Turkey’s Kayıtlı Elektronik Posta (KEP), or Registered Electronic Mail, is a regulated email system that records important events in a message’s handling. Depending on the system records, those events can include who appeared to send a message, when it was sent and delivered, whether it was read, and whether it was later accessed. That can make KEP records useful evidence—but it does not automatically prove that every statement in a message is true or that every notice has the legal effect its sender intended.
What is Registered Electronic Mail (KEP)?
KEP is a closed, regulated electronic-mail environment in Turkey. BTK, the Information and Communication Technologies Authority, describes it as a qualified form of email that provides legal evidence about the use of electronic messages, including sending and delivery. Its records may also concern the sender’s identity as presented, reading, delivery time, and later access. BTK’s overview of Registered Electronic Mail explains the system and its evidence functions.

Unlike ordinary email, KEP is not an open route between any two email addresses: BTK says ordinary email services cannot send messages into or receive messages from the KEP environment. A KEP account is used to communicate with other KEP accounts.
What can KEP evidence establish?
KEP’s evidentiary value lies in the communication and its handling. A record can help establish that a message was submitted, that the system recorded its delivery, when delivery occurred, and whether a later reading or access event was recorded. BTK and PTT describe these events as evidence produced by the system, not as an automatic finding about the truth of the message’s assertions.

Delivery and reading are different events. A delivery record concerns the message reaching the recipient’s KEP mailbox; a reading record is created after the recipient opens it. An alert, such as an SMS telling the recipient that a KEP message has arrived, is not itself the delivery or reading record.
Whether a particular communication satisfies a legal requirement depends on the rule that applies, the parties, the message’s content and timing, and the circumstances. A decision-maker may need to assess those matters alongside the KEP records. The official descriptions do not say that a message’s contents are automatically proven true simply because it was sent through KEP.
How does a KEP message create records?
PTT’s documented workflow illustrates how the records can arise. The details below describe PTT’s process; they should not be assumed to be the identical interface or sequence used by every KEP provider.

- Record submission: PTT creates evidence that it received the message, applies its own electronic signature and a timestamp, and sends the message to the recipient’s KEP mailbox.

- Record reading: After the recipient opens the message, the system creates reading evidence.

When does Turkish law refer to KEP?
Specified notices between merchants
Article 18(3) of Turkish Commercial Code No. 6102 addresses particular notices or warnings between merchants: those concerning placing the other party in default, terminating a contract, or withdrawing from a contract. It lists several permitted means, including KEP using a secure electronic signature. BTK reproduces the provision on its official legislation page.
“Notifications or warnings between merchants regarding putting the other party in default, terminating the contract, or withdrawing from the contract are made through a notary public, registered mail, telegraph, or the registered electronic mail system using a secure electronic signature.”

Other electronic documents and statements
Article 1525 of the Commercial Code addresses listed electronic documents and statements, including notices, warnings, objections, invoices, confirmation letters, participation undertakings, meeting invitations, and the electronic sending and storage agreement described in the provision. Subject to the parties’ express agreement and Article 18(3), it provides for these items to be prepared, sent, objected to, and take effect if accepted in electronic form. It also assigns BTK responsibility for regulating the system, its transactions and consequences, account holders, and providers. PTT reproduces the provision on its legislation page.
The provision supplies a statutory framework, not a blanket guarantee that every message sent through KEP meets every legal formality. For an important notice, identify the governing rule and verify its requirements rather than relying on the channel alone.

KEP is not the same as formal electronic notification
Do not assume that an email sent through KEP is statutory service of process or another formal electronic notification. PTT states that, under Law No. 7101, electronic notification moved to the National Electronic Notification System (NENS) from 1 January 2019, and that PTT no longer provided e-notification through KEP from that date. Its explanation is on the PTT e-notification page.
The applicable service, procedure, and consequences depend on the specific legal process. If you are responding to a court, government, or other formal notice, check the current official instructions for that procedure rather than treating a KEP message as interchangeable with the designated notification service.
Where can you get a KEP account?
BTK directs applicants to KEP service providers. PTT says individuals, public institutions, and legal entities can apply at a PTT branch with the required documents. Application routes and document requirements can change, so check a provider’s current instructions before applying. BTK also says users may hold multiple KEP accounts; its rules do not generally make KEP use compulsory, although public bodies participating in the e-Correspondence Project must have infrastructure to accept KEP correspondence.

Sending and receiving have different signature requirements in BTK’s FAQ: a sender needs an electronic signature to send through KEP, while a person who only receives messages does not need one. PTT’s workflow describes both electronic and mobile signatures. For a card-based electronic-signature setup, PTT’s FAQ discusses smart-card drivers; whether you need a compatible USB smart card reader depends on your chosen signing method, certificate, and device. Check compatibility with the provider and certificate issuer.
