A successful WhatsApp API request does not prove that a recipient received the message. A business messaging integration crosses request validation, queueing and delivery, asynchronous webhooks, and account policy. A failure or delay at any boundary can leave the application with an incomplete or misleading view of what happened.
How a WhatsApp API message moves through the system
Treat each send as a distributed workflow, not a single HTTP transaction. The application submits a request; Meta or an integration provider validates it; the message may wait in a queue; delivery and read outcomes may arrive later through webhooks. Your service must connect those observations to the original request and update its own state.

Keep the request response and later status events as separate facts. A useful application model records lifecycle observations—such as accepted, delivered, read, or failed—rather than treating the initial API response as the final outcome.
Why is my WhatsApp API message not delivered?
Start with the exact response to the send request, then trace the returned message ID through later status events. An accepted request tells you that the request passed a stage of processing; it does not establish that the message reached the recipient. If no later event appears, distinguish between a missing callback and an undelivered message instead of assuming they are the same problem.

- Check the current error code and the relevant Meta or provider guidance. Classify errors before retrying: a permanent validation or policy error will not be fixed by sending the same request repeatedly.
- Confirm the recipient and sender details, token validity, required permissions, and sender registration in the account or provider console.
- For a business-initiated message, verify that the message type is allowed in the applicable customer-service window and that any required template is approved and correctly selected.
- Search the status-event history by the provider or Meta message ID. Preserve contradictory or later status observations for reconciliation rather than overwriting the record with a single callback.
Meta’s WhatsApp Business Developer Hub is the official starting point for its API reference, error resources, rate-limit guidance, troubleshooting, status information, and support. It reports more than 2 billion global WhatsApp users, but that reach figure is not a measure of API adoption, reliability, or integration failure rates.
Why am I not receiving WhatsApp webhooks?
Webhook subscription and endpoint health are independent checks. Meta’s Cloud API setup guidance says an app must subscribe to the WhatsApp Business Account (WABA) to receive its webhook events at the configured endpoint. A reachable URL alone does not establish that the account is subscribed or that the right event fields are selected.
- Confirm the business assets and app setup. Check that the business portfolio, WABA, business phone number, app mode, access token, and required permissions match the current official setup instructions.
- Check the subscription. Verify that the app is subscribed to the correct WABA and that the callback is configured for the event fields your integration needs.
- Test endpoint reachability and TLS. Inspect your edge, firewall, DNS, certificate, and application logs for requests, timeouts, and non-success responses.
- Validate authenticity according to current Meta instructions. Reject invalid requests safely, but do not let verification failures become invisible; log enough context to diagnose them without exposing secrets.
- Persist before acknowledging. Write the event to durable storage or a durable queue, then return a prompt success response. Perform slower business logic asynchronously so a dependency outage does not make the webhook endpoint miss its response window.
Check Meta’s Developer Hub for current webhook and troubleshooting documentation. Do not rely on archived SDK examples as the authority for current production behavior.

Why does my WhatsApp webhook fire twice?
Design webhook handling to tolerate repeated delivery. A community-maintained copy of Meta webhook guidance describes retries after failed delivery attempts, potentially for up to seven days, and warns that retries can create duplicate notifications. Because that detailed retry statement is not established here from a current official Meta page, treat the period as guidance to verify against Meta’s live documentation—not as a guaranteed service level.
Regardless of the exact retry schedule, a timeout can leave the sender unsure whether your endpoint processed an event. Make event handling idempotent: persist a stable event or message identifier, record whether it has already been applied, and make duplicate processing a no-op. Keep the original event payload and receipt time so you can investigate ordering and processing errors.
Do not use the recipient and message text alone as a deduplication key; separate legitimate messages can have identical content. Use stable identifiers supplied with the event where available, and track distinct event types and status transitions for the same message separately.

Why are WhatsApp API messages delayed or rate limited?
Throughput figures depend on the route and provider; they are not one universal WhatsApp limit. Twilio’s live documentation, accessed in 2026, describes up to 80 outbound messages per second by default for a Twilio WhatsApp sender, with text-only throughput potentially increased to 400 per second by approval. It also describes a maximum four-hour queue residence, after which queued messages fail under that guidance. These are Twilio-specific terms, not a statement of Meta’s limit for every integration.
AWS’s End User Messaging Social User Guide, accessed in 2026, describes a default 80 messages per second for its supported route and a possible increase to 1,000 messages per second subject to Meta criteria. The same guide describes an initial limit of 250 business-initiated conversations in a 24-hour period, with higher levels dependent on account quality and verification criteria. These figures apply to the route and conditions AWS documents; verify current eligibility and account limits before designing around them.
- Control the rate. Pace sends to the limit for the actual route and sender, and apply backpressure when the provider begins queueing or throttling work.
- Bound the queue. Track both depth and age. Set an expiry appropriate to the message’s purpose; a delayed appointment reminder or alert may be worse than a clear failure.
- Retry selectively. Use a retry budget with increasing delays and jitter for errors documented as retryable. Route permanent failures to correction or review instead of replaying them.
- Define a terminal path. Alert on queue-age thresholds and send expired or repeatedly failing work to a dead-letter or review flow with enough context for recovery.
These are general queue-design practices, not WhatsApp delivery guarantees. Consult current error-code and rate-limit guidance before classifying a response or setting a retry policy.

How can account policy look like a code failure?
A syntactically valid request can still be blocked by sender, template, permission, or account conditions. Twilio’s WhatsApp guidance describes a 24-hour customer-service window opened by the user’s latest message; outside that window, a business-initiated message requires a pre-approved template. The exact applicable policy and provider behavior should be checked in current documentation and account tools.
Include these checks in an incident review:
- Is the sender registered and in the expected state?
- Does the app have the required permissions and access to the correct WABA and phone number?
- Has the recipient opted in where required, and is the message permitted by applicable policy?
- Is the template approved, active, and suitable for the message being sent?
- Does the account show quality, verification, messaging-limit, or enforcement restrictions?
Meta’s Developer Hub links to policy-enforcement and opt-in resources. Account quality and eligibility can affect throughput or business-initiated messaging limits, so a code change is not always the remedy.

What should an incident dashboard show?
Build one traceable record from the application send through the final status observations. Correlate these fields where available:

- Application request ID, provider or Meta message ID, and webhook event identifier
- Request, event, receipt, and processing timestamps
- Current state plus the ordered history of status transitions
- HTTP response, provider or Meta error code, and retry classification
- Queue depth, oldest-message age, attempt count, expiry, and dead-letter outcome
- Sender, WABA, template identity, and relevant account-state indicators
- Webhook response time, authentication result, persistence result, and duplicate-detection outcome
During an incident, follow the evidence in order: request response, message identifier, queue history, webhook receipt, and account state. Meta’s Developer Hub provides links to API status, error, rate-limit, and troubleshooting resources; provider-side status and metrics are also necessary when a provider owns part of the route.
How should you choose an integration route?
Direct Cloud API integration and a messaging provider are both viable paths; neither is universally better. Compare their operational semantics for the route and account you intend to use, not only the convenience of the send API.
- Asset and credential ownership: Identify who controls the WABA, phone number, tokens, and administrative access, and what happens if the relationship ends.
- Limits and queue behavior: Confirm sender throughput, approval process, queue residence, expiry behavior, and whether throttling is exposed clearly.
- Webhook operations: Ask about retry behavior, event retention, deduplication tools, delivery-status visibility, and recovery after an endpoint outage.
- Support and outages: Establish where error detail appears, how incidents are escalated, and which status page covers each part of the path.
- Portability and commercial terms: Review migration effort, data export, pricing components, and billing records. Meta provides a partner directory; Twilio documents its own provider-specific behavior and a per-message fee alongside Meta fees. Verify current terms directly for each candidate.
No published statistic in the cited sources measures WhatsApp API integration failure rates. Platform audience figures, throughput allowances, and messaging limits should not be presented as failure statistics.
