What to Know About Application Software Platforms

An application software platform is the environment that lets software run. The term can also describe the wider tools and services an organization uses to build and manage applications.

An application software platform is the environment that allows software to be installed or run. Depending on context, “platform” may mean a computer or device, its operating system, or a virtual environment such as a runtime. In organizations, “application platform” can also mean the broader tools and services used to build, deploy, and manage applications.

What is an application software platform?

In the narrow computing sense, a platform supplies the environment or capabilities an application needs to run. NIST defines a platform as “A computer or hardware device and/or associated operating system, or a virtual environment, on which software can be installed or run.” Its examples include Linux, Microsoft Windows Vista, and Java. Those examples span different kinds of environments, so “platform” does not refer to one fixed product category.

A simple way to picture the relationship is: hardware and system software provide capabilities; the platform makes an environment or services available; application software uses them to perform useful work.

How is an application different from its platform?

An application is software that performs a particular task or meets a set of requirements. NIST lists payroll, accounting, and management information systems as examples, and includes “A software program hosted by an information system” as one of its definitions of an application.

Term What it does Examples
Platform Provides an environment on which software can be installed or run. Linux, Microsoft Windows Vista, Java (NIST glossary examples)
Application Uses a platform to perform a task or satisfy requirements. Payroll, accounting, and management information systems (NIST glossary examples)

For example, an accounting application handles accounting work; the platform is the environment in which that application runs. The distinction describes their roles, not necessarily separate boxes or products: an operating system can be part of a platform, while a runtime can also serve as one.

Why is an operating system often part of the platform?

An operating system manages hardware resources and provides common services or an environment for applications to execute. That makes it a frequent part of an application’s platform, between the device’s hardware and the application software. NIST’s operating-system glossary includes definitions that describe both resource management and providing an execution environment.

What does “application platform” mean in an organization?

In platform engineering and enterprise IT, an application platform can mean a broader collection of tools and services that supports the application lifecycle—not just the environment where one program runs. Microsoft Learn describes it this way: “An application platform includes all the tools and services used to support development, deployment, and application management in your organization.”

Usage Scope and main users Examples
Execution platform The environment for installing or running software; the focus is the software’s execution. Linux, Windows Vista, or Java, as listed by NIST
Organizational application platform Tools and services for developers and operations teams to build, deploy, and manage applications. Infrastructure as code, automation, governance, observability, security, and cost practices discussed by Microsoft Learn

Microsoft Learn’s discussion is enterprise guidance, not a replacement for the narrower definition. Its focus includes how an organization governs and observes its platform, handles security and cost, and divides work between internal teams and managed services.

How does system software fit into the distinction?

In a federal acquisition context, Acquisition.gov describes application software as residing above system software. It names databases, word processors, and spreadsheets as application examples, and describes system software as an operating-system platform and associated services. This is a useful layered explanation for that context, not a single definition that governs every technical or commercial use of “platform.”

Which definition should you use?

  • When discussing where a program runs: use “platform” for the device, operating system, runtime, or virtual environment that provides its execution environment.
  • When discussing a development organization: clarify that “application platform” means the tools and services used to develop, deploy, and manage applications.
  • When precision matters: name the specific layer—such as operating system, runtime, or organizational toolchain—instead of relying on the broad word “platform” alone.

The intended meaning depends on context: a platform can be an execution environment for software or, in organizational usage, a wider system for supporting its lifecycle.
