For a small business that needs WhatsApp conversations in a shared customer record, build around Meta’s official WhatsApp Business Platform Cloud API and a CRM backend—or use an approved Business Solution Provider if you do not have API developers. The WhatsApp Business App is the simpler fit when an app-based workflow and limited integration are enough.
Choose how your business will access WhatsApp
Pick the access route before designing records or automations. Each route involves a different balance of setup effort, control, and integration.

| Route | Integration and team workflow | Who manages the technical work | Cost considerations |
|---|---|---|---|
| WhatsApp Business App | Primarily an app-based workflow, with limited customization and integration. It may suit a very small operation that can handle conversations in the app without CRM synchronization or team automation. | Business staff work in the app; this route does not provide the programmatic access of the Platform. | Meta describes the app as free to download and use. Other business costs are not stated here. |
| Direct WhatsApp Business Platform access, including Cloud API | Programmatic access supports CRM and backend integration, including webhook-based message events. | Your business or developer must be able to make API calls, configure webhooks, and maintain the integration. | Budget for Meta message charges, engineering, and ongoing maintenance. Meta message rates vary by recipient market and category. |
| Approved Business Solution Provider | A provider may offer an integrated inbox, agent assignment, automation, or other support tooling; features depend on the provider. | The provider can supply an integration path and support software, reducing the amount your team must build itself. | Meta message charges may apply, and partners may charge for their services or technology. Compare total cost, contract terms, and data handling. |
Meta’s Cloud API setup overview identifies a Meta business portfolio, WhatsApp Business Account, and business phone number as setup components. Confirm current eligibility and setup requirements with Meta or your chosen provider. Do not assume a number can be used in the Business App and Cloud API at the same time; verify current number migration or coexistence options for your specific setup.
Design the CRM around the work staff need to do
Meta documents API and webhook integration, not a required CRM schema. The following records are implementation recommendations: they give staff a usable history and give the integration enough context to route and audit messages.
Core records
- Contact: WhatsApp identifier or phone number, display name, inquiry source, assigned owner, tags, consent status, and opt-out status.
- Conversation: contact, latest inbound timestamp, service-window expiry, status, assigned staff member, and next action.
- Message: provider message ID, direction, timestamp, content or media reference, template and category details where relevant, delivery/read state, and linked contact and conversation.
- Consent record: permission source, time, scope or message category, notice shown, and any later revocation. Keep permission evidence separate from the fact that you collected a phone number.
- Event and audit log: webhook event ID, processing result, retries, and staff actions. This helps investigate delayed events or duplicate processing.
Connect messages without creating duplicates
- Configure the supported Cloud API and subscribe your backend to the webhook events needed for inbound messages and message-status updates.
- When an event arrives, associate it with the correct contact and conversation. Store the WhatsApp message ID and use it to make processing idempotent: if a webhook is retried, the CRM should not create a second copy of the same message.
- Update delivery states and retain failures where staff can see them. A message that was accepted by your system is not necessarily delivered to the customer.
- Route the conversation to an owner or queue, and record the next action so a lead or support request does not disappear in an inbox.
Idempotency, the data model, retry handling, and staff-facing status views are engineering choices, not features Meta guarantees in a built-in CRM. Meta’s Cloud API materials establish the API and webhook integration path; they do not establish a universal payload contract or API version for every implementation.
Build consent and the 24-hour service window into sending
Permissions and message rules should determine whether a send button, reminder, or automation is allowed—not sit in a policy document that staff must remember to consult. WhatsApp’s Business Messaging Policy, last updated September 23, 2026, says a business may contact someone only if it has their number or username and has received opt-in permission for subsequent messages or calls. The business is responsible for determining that the permission and any applicable legal basis are valid.
- Capture opt-in clearly: store what the person agreed to receive, when and how they agreed, and the notice they saw. A phone number by itself is not proof of permission.
- Honor opt-outs: suppress future WhatsApp sends when someone asks to block, discontinue, or opt out, whether the request comes through WhatsApp or another channel.
- Enforce the service window: a customer’s message opens or resets a 24-hour customer service window. During that window, free-form replies are allowed. To initiate a conversation or send outside the window, use an approved Message Template.
- Match content to consent and category: distinguish transactional updates from marketing, and do not disguise a promotion as an order or appointment update. Meta recommends category-specific opt-ins where useful.
- Provide a human route: automation may operate during the service window, but it must offer a prompt, clear escalation path to a human agent or another direct support channel.
- Keep identity information accurate: maintain accurate business identity and customer-support contact details.
Meta’s policy also makes businesses responsible for necessary notices, permissions, consent, a published privacy policy, security measures, and compliance with applicable law. Use WhatsApp-derived customer information only as reasonably necessary to support messaging, and do not share one customer’s chat information with another. Privacy, marketing, consumer, and sector-specific legal duties vary by location and business type; check the rules that apply to your markets and vertical.

Start with a few concrete team workflows
Lead intake
On a new inquiry, create or update the contact, record where the lead came from and what they asked for, assign an owner, and create a follow-up task. Make the permission status visible before the owner sends a later message.
Service queue and handoff
Show each open conversation’s latest activity, owner, and status. If automation cannot resolve an inquiry, route it to a person and make that handoff visible to the customer. Track unresolved conversations so they can be reviewed.
Order, appointment, and reminder messages
Use an appropriate approved utility template for permitted transactional updates when a template is required. Before sending a reminder, check both the person’s opt-in scope and whether the 24-hour window is open. Keep promotional content out of messages classified as transactional.

Reporting
Useful operational measures include response backlog, unresolved conversations, opt-outs, template delivery failures, and message cost by category and recipient market. These are planning suggestions, not benchmarks or promises of improved performance.

Budget for message charges and the full integration
Meta’s pricing information says charges apply to delivered messages and depend on the recipient market and message category: marketing, utility, authentication, or service. Its WhatsApp Business FAQ says the per-delivered-message approach for marketing, utility, and authentication began July 1, 2025, with rates varying by category and market. Check Meta’s live rate card for the actual rates that apply to your recipients; there is no single universal price to use for every business.
For service messages, Meta’s FAQ states that, effective October 1, 2026, charges apply after the first 1,000 service messages per business phone number each month. This date-specific FAQ guidance is important because Meta’s pricing page also has generic copy saying service messages are not charged. Use the live pricing information for current rates and details rather than assuming the general statement applies after that effective date.
Rank #4
Add provider fees, implementation, support, and maintenance to the budget. A direct integration may require more engineering ownership; a provider may bundle software or support and charge separately for it. Estimate costs using your expected message categories and recipient markets, then monitor actual delivered-message counts and charges.
Protect access and review message quality
WhatsApp says it may limit or remove a business’s access for policy violations, significant negative feedback, or unauthorized messaging at scale. Build safeguards into both the CRM and staff process:
- Make opt-in and opt-out status visible wherever staff compose or schedule messages.
- Restrict access to customer conversations to staff who need it, and maintain appropriate security and privacy practices.
- Review template failures, opt-outs, delivery issues, and customer feedback so problems are noticed early.
- Check Meta’s current Business Messaging Policy for restrictions that apply to your market or business vertical, especially for regulated or prohibited goods and services.
With those safeguards in place, the practical build is a connected record of contacts, conversations, permission, ownership, and message status—not merely a WhatsApp inbox copied into a database.
