Before work is priced, a qualified heating professional needs to establish whether your radiators and piping can be adapted, then compare each room’s heat loss with the radiators’ output at the proposed hot-water temperature. That assessment determines the scope: some installations may reuse much of the existing distribution, while others need radiator changes or new piping.
Expect a home-specific estimate of the work and disruption—not a reliable universal price, schedule, or savings promise. Published savings figures describe a limited set of homes and cannot predict what your household will save.

What determines whether your system can be converted?
The first question is not whether steam radiators can ever carry hot water; it is whether your particular radiators and distribution can operate as a designed hot-water system. Radiator construction, how each radiator connects, and the piping arrangement throughout the building all affect what can be reused. Fluid Industrial Associates/ICM’s 2023 technical article recommends checking radiator style and tracing the system through the building before selecting a conversion scope.
Identify the system arrangement throughout the house
Steam systems commonly use one-pipe or two-pipe radiator connections. A one-pipe radiator uses one connection for steam entering and condensate returning; the layout and components that made that arrangement work do not automatically establish a suitable hot-water supply-and-return path. In some one-pipe arrangements, conversion may require added return piping. A two-pipe system has separate connections, but that fact alone does not prove the radiators, valves, piping, or boiler can be reused as proposed. The installed layout must be traced rather than inferred from a single radiator.

Make an inventory with the contractor: radiator type and connection at each location, visible valves and traps, and any obvious variation between floors or additions. Ask the professional to explain which components are candidates for reuse, which need modification, and what conditions would change that conclusion. This inventory is a planning discussion, not a homeowner instruction to dismantle radiator fittings.
Check radiator capacity at the planned water temperature
A radiator’s steam rating is not a direct promise of its useful output on hot water. The designer should measure or otherwise establish the available radiation, determine the proposed water operating conditions, and compare the resulting radiator capacity with the building’s heat loss. The practical test is room by room: can the retained or modified radiator heat that room under the intended design conditions?
ACCA’s 2013 article, “Steam to Hot Water Conversion,” recommends a room-by-room comparison and cites Manual J for determining heat loss. That is why using the existing boiler’s size, the old steam rating, or a whole-house square-foot estimate as a substitute for room-by-room design is not enough to establish that the conversion will heat adequately.

What work may be included?
The proposal should describe work at the boiler, radiators, and distribution piping rather than treating the project as a single equipment swap. The precise scope depends on the system survey and capacity calculations.

Radiator and valve changes
ACCA describes possible radiator-level work such as modifying a vent plug, addressing steam traps, and replacing radiator valves. These are design and installation tasks for a qualified heating professional. The right treatment depends on the radiator and its existing connections; the article does not make any one modification universal.
There are purpose-built valves for some one-pipe steam-to-hot-water adaptations. Danfoss documents its RA 15/6T and RA 15/6TB conversion valves as allowing a single connection to serve as both supply and return. The manufacturer says tailpieces and unions or compression fittings are ordered separately. A valve is only one component: its documentation does not establish that it fits every radiator or completes the system conversion by itself. Have the installer confirm compatibility with the specific radiator and planned piping.
Piping, boiler, and project boundaries
Some arrangements may need added return piping, and other piping decisions depend on the actual installation. The available technical sources do not establish a standard pipe route, a standard amount of new piping, or a universal boiler specification for every house. The written proposal should state what happens to the existing boiler and distribution, what new or altered piping is included, and what repairs are excluded or would require a change order.
Ask what testing and commissioning the contractor will perform, how they will verify the system operates as designed, and what documentation you will receive. These questions help define the deliverable without assuming a particular test sequence or result that the sources do not establish as universal.

How to evaluate whether the conversion will heat the house
Request the design logic, not just an assurance that the radiators are large or the new boiler is powerful enough. A useful proposal connects the building’s heat loss, room by room, to the output of the radiators that will remain at the planned water conditions. If a room falls short on paper, the scope needs to address that before installation rather than leaving the issue for a cold-weather callback.
- Ask for the room-by-room heat-loss method and the resulting design loads; ACCA’s 2013 article cites Manual J.
- Ask how the existing radiation was identified and what output is assigned to it under the proposed water conditions.
- Ask which rooms need radiator changes or other design changes if retained radiation is inadequate.
- Ask what the design assumes about the boiler, piping, and system operation, and have the contractor identify assumptions that could affect the result.
These are questions for the design and scope review. The cited articles do not provide a universal water temperature or output multiplier that can be applied to every radiator, so a generic online conversion factor should not replace the calculations for the house.
What should a written estimate clarify?
There is no established universal homeowner price or completion time for this work in the cited material. The U.S. Department of Energy’s Building America meeting report treats cost, life-cycle costs and benefits, resident disruption, piping choices, and contractor reluctance as relevant retrofit issues; it does not provide a dependable price or schedule for an individual home. Get a site-specific written scope rather than relying on a generic online estimate.

The DOE Building America meeting report summarizes a Northeast dataset of 15 cases with average projected savings of 36% and average first-year actual savings of 38%. Those are averages for that limited dataset, not a forecast for a particular home, and they should not be used as a guaranteed payback calculation.
In a 2013 trade article, HVAC contractor Dave Yates wrote, “I’d be hesitant to suggest (note I do not promise) more than 30%.” That is his professional judgment, not a controlled study or a measured result for your house. The difference between his caution and the DOE dataset averages illustrates why savings claims need their source and context attached; neither figure should be treated as an individual prediction.

Conversion or repair of the steam system?
A conversion is not automatically superior to repairing or optimizing a working steam system. The DOE Building America retrofit report discusses steam-system alternatives as well as conversion, but the cited evidence does not establish one path as best for every building. Compare options against the same needs: adequate heat, system condition, operating cost, building disruption, and the goals for controls or zoning.
| Decision factor | Steam-system repair or optimization | Steam-to-hot-water conversion |
|---|---|---|
| Radiator and piping compatibility | Assess the existing system and required repairs; the DOE retrofit report discusses steam alternatives but does not prescribe one repair scope. | Depends on radiator construction and piping layout; FIA/ICM’s 2023 technical article says to inspect and trace the system. |
| Room-by-room heat adequacy | Must be evaluated for the proposed work; no universal result is stated in the DOE retrofit report. | Compare heat loss with radiator output at planned water conditions; ACCA’s 2013 article recommends room-by-room analysis. |
| Piping and building disruption | Scope-specific; a standard amount of disruption is not stated in the DOE retrofit report. | May include radiator work and, in some one-pipe layouts, added return piping; amount depends on the installation. |
| Installed cost and operating outcome | Not stated as a universal amount or outcome in the DOE retrofit report. | No universal price or home-specific savings figure is established; DOE’s 15-case Northeast dataset is not an individual forecast. |
| Controls and zoning goals | Include the household’s goals in the contractor comparison; a universal preferred approach is not established in the DOE retrofit report. | Include the same goals in the design and quote; a universal preferred approach is not established in the DOE retrofit report. |
The useful comparison is between written, technically explained proposals for the same home—not between a generic claim that one type of system always costs less or saves more. If the existing steam system can be repaired to meet the household’s needs, that option belongs in the decision; if conversion is pursued, the design should show how the radiators and distribution will meet those needs.
Warning signs in a conversion proposal
Pause and ask for clarification if a proposal skips the system assessment or relies on an unsupported promise. A sound scope should make its assumptions visible enough for you to understand what is being changed and how adequacy is being judged.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The contractor recommends conversion without tracing the radiator connections and distribution arrangement through the building.
- The estimate assumes old steam output directly translates to hot-water output, without comparing radiator capacity to room-by-room heat loss.
- A savings percentage is presented as a guarantee or as a prediction for your home without a documented home-specific analysis.
- A special conversion valve is treated as the complete solution, with no confirmation of radiator compatibility or separate fitting requirements.
- The quote omits piping scope, commissioning, repair exclusions, or how extra work will be approved.
What a complete decision looks like
Before authorizing work, you should be able to explain why the radiators can be reused or what replacements and modifications are needed; how each room’s heat requirement will be met; what happens to the boiler and piping; what installation and testing are included; and how the proposed cost compares with a steam-system alternative. If a contractor cannot connect those answers in a written scope, the estimate is not yet specific enough to support a confident decision.
