A chip is a semiconductor component containing an integrated circuit; a disk, in computer storage, is a rotating medium that stores data. In practical terms, an HDD reads and writes magnetic data on spinning platters, while an SSD stores data in semiconductor memory chips and has no rotating platters.
What does “chip” mean?
A chip is a packaged semiconductor component that contains an integrated circuit. NIST defines it as a “self-contained piece including the semiconductor surface and integrated circuit, independently packaged for use in electronics such as cellphones or computers.” An integrated circuit combines transistors to form a small electronic circuit. NIST’s Semiconductor Glossary was created October 3, 2022.
Chips are used for many purposes in electronic devices. The word names a component, not a particular kind of storage device.
What does “disk” mean in computer storage?
A disk is a storage medium, usually referring in this context to a rotating magnetic disk. A hard disk drive (HDD) contains round platters coated with magnetic material. The platters spin while read/write heads access data by changing the magnetic arrangement on their surfaces. Samsung Semiconductor’s HDD explanation describes this mechanism.

The FDA glossary, dated August 1995, uses “disk” for circular rotating magnetic storage hardware. Intel’s Journey Inside Glossary distinguishes disk storage from RAM working memory and describes a disk drive as the mechanism that holds, spins, reads, and writes disks.
How do chips and disks relate to SSDs and HDDs?

An SSD is a storage device built around semiconductor memory, rather than a rotating disk mechanism. Samsung’s semiconductor glossary defines SSDs as mass-storage devices that use memory semiconductors as their storage medium and also explains flash memory, which retains data when power is removed.

Both HDDs and SSDs provide computer storage; they differ in their medium and mechanism. “Chip vs. disk” is therefore useful shorthand for solid-state versus rotating magnetic storage, but it is not a strict comparison between equivalent kinds of component.

Compare actual drives against your intended use and computer rather than assuming that one category is best for everyone. Microsoft Support identifies cost and performance as dimensions for comparing SSDs and HDDs, and compatibility also matters. Microsoft’s overview of common PC and device terms does not establish universal current speed or price rankings.
