France’s latest high-school protests began in the Paris region on September 21, 2026, amid reports of unfilled teaching posts. Students have since raised concerns about staff shortages, crowded classes, deteriorating buildings, long schedules and stress over Parcoursup. The movement has also become part of a wider political dispute over public services and the government’s proposed 2027 budget.
How the protests started and spread
Le Monde reports that the current wave began at Saint-Exupéry high school in Créteil, southeast of Paris, where several teaching positions were unfilled. The protests then spread around the Paris region and to other parts of France. The FCPE parents’ federation also dates the start to September 21 and describes the initial concern as insufficient resources in schools.

There is no single list of demands shared by every school, and the reporting does not establish one centrally controlled campaign. Le Monde says authorities pointed to social media as one factor in the protests’ spread, while noting that the precise sequence was unclear. Union Syndicale Lycéenne president Ryad Rani told Le Monde: “We decided to expand what is happening in the Paris region because these issues are present throughout the country.”

The complaints most often reported concern the resources and conditions students encounter day to day. The Union Syndicale Lycéenne, as reported by Le Monde, listed a lack of teachers and staff, dilapidated high-school buildings, overloaded timetables, overcrowded classes and stress caused by Parcoursup. These are the union’s stated demands, not an independent audit of every school.

- Buildings and equipment: Protesters cite deteriorating or poorly equipped schools.
- Class size and schedules: Some describe crowded classes and school days running from about 8 a.m. into late afternoon.
- Parcoursup: The national university admissions platform is a source of pressure for students navigating applications.
- Local concerns: Some protests have also focused on mobile-phone restrictions or cafeteria food and portions.
At a Paris high school, 18-year-old Salama Gargouri told the Associated Press that protesters want to address “overloaded schedules, the system, the teachers, people who don’t listen to us, the university application process.” The FCPE says these concerns overlap with resource issues raised by parent representatives, and argues that students’ demands should be heard.
Why the budget figures seem to conflict
The Ministry of National Education and the Council of the European Union describe different aspects of the 2026 education budget. Their figures should not be treated as directly interchangeable: the Ministry’s jobs figure covers the broader Education Ministry budget compared with 2025, while the Council refers specifically to teacher posts suppressed in the 2026 budget.

The Ministry also frames its budget position against falling pupil numbers. It says the school system will lose one million pupils between 2019 and 2029, and that public schools expect about 150,000 fewer pupils at the 2026 rentrée. In a separate September 2026 back-to-school communication, it reported 11.6 million pupils and 1.2 million education personnel, and said the system had 161,000 fewer pupils that school year. The Ministry projects a decline of 1.7 million pupils from 2025 to 2035. These are separate periods and measures, not a single combined forecast.

The Ministry’s statements and the Council’s recommendation do not settle how conditions vary from one school to another. The sources do not provide a representative independent count of vacant teaching jobs, building defects or student experiences across the country.

Why a school protest became a national political issue
The demonstrations overlapped with public-sector strike action on September 29 and debate over the government’s proposed cost-cutting budget for 2027. That coincidence gave student complaints a wider political stage, linking them to arguments about public services, pay and state spending. The reporting establishes overlap, not that the strike caused the student movement.
Political figures have also argued over whether the focus should be students’ concerns, blockades and public order, or alleged political influence. The available reporting documents those arguments; it does not prove that a political party created or controls the protests.

Blockades, policing and the right to protest
Officials have said peaceful protest is legitimate while directing police to address violence and blockades that prevent access to schools. Reports describe arrests, injuries, property damage, tear gas and allegations of excessive force. Because events were ongoing and totals vary by report and date, those incidents do not add up to a stable nationwide count.
The police response has itself become part of the dispute. The FCPE says a motion warning against police repression of high-school students was adopted unanimously in the Conseil supérieur de l’Éducation on October 1, with 59 votes in favour.
