the symptom alone does not establish responsibility. |
| Recurring clogs, persistent odors or gurgling, or wet ground near a sewer route | Arrange professional diagnosis; contact the utility if its system may be involved. | A sewer lateral or septic system may need inspection. |
For example, Fairfax County says a backup when fixtures are not being used may indicate a county-main issue. Seattle and Portland direct residents toward a plumber for a backup inside the property, with public-utility involvement when the main may be implicated. Check the instructions for your own municipality rather than assuming a utility or property owner is responsible. See Fairfax County’s wastewater guidance, Seattle Public Utilities’ backup steps, and Portland’s sewer-backup guidance.

If you rent, notify the landlord or superintendent
Contact your landlord or building superintendent when a drain backs up or multiple fixtures are affected, and follow any local emergency instructions. Toronto tells tenants to contact the landlord or superintendent; its city can investigate whether a blockage is on the city or private side. Reporting and responsibility rules vary elsewhere, so do not assume the same process applies in your municipality. See the City of Toronto’s guidance on blocked or backed-up basement drains.

Some blockages form beyond the drain opening. The EPA identifies fats, oils, grease, wipes, and other inappropriate items as contributors to sewer blockages and overflows. Tree roots can also enter defects in pipes and cause blockages. Clearing a visible drain may not resolve an obstruction or defect farther down the line; recurring symptoms are a reason to ask a plumber whether a sewer-line inspection is appropriate. The EPA explains these contributing materials and causes in its sanitary sewer overflow FAQs.
