WhatsApp Marketing: Practical Strategies for Customer Conversations

A practical guide to WhatsApp marketing, covering permission, expected messages, Platform templates and the 24-hour service window, automation handoff, privacy, and commerce responsibilities.

Use WhatsApp marketing as a permission-based conversation channel, not a list to message at will. Before sending anything, get permission that identifies both WhatsApp and your business; set expectations about the messages people will receive; and make opting out straightforward. If you use the WhatsApp Business Platform, you also need to plan around approved templates, a 24-hour service window, and a working route to human help.

Start with the right WhatsApp product

WhatsApp’s messaging policy covers both the WhatsApp Business app and the WhatsApp Business Platform, including the Cloud API. The Platform is the product to which the policy’s approved-template and 24-hour service-window rules specifically apply. Do not assume those Platform rules describe every feature or workflow in the Business app.

Choose based on how your team will manage conversations: the number of people who need to respond, whether your workflow requires API integration or approved templates, how support will be staffed, and which human escalation routes you can provide. Current pricing and regional availability are not established here, so no price or availability comparison should be inferred. WhatsApp’s policy page is in Spanish and was accessed October 4, 2026; its footer displays 2026, and WhatsApp says it may update the policy. Review the current WhatsApp Business Messaging Policy before launch.

Platform rules in this table are from WhatsApp’s messaging policy. The distinction matters: apply the template and service-window requirements to the Platform, rather than presenting them as rules for both products.

Get clear permission before sending marketing messages

WhatsApp says a business must have a person’s phone number and opt-in permission to send that person future WhatsApp messages. The permission should make clear that the channel is WhatsApp and identify the business. A phone number collected for another reason should not be treated as permission to send WhatsApp marketing.

At the point where someone shares a number, explain what they are signing up for in plain language. WhatsApp recommends setting expectations about the kinds of messages the person may receive, such as order updates, relevant offers, or product recommendations. Consider asking separately for permission for different categories so people can choose what is useful to them.

For example, a signup could say: “Get [business name] order updates on WhatsApp. Reply STOP to opt out.” If you also want to send offers, describe those separately and obtain the appropriate permission. This is an illustrative consent prompt, not wording prescribed by WhatsApp or a substitute for the legal requirements that apply to your business.

  • Identify the sending business and say explicitly that messages will come through WhatsApp.
  • Describe the message categories people can expect; do not imply a broader signup than they agreed to.
  • Explain how to stop messages and make sure the stated opt-out route works.
  • Keep permission and opt-out handling consistent with applicable law. WhatsApp places responsibility for legal compliance on the business.

Make messages expected, recognizable, and useful

Use the business’s accurate identity and keep its Business profile current, including customer-support contact information such as an email address, website, or phone number. A recipient should be able to recognize who is messaging and know where to go for help.

Send messages that fit the purpose people accepted. An order update should serve the order; an offer should be relevant to the offer category the person agreed to receive. Avoid misleading, deceptive, surprising, or spam-like communications. WhatsApp says it may restrict or remove service access for policy breaches, including unauthorized large-scale messaging, and may act when negative feedback is excessive. Make compliance part of campaign setup and ongoing operations, not only a final copy check. Consult current official rules for prohibited or restricted uses and regulated products before planning campaigns in those areas.

Plan Platform messages around the 24-hour service window

For the WhatsApp Business Platform, the sequence depends on who starts the conversation and when the business replies. WhatsApp’s policy describes the 24 hours as a window after the user’s most recent message.

  1. When your business starts a conversation: use an approved message template. The policy says a business may initiate a Platform conversation only with an approved template, and the template must be used for its designated purpose.
  2. When a customer messages you: respond with a free-form message within 24 hours of that customer’s latest message; a template is not required for a response in that window.
  3. When the window has passed: use an approved template to message again on the Platform. Do not treat an older customer message as an open-ended permission to send free-form follow-ups.

The policy refers to applicable pricing, but the source reviewed does not establish current rates. Do not assume a single universal per-message price: check WhatsApp’s current official rate information for the relevant market and message category before budgeting.

Automate routine replies without trapping customers

WhatsApp allows automated responses on the Platform during the 24-hour service window, but requires a clear, direct escalation path. Automation can handle a first acknowledgement or route a common request; it should not leave someone unable to reach support when the automated flow cannot resolve the issue.

Choose at least one practical route and make it visible in the conversation: transfer to a human agent, phone, email, web support, a store visit, or a support form. Test the handoff end to end before deploying the flow, including whether the customer knows what to do next and whether the chosen support channel is actually staffed.

Protect customer information and set commerce boundaries

WhatsApp makes the business responsible for providing notices, obtaining permissions and consents, publishing a privacy policy, and complying with applicable law. Limit use of personal data obtained through WhatsApp to what is reasonably needed to support messaging. Do not pass one customer’s chat information to another customer.

Do not ask people to send complete payment-card or financial-account numbers, or sensitive personal identifiers, in chat. If a conversation needs information that should not be collected there, direct the customer to a suitable process instead.

If you use WhatsApp commerce features such as catalogs or payments, the policy says your business remains responsible for its transactions, sales and privacy terms, taxes, and related charges. WhatsApp says it does not process, pay, or fulfill those sales transactions; make the seller’s responsibilities clear to customers.

Build a permission-first campaign workflow

  1. Choose the product and define the workflow. Decide whether the Business app or Platform suits the team’s staffing, integrations, and conversation volume. If you choose the Platform, design for templates, the service window, and escalation from the outset.
  2. Write the opt-in before collecting numbers. Name the business and WhatsApp, describe the message categories, and give a usable opt-out method. Keep categories distinct where that helps people choose.
  3. Prepare the profile and privacy information. Use an accurate business identity, provide a support contact, publish the privacy policy, and determine what information the messaging workflow actually needs.
  4. Map the conversation. Identify which messages begin a Platform conversation, which are replies inside a customer-initiated 24-hour window, and what happens when that window expires. Assign an approved template to business-initiated messages.
  5. Test automation and handoff. Try routine and unresolved requests. Confirm that an escalation route reaches a person or working support channel, rather than ending at an unmonitored destination.
  6. Operate opt-outs and policy checks continuously. Honor opt-out requests received inside or outside WhatsApp. Review current policy and applicable legal requirements when changing message categories, products, or campaign practices.

These steps reflect WhatsApp’s Business Messaging Policy. The policy can change, and compliance with WhatsApp’s rules does not by itself establish compliance with the laws that apply to a particular business or campaign.

Frequently Asked Questions

Does collecting a customer’s phone number count as WhatsApp opt-in?

Not by itself. WhatsApp’s policy requires the number and opt-in permission for future WhatsApp messages, with the permission identifying WhatsApp and the business. Make the channel and intended message categories clear when requesting permission.

Can a customer opt out outside WhatsApp?

Yes. WhatsApp’s policy says businesses must honor opt-out requests made either inside or outside WhatsApp. Make sure the process that receives an off-channel request updates the messaging workflow.

Does the 24-hour rule mean a business can send any marketing message during that period?

The policy permits free-form Platform responses within 24 hours of the user’s most recent message. It does not remove the requirement for opt-in, make unrelated or misleading messages appropriate, or replace applicable legal obligations.

Can WhatsApp marketing include catalogs or payments?

The policy addresses commerce features such as catalogs and payments. It assigns the business responsibility for its transactions, sales and privacy terms, taxes, and related charges; WhatsApp says it does not process, pay, or fulfill the sales transactions.
