Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsReliable WhatsApp customer-service automation starts with three checks before every message: does the business have the customer’s opt-in, is the 24-hour customer-service window open, and can the customer reach a person if automation cannot resolve the issue? Within the window, a business may send free-form replies; outside it, only approved Message Templates may be sent. A sound workflow uses those rules to answer predictable questions, stop when a case needs judgment, and route unresolved conversations to a human.
WhatsApp automation rules that shape the workflow
WhatsApp’s Business Policy permits automation during the 24-hour customer-service window, but requires a prompt, clear, direct escalation path to a person. The window opens and resets with each message from the customer. During it, the business can respond without a template; after it closes, the business may send only approved Message Templates. Business-initiated messages also require templates. These are platform rules, not performance targets. See the WhatsApp Business Policy and Twilio’s WhatsApp developer documentation.

| Conversation state | What the business may send | Workflow action |
|---|---|---|
| Customer has messaged and the 24-hour window is open | Free-form replies, including automated replies | Answer within the flow when the request is predictable; offer a direct agent route when it is not. |
| More than 24 hours have passed since the customer’s latest message | Only an approved Message Template | Check the template’s current approval and suitability before sending. Do not continue with an ordinary free-form follow-up. |
| Business starts a conversation | An approved Message Template | Check opt-in and opt-out status as well as template approval before sending. |
WhatsApp may review, pause, or reject templates, so a workflow should check template status rather than assume a submitted message can be sent. The 24-hour limit does not remove the separate need for permission: WhatsApp says businesses may contact people only when they have the person’s number or username and opt-in permission, and must honor requests to stop or block messages.
Build the customer-service workflow
1. Capture the request and permission state
Record what the customer asked for and whether the business has permission for the relevant kind of outbound contact. Keep opt-outs in a state that every automation and agent workflow can use; a stop request should not be confined to one bot or one inbox. WhatsApp’s guidance recommends setting expectations, making opt-out instructions clear, and considering separate opt-ins for different message categories.

For a customer who starts the conversation, store the time of that inbound message. For a business-initiated follow-up, check permission before choosing a template or triggering a send. An opt-in is not a substitute for checking whether the message is expected, relevant, and appropriate to its stated purpose.
2. Classify the issue before trying to resolve it
Use automation for questions with a clear, stable answer and a predictable next step. Examples can include a request for a known policy or a routine status inquiry, provided the flow has the information needed to answer accurately. These examples describe workflow design, not a guarantee that a particular platform can access account or order data.
Stop the automated decision path when a request is ambiguous, sensitive, account-specific without verified context, or still unresolved after the available steps. Offer the human route at that point instead of looping through prompts or presenting a guess as an answer. This classification approach is an implementation recommendation; WhatsApp’s policy requires an escalation path but does not prescribe a particular bot architecture.
3. Check the messaging window before every send
Track the timestamp of the latest customer message and evaluate it at send time, not only when a workflow begins. A delay, agent queue, or scheduled follow-up can move a conversation past the window. If the window is still open, the reply may be free-form. If it has closed, send only an approved template that fits the purpose and permission, or wait for the customer to message again.
Because a new customer message resets the window, the workflow should update its timestamp each time one arrives. Do not treat an earlier open window as permission for an unrestricted sequence of later sends.
4. Use templates as controlled follow-ups
Maintain approved templates for appropriate business-initiated messages and follow-ups outside the open window, such as a customer-requested status update or a prompt inviting the customer to resume a conversation. Confirm the template is approved and available at the time of sending. Approval does not establish that a template suits every recipient or purpose, and a template must not be used to bypass opt-in or opt-out checks.
WhatsApp onboarding guidance emphasizes that messages should be expected, sent at a logical time or requested frequency, personalized, and paired with a clear call to action. Apply those principles when drafting templates and setting their triggers; do not send repeated reminders merely because a template exists. Read the WhatsApp Business Platform onboarding guidance.

5. Make the human handoff direct and useful
Give customers a clear way to reach a person, such as an in-chat transfer or a phone number. Make the route easy to recognize and available when automation is running, not hidden behind repeated self-service prompts. WhatsApp explicitly identifies these as examples of escalation routes in its Business Policy.
As an implementation choice, pass the conversation history and the automation’s understanding of the issue to the agent when the selected platform supports it. This can help the person continue from the customer’s existing context rather than ask them to start over; it is not a capability guaranteed by WhatsApp policy or by every inbox.
6. Review the experience and failure paths
Review real workflow paths for permission checks, window timing, template status, opt-outs, and access to a person. Include delayed replies and unresolved cases, not just the ideal path where a customer gets an immediate answer. Check whether messages are expected, timely, and relevant, and whether a customer can clearly stop messages or reach a human. The cited policy and onboarding guidance establish these quality principles but do not provide outcome benchmarks for a particular automation setup.
Design safeguards into each send
A practical send-time decision can be implemented as a sequence of gates. The order matters: a valid template does not make an unpermitted or opted-out message acceptable, and an open service window does not eliminate the need to escalate when automation cannot help.
- Check the recipient state: confirm the relevant opt-in exists and that no applicable opt-out or stop request is recorded.
- Check the latest inbound message: calculate whether the 24-hour window remains open at the moment the reply will be sent.
- Choose the permitted message form: if the window is open, a free-form response is allowed; if it is closed or the business is initiating contact, use only an approved Message Template.
- Check purpose and timing: ensure the content matches the customer’s request or expected contact, and that its timing and frequency are reasonable.
- Check whether automation should continue: if the request is unclear, sensitive, or unresolved, stop the automated route and show the human escalation option.
- Record the outcome: keep enough workflow state to honor opt-outs, avoid duplicate or mistimed follow-ups, and give an agent the relevant context where supported.
This is a recommended implementation sequence derived from WhatsApp’s policy and messaging-quality guidance, not a prescribed platform interface or a claim about a specific vendor’s features.

Whether a team uses a shared inbox, a CRM-connected setup, or another implementation, compare it against operational controls rather than the number of automated replies it can send. The available sources establish the requirements below but do not establish that one vendor or integration is superior, nor do they document the current feature set of any specific integration.
- Window enforcement: can the workflow use the timestamp of the latest customer message and prevent free-form sends after 24 hours?
- Template handling: can the team distinguish approved templates from drafts, and account for a template being paused or rejected?
- Permission and opt-out visibility: can automations and agents access the same current opt-in and stop-message state?
- Human escalation: can a customer reach a person promptly through an in-chat route or phone option when the automated path is inadequate?
- Message quality controls: can the team manage content, timing, and frequency so outbound messages are expected and relevant?
- Handoff context: where the implementation supports it, can an agent see what the customer asked and what automation already tried?
For proactive-contact workflow context, Zendesk documents how to proactively contact users on the WhatsApp channel. Its example is implementation context; WhatsApp’s policy remains the source for permission, templates, the service window, and escalation requirements.
Frequently Asked Questions
Does WhatsApp prescribe a particular chatbot design?
No specific bot architecture is established by the cited policy. It sets the requirement for a prompt, clear, direct route to a person when automation is used; teams choose how to classify requests and implement that route.

WhatsApp advises businesses to set expectations and consider separate opt-ins by message category. The practical implication is to make the permission request clear about the contact the customer is agreeing to receive, rather than assuming one broad opt-in communicates every purpose.
Do these rules guarantee a particular support outcome?
No. The policy and onboarding guidance define messaging and escalation practices, but they do not establish customer-service performance benchmarks or promise that automation will resolve a given share of conversations.
