Base64URL can carry a won Minesweeper board, but it does not define what a board looks like. Choose a reversible byte format first, include enough information to reconstruct the board, and then encode those bytes using RFC 4648 Base64URL. The example below uses one byte per cell; it is an illustrative schema, not a universal Minesweeper format.
Choose what the encoded board must preserve
A solved board records which cells contain mines and, for safe cells, their adjacent-mine counts. If you need to recreate the visible game state too, the format must also record details such as which cells were opened or flagged. Those are separate choices from Base64URL itself.

Minesweeper configurations vary in dimensions and mine counts. A transferable representation therefore needs to include the dimensions and cell ordering, or make them unambiguously available elsewhere. The game’s win condition is to open every non-mine cell without opening a mine. Wikipedia’s Minesweeper overview describes this general rule and the game’s varying configurations.

For a simple example, encode cells in row-major order—left to right across each row, then top to bottom—and assign one byte per cell:

9represents a mine.
This encoding is easy to inspect and decode, but it is only a proposed schema. A real interchange format should also specify a version and the board’s dimensions, either in a header or through an agreed external context. Add fields for opened or flagged status if the goal is to preserve visible play state, not just the solved layout.
Encode a small board step by step
Consider a 2×2 board whose first three cells each have one adjacent mine and whose final cell is a mine:

- Write the cells in row-major order:
[1, 1, 1, mine]. - Apply the schema’s byte values:
01 01 01 09in hexadecimal. - Base64URL-encode those four bytes. The padded output is
AQEBCQ==. - If the receiving format specifies unpadded Base64URL, remove the trailing padding characters to get
AQEBCQ.
The byte sequence represents the cell values only. By itself it does not identify the dimensions, version, or any opened/flagged status; those must be supplied by the surrounding format when needed.

Base64URL encodes bytes; it is not a different way to serialize Minesweeper cells. It uses the Base64 encoding process, with - and _ replacing the ordinary Base64 alphabet’s + and /. The alphabet and padding rules are defined in RFC 4648, published by the RFC Editor and IETF in October 2006.

Padding is written as =. RFC 4648 permits omitting it when the data length is implicit; for interoperability, specify whether your format retains padding or uses unpadded output. If padding is omitted, the decoder must still be able to recover the original byte length. A conforming encoder also sets unused pad bits to zero, which gives the data a canonical encoding.

Check compatibility and security
- Match the receiver’s format. If an app or API expects a particular schema, use its required fields and byte order rather than assuming this example will work.
- Keep bytes distinct from printed symbols. The example encodes numeric byte values. Encoding a string such as
1,1,1,minewould be a different, text-based schema and would produce different bytes. - Document decoding details. State the schema version, dimensions, ordering, cell values, and padding convention wherever they are not otherwise unambiguous.
- Do not treat the result as protected. Base64URL is an encoding, not encryption or tamper protection. Anyone who knows the schema can decode the string, and encoding alone does not prevent modification.
