What Traffic Data Do Digital Twins Use, and How Is It Collected?

Traffic digital twins combine fixed sensors, GPS and AVL probes, signal data, connected-vehicle messages, incident reports and historical records. Here is what each source measures, how it is collected, and how to combine it reliably.

Traffic digital twins combine fixed roadside observations with movement data from vehicles and people traveling through the network. Fixed detectors measure what passes a point or appears in a field of view—such as counts, speed, classification and occupancy—while probe sources built from GPS, mobile devices or fleet systems estimate speed and travel time across mapped road links. Signal-controller states, connected-vehicle messages, incident reports, pedestrian detections and historical records can add the operational context.

The right mix depends on the decisions the twin must support. A signal-operations twin needs lane-level arrivals and controller timing; a corridor-performance twin may rely heavily on link travel times; a safety or multimodal twin needs object tracks, conflicts, pedestrians and micromobility. No single sensor observes every attribute everywhere, so a credible twin time-aligns and geolocates multiple feeds, carries their uncertainty and validates results against the physical network.

What a traffic digital twin actually represents

A traffic twin is more than a dashboard receiving a live feed. The UK government definition describes a digital twin as “a digital representation of a real-world entity, environment or process” with a two-way communication flow “in a timeframe that is appropriate for the required decisions and assumptions.” The definition also implies a named real-world counterpart, a stated validation envelope and known tolerances. See the UK official definition.

For transport, the counterpart can be a junction, corridor, city network, fleet or whole multimodal system. The twin may display measured conditions, replay historical states, test a proposed signal plan or forecast what happens after an incident. It should label measured observations separately from estimates and model outputs: a predicted queue is not a detector count, and a simulated travel time is not a probe measurement.

There is no standard “traffic-twin feed.” Agencies select observations according to the use case, geography, update interval, privacy rules and available infrastructure. A network-performance twin may need broad link coverage, whereas an intersection twin may trade broad coverage for detailed lane and object information.

Core traffic data inside a twin

Flow and performance measures

Typical traffic-monitoring outputs include vehicle volume, speed, travel time, headway, gaps and lane occupancy. Equipment may provide interval summaries—such as five-minute, 15-minute, hourly or daily bins—or individual vehicle detections with timestamps. The FHWA Traffic Monitoring Guide describes these outputs and the equipment used to obtain them.

Vehicle attributes

Where the installation supports it, a twin can ingest vehicle class, length, axle spacing and axle weight. In-road systems can distinguish some attributes lane by lane. Axle weights generally cannot be collected non-intrusively; bridge weigh-in-motion is a limited exception noted by FHWA. Treat a missing attribute as unavailable rather than inferring it from a less capable detector.

People and smaller modes

Pedestrian counts and micromobility-device volumes or classes require equipment that can detect those users. An intelligent-transportation twin may represent roads, traffic lights, vehicles and pedestrians together, as outlined by the ITU-T intelligent transport systems overview. A vehicle-only loop cannot stand in for a crosswalk count.

Movement from probes

Probe records are timestamped, geospatial observations from moving vehicles or devices. After map matching and aggregation, they usually become roadway-link speed, travel-time and confidence or quality fields. They describe movement over space, not the instantaneous count at one detector point. TxDOT lists automatic vehicle location (AVL), GPS-enabled mobile devices and third-party cellphone applications as common collection routes in its probe-based data guidance.

Operational and historical context

Signal-controller status can show phase, timing, detector calls and other operations. Roadside units may supply connected-vehicle messages where those installations exist. Incident and event feeds can come from CCTV operators, dispatch systems, service patrols or crowdsourced reports. Historical observations support baselines, calibration and demand prediction. Statistical and forecast values should retain a label indicating that they are derived, not directly measured.

How fixed sensors collect data

Intrusive equipment in or under the pavement

Inductive loops detect changes in magnetic fields as vehicles pass. Magnetometers, pneumatic road tubes and weigh-in-motion systems are other intrusive or in-road options. Depending on the equipment, the output can be a simple count, an interval summary or an individual record containing speed, class, length and axle-related fields.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Non-intrusive roadside and overhead sensors

Video, infrared, microwave or radar, acoustic, ultrasonic and laser-radar systems observe vehicles without cutting the pavement. A camera or radar unit can cover multiple lanes or an intersection field of view, but range, occlusion, weather performance, calibration and privacy characteristics differ. The FHWA guide recommends matching equipment capabilities to the intended use rather than assuming that one technology supplies every measure.

Combining detectors at one location

Sensor combinations can produce richer records than either device alone. FHWA gives loop-plus-axle-sensor examples that report individual detections, volume, class, length, speed, axle attributes, headway and occupancy. At an intersection, cameras and other sensors can be fused into object tracks. NREL’s FY2024 intersection concept describes transforming each sensor’s detections into a common coordinate system, associating detections with objects, and fusing tracks while accounting for detection lifespan and intersection constraints.

How probe and floating-car data are collected

Probe data follows a vehicle or device as it moves through time and space. A fleet AVL unit, a consenting mobile device, a navigation application or a dedicated survey phone records positions and timestamps. Providers map-match those points to roadway segments, remove or flag implausible traces, then aggregate them into link speed and travel-time measures.

FHWA describes observations collected every 10 to 30 seconds in some probe systems and feeds generally available one to two minutes after field collection. Those are general characteristics reported by FHWA, not a guaranteed service level for every provider. Coverage and latency vary by provider, road class, device penetration and processing method; one source may perform better on urban arterials while another has rural gaps. A floating-car survey is a smaller, deliberate sample. A driver travels with the traffic stream while an app or GPS logger records positions, stops, congestion and travel times for a specified route and period. It is useful for targeted validation or a corridor study, but it is not continuous network-wide observation.

Signals, connected vehicles and incident feeds

Signal-controller data

Controller interfaces can provide current phase, permitted movements, cycle and split information, detector calls and timing-plan changes. Align those records to the twin’s intersection and lane model; a controller timestamp may use a different clock or time zone than a camera.

Connected-vehicle messages

Dedicated roadside equipment can receive messages from equipped vehicles, including safety-related broadcasts, where a deployment exists. Such data can add vehicle position, motion or event information, but penetration is uneven and availability depends on local infrastructure, communications and participation. It complements rather than replaces fixed detectors.

Incidents and events

Agency CCTV monitoring, computer-aided dispatch, service patrols and crowdsourced reports each reveal different portions of the incident picture. Traditional agency feeds may be stronger for major crashes or events; crowdsourced sources can expose smaller disruptions and extend geographic reach. Preserve the originating feed and confidence so a model does not treat an unverified report as a confirmed closure.

From raw observations to twin-ready records

A collection system becomes useful to a twin through a repeatable integration pipeline:

  1. Define the decision and envelope. Specify whether the twin supports signal control, network performance, safety analysis, planning, incident response or another decision. Set the geographic boundary, acceptable error and update interval before choosing sensors.
  2. Assign a stable location reference. Map detector IDs, camera zones, probe points and controller approaches to the twin’s roadway links, lanes, intersections and coordinates. Keep the original source identifier for traceability.
  3. Normalize time and units. Convert timestamps to a documented standard, account for clock drift and time zones, and preserve units for speed, distance, volume and occupancy. Record the observation interval and delivery time separately.
  4. Attach quality and provenance. Store source type, calibration date, coverage, missingness, confidence or uncertainty and any filtering applied. A five-minute count, a map-matched probe estimate and a forecast should remain distinguishable after ingestion.
  5. Fuse only compatible observations. Transform camera and radar detections into a common coordinate frame, associate detections with the same object and reconcile overlapping tracks. NREL identifies differences in format, time resolution, range, reliability, confidence and calibration as integration issues.
  6. Validate against appropriate ground truth. Compare provider or sensor results with a trusted count, travel-time run or manually reviewed sample for the same location and period. FHWA recommends understanding equipment capabilities and validating emerging data against ground truth; a validation result from one road class does not automatically generalize to another.
  7. Feed the model and monitor drift. Use the measured data to update the twin, then watch for sensor outages, seasonal changes, map edits, penetration shifts and calibration drift. Trigger a fallback or quality flag rather than silently filling a failed stream with stale values.

Choosing a collection method

Source What it observes Spatial view Typical strengths Important limitations
Inductive loop, magnetometer or tube Passages, count and sometimes speed or class Point or lane Established fixed-location measurement Requires installation or maintenance; limited field of view
Camera, radar, infrared, acoustic or laser radar Vehicles and, with suitable analytics, pedestrians or objects Point, lane group or intersection field of view Can cover several lanes and support tracks Occlusion, weather, calibration, range and privacy concerns vary
GPS, AVL or mobile probe Speed, travel time and route movement Mapped roadway link or network sample Broad coverage without installing a detector at every point Penetration and road coverage are uneven; counts and classifications may be inferred or unavailable
Floating-car survey Sampled speed, stops, congestion and travel time Chosen route and period Targeted field validation Small sample; not continuous
Signal controller Phase, timing and detector-call state Intersection approach and controller Explains signal operations Does not independently measure every road user
Connected-vehicle roadside unit Messages from equipped vehicles Roadside communications area Motion and safety context from participating vehicles Requires infrastructure and sufficient participation

Match the data to the decision

Use these questions before procurement or deployment:

  • Network performance: Do you need link travel time across most roads, or point counts at selected locations? Probe coverage can provide breadth; fixed sensors can validate volumes and bottlenecks.
  • Signal operations: Do you need lane-level arrivals, queue length, phase state and low-latency updates? Combine intersection perception with controller data and define a timing tolerance.
  • Safety: Are individual trajectories, near-conflicts, pedestrian presence and signal phase required? Object-level fusion and historical tracking may be necessary, with uncertainty retained for every track.
  • Planning and forecasting: Do you need seasonal history, classifications and origin-destination patterns? Blend archived observations with clearly labeled statistical or modelled data.
  • Incident response: How quickly must a closure or hazard be detected, and how will an unconfirmed report be verified? Pair agency feeds with broader crowdsourced coverage and a confirmation state.
  • Multimodal management: What equipment detects pedestrians, bicycles, scooters and transit vehicles in addition to cars? Select sensors and analytics that can represent each relevant mode.

Quality, bias, privacy and governance

Every feed has a coverage envelope. Fixed sensors may miss adjacent lanes or be degraded by occlusion. Probe data represents only participating devices and vehicles, so its sample can vary by geography, road class, time of day, income, fleet type or cellular availability. A city should test those biases locally instead of assuming that a high-confidence link estimate equals a complete count.

Record latency at each stage: sensing, transmission, aggregation, map matching and twin update. A feed described as one to two minutes after collection may still arrive later after communications or processing delays. Keep both the event time and the arrival time so a model does not mistake delayed data for a new condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Location histories, device identifiers, video and connected-vehicle messages can create privacy obligations. Apply local legal and policy requirements, minimize retention, restrict access, use aggregation or anonymization where appropriate and document the lawful basis for collection. Governance should also define who may alter calibration, override an incident state or publish a forecast.

Examples of current twin work

The UK Department for Transport’s Towards a digital twin for urban transport project worked with Urban Observatories in Birmingham, Manchester and Newcastle. Its focus was making transport-sensor data discoverable, accessible and quality-assured through a shared platform and standards approach, with use cases including black-carbon sensing, low-traffic-neighbourhood modelling and real-time forecasting and simulation. The project is an infrastructure and data-access example, not evidence that every city has a fully operational twin. Details appear on the 28 March 2023 project page.

NREL’s intersection concept proposes a real-time twin built from multi-sensor fusion and historical tracking for prediction. It explicitly treats inputs as noisy and incomplete and uses uncertainty-aware processing. It is a technical concept rather than proof of universal deployment; the report is available at NREL’s FY2024 publication.

A UK Department for Transport economic analysis estimated approximately £850 million in present value, using discounted 2010 prices over a 10-year appraisal period, for benefits from integrated network-management digital twins. That is an appraisal estimate, not a measured saving guaranteed to an individual deployment; see the DfT analysis.

The practical answer

Traffic twins collect data through complementary layers: fixed detectors for point and field-of-view measurements, probes for link movement, controllers and roadside units for operations, incident feeds for events, and historical or forecast data for context. The collection plan should start with the decision, then specify the required spatial coverage, temporal resolution, attributes, accuracy, privacy controls and validation method. A live connection becomes a trustworthy twin only when those observations are tied to the real network, updated at a decision-appropriate rate, qualified with uncertainty and checked against reality.
