A strong mortgage operations technology RFP defines what the buyer needs the system to do, what evidence vendors must provide, and how proposals will be compared. Cover the operating scope, workflows, compliance controls, data and integrations, security, implementation, service, costs, and exit arrangements. Tailor the requirements to whether you are procuring origination, servicing, subservicing, an integrated platform, or a specialist tool; a servicing workflow list is a useful model, not a universal feature mandate.
1. Define the procurement scope and operating context
Give bidders enough context to distinguish a genuine requirement from an assumption. State what the RFP includes and excludes, how the business operates today, and what the vendor will be responsible for. For a U.S. servicing procurement, the CFPB says policies and procedures may reflect the size, nature, and scope of a servicer’s operations; its implementation guide also points buyers toward identifying affected products, departments, and staff (CFPB mortgage servicing resources; Mortgage Servicing Rules Small Entity Compliance Guide, version 4.0).

- Business functions and workflows in scope, including any excluded functions.
- Loan products, channels, user groups, departments, locations, and jurisdictions.
- Operating model: in-house, outsourced, subserviced, or shared across providers.
- Expected account, transaction, and document volumes, plus material portfolio or operational risks.
- Systems to replace, retain, or connect; the desired deployment model; and the procurement timetable.
- Responsibilities assigned to the buyer, vendor, subservicer, and other service providers.
Require bidders to identify assumptions, dependencies, and out-of-scope work explicitly. The RFP is U.S.-oriented when it relies on CFPB material; buyers operating elsewhere should specify the applicable jurisdictions and regulatory obligations rather than assume the U.S. examples govern.
2. Turn workflows into testable functional requirements
Build a requirements matrix around the work the platform must support. For servicing, the CFPB examination procedures group operations into routine servicing, default servicing, and foreclosure areas. Use those modules to check coverage, then include only workflows applicable to your products and obligations (CFPB mortgage servicing examination procedures).
#1 Best Overall
- Servicing transfers, ownership transfers, and escrow disclosures.
- Payment processing and account maintenance.
- Consumer inquiries, complaints, and error resolution.
- Escrow accounts and insurance products.
- Credit reporting, information sharing, and privacy.
- Collections and accounts in bankruptcy.
- Loss mitigation, early intervention, and continuity of contact.
- Foreclosure.
For origination, subservicing, or specialist software, develop a corresponding workflow list for that function instead of treating the servicing modules as a universal checklist. For every applicable workflow, ask bidders to explain how a task is initiated, routed, timed, documented, corrected, escalated, reported, and audited.
Use one response format for every requirement
Ask vendors to classify each capability consistently and attach evidence. A response matrix can use these fields:
| Field | What the bidder should provide |
|---|---|
| Coverage | Standard, configurable, custom development, named third party, manual workaround, or not supported. |
| Evidence | Demonstration, sample record or report, control description, or other supporting material. |
| Dependencies and exceptions | Prerequisites, integrations, customer actions, limitations, and proposed workarounds. |
| Delivery and cost | Implementation dependency, one-time cost, recurring cost, and any volume or usage assumptions. |
Use realistic scenarios and sample evidence in demonstrations, not a feature-count presentation. Ask bidders to show the operational path and records produced for the same scenarios so their answers can be compared.

3. Specify compliance, controls, and records
Treat compliance support as an operational capability to examine, not a vendor’s blanket assurance. Ask how the system supports accurate and timely borrower information, notices and disclosures, complaint investigation and correction, requests for information, records retrieval, servicing transfers, and oversight of service providers. CFPB servicing materials identify relevant Regulation X and Regulation Z subjects; its implementation guide recommends considering software, contracts, service-provider impacts, compliance, quality control, and records management (CFPB mortgage servicing resources; CFPB compliance guide).
- Request control descriptions, sample evidence, audit trails, and records-retention and retrieval capabilities.
- Ask how roles and permissions are managed, exceptions are queued and resolved, and activity is reported.
- Specify how regulatory or policy changes are assessed, configured, tested, released, and communicated.
- Define the division of duties among your institution, the vendor, any subservicer, and other providers.
- Ask what the buyer must configure, monitor, approve, or perform outside the platform.
Do not ask bidders to certify that purchasing their software alone makes your institution compliant. Evaluate the product capabilities, implementation responsibilities, customer responsibilities, update process, and evidence that will support your own compliance management. CFPB guides are compliance aids; determine the current requirements and official interpretations applicable to your circumstances.
4. Define data exchange, conversion, and portability
Document the information that must move between the new platform and the rest of your environment, as well as what must be converted from existing systems. CFPB guidance addresses timely transfer of accurate information, while MISMO describes its standards as a common language for mortgage-finance data exchange; the buyer must select the standards and versions that fit its environment (CFPB compliance guide; MISMO standards and resources).
Rank #3
- List source and target systems, data owners, interfaces, and required transfer frequency.
- Specify records and documents to migrate, data mappings, quality expectations, and reconciliation procedures.
- Ask for supported MISMO standards and versions, API or file-exchange options, proprietary extensions, and third-party dependencies.
- Require error handling, exception ownership, and measurable migration acceptance criteria.
- Describe the exit export: required data and documents, format, completeness, delivery timing, assistance, and cost.
Ask bidders to provide a sample export and explain how your organization can use it without depending on the vendor’s continued service. Include an orderly transition at contract end in the procurement requirements, not as an afterthought.
5. Assess vendor and service-provider oversight
Identify the third parties involved in delivering the proposed service and the responsibilities and data access each would have. The CFPB compliance guide discusses managing service-provider relationship risks and reviewing provider support and contract changes during implementation (CFPB compliance guide).
- Request a list of subcontractors and material service providers, their functions, and their access to data.
- Ask for incident escalation and notification commitments, change and release processes, and service-level reporting.
- Specify audit and examination support, continuity and recovery documentation, and transition assistance.
- Ask how the vendor supports your periodic review and oversight of the relationship.
6. Set security, privacy, and resilience requirements
Write requirements based on your organization’s regulatory obligations, risk assessment, and internal policies. There is no single technical baseline established here for every mortgage technology procurement, so state the standards and evidence your organization requires and involve appropriate security and risk reviewers.
- Request security-control documentation and independent assessment evidence.
- Ask about identity and access management, encryption and key management, logging, and vulnerability handling.
- Specify incident response information, backup and recovery design, and resilience test evidence.
- Address data location, retention, and secure return or deletion at contract end.
- Require bidders to identify exceptions and explain how they will be managed.
7. Address automation and AI only where they are in scope
Ask vendors to disclose automated decisioning and AI features used in the proposed solution, their intended purpose, inputs and outputs, human review points, monitoring, change controls, validation, explainability support, and the evidence available to the customer. MISMO FRAME is an industry guidance resource for organizations designing, developing, deploying, or using AI in residential mortgage lending and servicing; assess whether it fits your use cases, and do not treat it as a replacement for applicable law or institution-specific controls (MISMO FRAME).
Include AVM controls only for covered uses
If the platform uses automated valuation models in a covered mortgage credit decision or securitization determination, address applicable quality-control expectations. The CFPB’s AVM guide describes controls concerning confidence in estimates, protection against data manipulation, conflicts of interest, random testing and reviews, and applicable nondiscrimination laws. Whether those requirements apply depends on the actor and use; they are not a blanket requirement for every mortgage operations software vendor (CFPB Automated Valuation Model Rule Small Entity Compliance Guide).

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors8. Require an implementation and change-management plan
Ask each bidder for a plan that connects the proposed solution to operational readiness, with owners and dependencies identified. The CFPB implementation guide recommends mapping affected processes, technology, service providers, contracts, and staff training (CFPB compliance guide).

9. Make service and commercial proposals comparable
Request service levels, support hours and channels, severity definitions, response and resolution targets, escalation paths, release cadence, maintenance windows, customer communications, and training options. Ask bidders to state assumptions behind their commitments.
Require itemized pricing for implementation, subscription or license, integration, migration, support, transaction or account-volume charges, and exit costs. Compare bids over the same contract term and workload, with the same assumptions about included services and change requests. No universal price benchmark or vendor-specific commercial term is established here; use the RFP to obtain comparable bidder-specific terms.

10. Set evaluation criteria before bids arrive
Choose evaluation dimensions and weights before reviewing proposals. Set any pass/fail controls in advance, then score each bidder against the same requirements, scenarios, and assumptions. The CFPB examination framework, compliance guide, and MISMO standards resources can inform the relevant evaluation dimensions, but they do not establish universal scoring weights or rank vendors (CFPB examination procedures; CFPB compliance guide; MISMO standards and resources).
- Coverage of the buyer’s actual workflows, products, and operating model.
- Demonstrable compliance, records, audit, and exception controls.
- Data compatibility, interfaces, migration, and exit portability.
- Implementation feasibility, customer workload, and third-party dependencies.
- Vendor risk, resilience, support, and contractual clarity.
- Fit with the buyer’s scale, risk profile, and architecture.
- Total cost over the expected term, including transition costs.
Feature counts and a vendor’s compliance claim are not substitutes for scenario-based demonstrations, supporting evidence, and clearly allocated responsibilities.
