What to Do When Spam Calls Keep Getting Through After You Block Them

Blocking one number cannot stop spoofed or constantly changing caller IDs. Here is how to layer phone, carrier and filtering controls, handle VoIP or landline calls, use the Do Not Call Registry correctly and report scam robocalls.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blocking a number only blocks that particular caller-ID entry. Scammers can falsify caller ID, switch numbers, or place internet calls that appear local, so another call can arrive even after the original number is blocked. The practical fix is layered: identify whether you use a mobile, VoIP home phone, or traditional landline; combine the controls available for that service; and never interact with a suspected robocall.

Start by checking your phone or provider’s blocking and labeling tools, then consider a carefully vetted filtering app or compatible landline device. Registering with the U.S. Do Not Call Registry may reduce lawful sales calls, but it will not stop illegal scammers.

Why a blocked number can still reach you

A block is usually tied to the number displayed on your screen, not to the person or organization actually placing the call. Caller ID is not reliable proof of identity. The Federal Trade Commission (FTC) warns that scammers use “neighbor spoofing” to make a call look as though it comes from your area, and that the displayed name or number can be fake. A later call may therefore show a different number, even when the same scam operation is behind it.

Scammers can also place robocalls over the internet from anywhere in the world. The FTC explains, “Scammers can use the internet to make calls from all over the world.” Blocking one local-looking number cannot cover every number an operation can present. Filters have another limitation: they identify patterns, databases and caller behavior, but no filter catches every scam call. As the FTC puts it, “Call blocking can help stop robocalls from scammers. But some robocalls might still get through.” See the FTC’s How To Block Unwanted Calls and Robocalls guidance.

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

That is why repeatedly blocking each new number often produces diminishing returns. Treat a spam label as a warning, not a guarantee, and use more than one layer of protection.

Identify your phone service before choosing a remedy

The right control depends on how calls reach you. A mobile phone, an internet-based home phone (VoIP) and a traditional copper or fiber landline do not necessarily support the same blocking tools.

Phone type How to identify it Most relevant controls
Mobile A cellular number used through a smartphone’s Phone app Built-in blocking or screening, carrier labeling/blocking, and a vetted filtering app
VoIP home phone Phone service bundled with internet or cable, or supplied through an internet-phone provider Provider controls and internet-based blocking services; verify whether calls must route through the service
Traditional landline A conventional home telephone service that is not delivered through your internet modem Provider features and an attached call-blocking device designed for landlines

If you are unsure, ask the provider what technology delivers your home number. A cable or bundled phone/internet package is likely VoIP, but only the provider can confirm it. Buying a physical blocker before checking this can leave you with incompatible equipment.

Layered protection for a mobile phone

1. Use the phone’s built-in controls

Open the Phone app and look for options to block a number, identify suspected spam, screen calls or send selected calls to voicemail. Menu names and behavior vary by manufacturer and software version, so use the device maker’s current support instructions for the exact taps. Confirm what happens after you enable a setting: some controls reject a call, some silence the ringtone while preserving voicemail, and some route it directly to voicemail.

Record which behavior you selected. A setting that silently diverts a call can be useful when you want a record, while an outright rejection may be preferable for persistent abuse. Built-in controls normally work best against repeat callers that keep presenting the same number; they cannot identify every spoofed number.

2. Ask your carrier about network-level blocking and labeling

Contact your mobile carrier through its official website or a customer-service number you already trust. Ask four specific questions:

  • Is a spam-blocking or caller-labeling service available for your plan?
  • Is it included, or does it carry a recurring or one-time charge?
  • Does it stop a call before the phone rings, or merely display a warning?
  • How can you enable it, change its sensitivity, or report a wanted call that was mislabeled?

Carrier systems can act before a call reaches the handset, which may reduce interruptions more effectively than blocking numbers one at a time. Availability, prices and features change, so rely on the current details supplied by your own carrier rather than an old list of plans. The FTC’s five ways to cut down on unwanted calls advises checking what your provider offers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Evaluate a call-filtering app carefully

If built-in and carrier controls are not enough, compare filtering apps in the current app store. Read recent reviews and independent expert reviews, then inspect the app’s privacy policy before granting access. In particular, check whether it can read your contacts, what data it collects, how that data is used, and whether you can delete it.

Apps handle calls differently. One may block a call before it rings; another may let it arrive silently; another may send it to voicemail while recording a label. Some services charge a subscription or offer only limited protection without payment. Choose based on the behavior you actually want, not just a “spam” score. Recheck permissions and subscription terms after major app updates.

4. Avoid settings that create a different problem

Silencing every unknown caller can stop many interruptions, but it can also hide legitimate calls from a doctor, school, delivery service, employer or family member using a new number. Before enabling an aggressive mode, decide how you will receive expected calls and whether unknown calls should go to voicemail rather than disappear. Review blocked-call and voicemail logs regularly so a false positive can be restored.

When spam reaches a home phone

VoIP: use the provider’s controls first

For VoIP, ask the provider which blocking, screening and labeling features are available for your number. Some internet-based services require calls to pass through their platform or a separate service before filtering can occur; others offer controls in a web dashboard or companion app. Ask whether the feature is included or paid, whether it blocks or only labels calls, and how to release a legitimate number that was flagged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because VoIP features differ widely, verify the setup with the provider before changing equipment. If you use a third-party internet blocking service, confirm that emergency calling, voicemail and other features continue to work as expected. The FTC’s consumer advice on blocking unwanted calls describes provider and internet-based options without endorsing a particular service.

Traditional landline: consider an attached blocker

The FTC identifies an attached call-blocking device as an option for a traditional landline. These devices are not a universal solution and are not intended for mobile phones. Designs vary:

  • Some use a database of known scam numbers.
  • Some let you maintain your own blocked-number list.
  • Some screen callers before the phone rings.
  • Some send unrecognized calls to voicemail or allow ringing only for approved numbers.

Check compatibility with your line, caller-ID service and existing answering machine before buying. Read current user reviews for reliability and ease of restoring a wanted caller. A database-based device may catch more known numbers with less manual work, while a user-managed list gives you tighter control but requires ongoing updates. Aggressive screening can also prevent a legitimate caller from getting through, so select a mode that matches the people who need to reach the household.

What the Do Not Call Registry can—and cannot—do

The U.S. National Do Not Call Registry is designed to reduce sales calls from real companies that follow telemarketing law. Registration is free and may reduce compliant telemarketing, but it does not prevent illegal scammers from calling. A scammer who ignores the law is unlikely to honor the registry, and caller-ID spoofing makes enforcement more difficult.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Use the registry as a supplement to phone and carrier controls, not as a replacement. If you are outside the United States, the registry and reporting procedures may not apply; check your country’s consumer-protection authority instead. The FTC explains the registry’s limits in its blocking guidance and its 2025 consumer alert.

How to handle a suspected scam robocall

Do not interact with the recording

If a recording is an unsolicited sales pitch or asks for urgent payment or personal information, hang up. Do not press a number to “speak to an operator” or to be removed from a list, and do not call back. The FTC warns that pressing keys can lead to more robocalls, and the displayed caller ID may not be genuine. Calling back can also confirm that your number reaches a person.

Report the call with useful details

For an unwanted call, report it at DoNotCall.gov. Include the number that received the call, the caller-ID number even if you suspect it was spoofed, any callback number the message provided, and the date and time if known. If you lost money or have information about the scammer, use ReportFraud.ftc.gov instead. The FTC says reports help reveal patterns and are shared with partners working on call blocking and labeling.

Do not delay a report while trying to prove who actually called. A spoofed number can belong to an unrelated person, but it is still useful to investigators as the number displayed during the incident.

Many different local numbers keep appearing

This pattern is consistent with spoofing or a caller using multiple outbound numbers. Stop treating each number as a separate identity. Keep carrier or app-level filtering enabled, and report the displayed number and call details instead of spending time blocking an endless list.

Calls are labeled spam but still ring

A label is a warning, not necessarily a block. Check whether your carrier or app has a separate setting for blocking or sending labeled calls to voicemail. If the setting would also silence wanted callers, choose a less aggressive mode and review voicemail.

A legitimate caller was blocked

Look in the phone, carrier or app’s blocked-call history and remove the number from the blocked list. Add important organizations to your contacts or approved-call list where supported. Then report the false positive to the carrier or app so its classification can be corrected.

The protection costs more than expected

Confirm whether a carrier feature, app subscription or VoIP service is recurring, and whether a trial converted to paid service. Compare the no-cost built-in controls with the paid feature’s actual behavior before renewing. For a landline device, factor in compatibility and return policies, not just the purchase price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You are missing expected unknown calls

Reduce the strictness of unknown-caller screening, route unknown calls to voicemail instead of rejecting them, or temporarily disable the setting during a period when you are awaiting a call. Check voicemail and call logs on a schedule so screening does not become an invisible barrier.

A practical order of operations

  1. Identify whether the affected line is mobile, VoIP or a traditional landline.
  2. Enable the built-in blocking or screening control and note whether it blocks, silences or diverts calls.
  3. Ask the provider about current network-level blocking and labeling, including any fee and false-positive process.
  4. For mobile phones, evaluate one filtering app only after reviewing current ratings, permissions and privacy terms.
  5. For a traditional landline, check line compatibility before installing an attached blocking device.
  6. Register with the U.S. Do Not Call Registry if you want to reduce compliant sales calls, while recognizing that scammers can ignore it.
  7. Hang up on suspected scam robocalls, never press a key or call back, and report the incident with the displayed number and timing.

No single control can authenticate every caller. Layering the controls appropriate to your phone service reduces interruptions while preserving a way for legitimate unknown callers to leave a message.
