What to Do When Plastic Pollution Blocks a Storm Drain

Stay clear of traffic and standing water, remove only loose plastic safely reachable from the curb, and report deeper or hazardous blockages to the local authority.

If plastic is blocking a storm drain, stay out of the street and away from standing water. Pick up only loose debris you can reach safely from the curb; do not lift the grate or reach into the inlet. Report a deep, persistent, inaccessible, or hazardous blockage to the local stormwater, public works, or road authority. If there is immediate danger or a suspected hazardous spill, move away and contact local emergency services.

Why a plastic blockage matters

Storm drains collect runoff from streets and other surfaces. When debris obstructs an inlet, water may not be able to enter the drainage system and can pool in the street or contribute to flooding. But ponding does not prove that a drain is blocked: heavy rain can exceed a system’s capacity even when an inlet is clear.

Plastic and other litter can also travel beyond the street. The destination depends on the local drainage system. Arlington County says its storm-drain system has no treatment before discharge to local streams, so material entering those drains can reach waterways. Do not assume every community’s system works the same way; local stormwater authorities can explain where its runoff goes.

The practical distinction is simple: a small piece of loose litter on the surface may be safe to pick up, while a blockage inside the drain, water rising around an inlet, or material of unknown composition calls for a report rather than a do-it-yourself repair.

Decide whether it is safe to touch the debris

Before approaching the drain, assess your position and the material. City of Portland Adopt a Storm Drain guidance says, “Clear surface debris only.” That means debris lying on the surface and reachable from the curb—not anything that requires entering the roadway, moving the grate, or reaching into the structure.

  • Loose surface litter, safe curb access: You may pick it up if you can do so without stepping into traffic, standing water, or an unsafe area.
  • Traffic, standing water, sharp objects, or an inaccessible inlet: Do not attempt cleanup. Report the condition to the responsible local authority.
  • Deep or persistent blockage: Leave it to maintenance crews. Do not use household drain tools or try to clear the drain from below the grate.
  • Unknown liquid, chemical odor, or suspected hazardous material: Do not touch or approach it. Move away and contact the appropriate local authority or emergency services if there is immediate danger.

Portland specifically cautions volunteers to watch for traffic, standing water, and sharp objects, stay out of the street, and never lift a grate. A litter picker may help with reachable surface debris, but it does not make a roadway, flooded curb, or drain interior safe to work in.

Pick up only debris that is safely reachable

  1. Choose a safe position. Stay on the sidewalk or curb, clear of moving traffic and standing water. If reaching the litter would require stepping into the street or leaning over an unsafe area, stop.
  2. Remove only loose material on top. Pick up plastic that can be reached without lifting the grate, probing the opening, or disturbing anything lodged inside it. Avoid sharp or contaminated objects.
  3. Stop if the obstruction remains. If water is still pooling, the inlet appears blocked below the surface, or debris cannot be removed easily, leave it for the local maintenance authority.
  4. Dispose of the litter appropriately. Keep collected plastic from blowing back into the street or drain. Follow local waste or recycling rules; do not rinse debris or residue into a storm drain.

These steps are deliberately limited. A storm drain is infrastructure, not a household pipe, and surface cleanup is not a substitute for professional maintenance.

Report a clogged storm drain or plastic blockage

The correct contact depends on where the drain is and who maintains the road or stormwater system. Municipalities may accept reports through 311, an online service request, a dedicated utility or stormwater line, or a road-maintenance department. If the drain is on a state or other non-city road, the city may not be the responsible agency.

  1. Find the local reporting channel. Search the official website for your city, county, or road authority using terms such as “report a clogged storm drain,” “stormwater maintenance,” or “drainage issue.” Use an official government channel rather than assuming a neighboring city’s process applies.
  2. Give a precise location. Provide the street address or nearest intersection and identify which side of the street or which corner has the inlet, if you can do so safely.
  3. Describe what you see. Say that plastic or other debris appears to be blocking the storm drain. Note whether water is pooling, how extensive it is, and whether the condition appears persistent or is worsening.
  4. State any urgency or hazard. Mention active flooding, traffic impacts, or suspected hazardous material. Use the emergency route when there is immediate danger rather than waiting for a routine service request.
  5. Add a photo only if safe. Seattle Public Utilities advises safe documentation as part of drainage reporting. Take a picture from a safe place; do not enter the road, approach floodwater, or handle material to get a better image.

Local processes illustrate why checking your own jurisdiction matters. Seattle Public Utilities provides drainage-issue reporting and distinguishes urgent flooding from routine service requests. Calgary provides local storm-drain reporting information. Raleigh’s stormwater maintenance guidance explains how to report clogged drains and the municipality’s maintenance role. These are examples of different local systems, not universal contact instructions.

If you are unsure which authority is responsible, start with the official city or county service-request page and look for stormwater, drainage, or road-maintenance contacts. The agency may direct you elsewhere if the inlet belongs to another road authority. Report the location and condition rather than trying to determine which pipe or agency owns the infrastructure yourself.

Escalate flooding and suspected hazardous material

A routine service request is appropriate for a non-urgent blockage that does not present an immediate threat. Active flooding, a dangerous obstruction, or a suspected spill may need a faster response. If water is rising into a building, threatening people, or creating an immediate road hazard, keep clear and contact local emergency services or the local urgent-response channel.

Do not handle unknown substances, even if they appear to be mixed with ordinary litter. Minneapolis guidance directs people to Sewer Operations about foreign substances entering an inlet and says to call 911 first for a suspected hazardous or potentially explosive spill. Those instructions and contact routes are local to Minneapolis; elsewhere, follow the emergency and spill-reporting procedures for your area.

Keep a safe distance from floodwater and the inlet. Do not walk or drive through floodwater to inspect a drain: its depth and contents may be unclear, and the inlet may conceal hazards.

Use the nature of the problem to choose the response: reachable loose litter is a limited surface-cleanup situation; debris below the grate or a clog that persists belongs in a maintenance request; pooling without an obvious obstruction is a drainage report, not proof of a clog; and an immediate threat or suspected hazardous spill calls for urgent local help. This distinction helps avoid both unnecessary exposure and delays in reporting a serious hazard.

What to expect from the local authority

After you submit a report, the responsible agency can assess whether the inlet needs clearing or whether another drainage problem is involved. A report with an exact location and a clear description helps crews identify the site. If the condition becomes more urgent after you report it, use the agency’s urgent channel or emergency services rather than assuming the original request has been escalated.

Storm-drain networks can be extensive: Arlington County reports more than 10,000 storm drains, Calgary more than 60,000, and Charlotte-Mecklenburg Storm Water Services more than 100,000 inlets. These are local infrastructure counts, not estimates of how many drains are blocked or how often plastic causes flooding. They help explain why an accurate location is useful, but do not establish how quickly any particular report will be handled.

There is no single reporting route that applies everywhere. Some places use 311 or an online request form; others direct residents to a utility, stormwater office, or road-maintenance authority. The local agency’s instructions determine the right channel and whether a non-city road needs a different report. Do not use another city’s contact number or assume the same response time or maintenance arrangement applies where you live.

Quick decision guide

What you find What to do
Loose plastic on the surface, reachable safely from the curb Pick up only the surface debris if you can remain clear of traffic, standing water, and sharp or hazardous material.
Debris lodged below the grate or a blockage that persists after surface litter is removed Do not lift the grate or use tools in the drain. Report it to the local stormwater, public works, or road authority.
Pooling water without an obvious obstruction Report the drainage issue and its location. Do not assume a blockage is the only cause; severe rainfall can overwhelm system capacity.
Active, dangerous flooding or an immediate threat Keep away and contact the appropriate urgent-response channel or local emergency services.
Unknown substance or suspected hazardous spill Do not touch it. Move away and contact local emergency services or the designated local spill authority; follow local directions.

Common mistakes to avoid

  • Stepping into traffic to reach litter: Leave it for the authority if it cannot be reached safely from the curb.
  • Lifting or shifting the grate: Portland’s guidance is surface cleanup only. Do not open the drain.
  • Probing the inlet with a tool: A tool does not make a deep or persistent obstruction a safe do-it-yourself job.
  • Handling an unknown spill: Treat uncertain material as a hazard and keep away.
  • Assuming all standing water means a clogged drain: Report what you observe without diagnosing the cause; intense rain may exceed drainage capacity.
  • Using another city’s phone number or procedure: Find the reporting route for the jurisdiction responsible for that street.

Frequently Asked Questions

Should I remove plastic from a storm drain myself?

Only pick up loose surface debris that is safely reachable from the curb. Stay out of the street and standing water, avoid sharp or unknown material, and do not lift the grate or reach into the inlet. Report anything lodged below the surface or a blockage that remains.

Who do I contact to report a clogged storm drain?

Use the official reporting channel for the jurisdiction responsible for the street. Depending on the location, that may be 311, an online service request, a stormwater or utility line, or a road-maintenance authority. Give the address or nearest intersection and describe any pooling or immediate risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is standing water proof that a storm drain is blocked?

No. A clogged inlet can contribute to street ponding, but severe rain can also overwhelm drainage capacity. Report what you see and its location without assuming the cause.

What should I do if the drain has an unknown liquid or suspected hazardous spill?

Do not touch or approach it. Move away and follow local spill or emergency reporting procedures. If there is immediate danger, contact local emergency services. Minneapolis-specific guidance says to call 911 first for a suspected hazardous or potentially explosive spill; other places may have different routes.

Can I lift the grate or use a tool to clear a blockage?

No. The cited Portland volunteer guidance is to clear surface debris only. Do not lift the grate, probe the inlet, or use household drain tools; report a deep or persistent blockage to the local authority.

The Bottom Line

Pick up only loose plastic you can reach safely from the curb. Never enter traffic or standing water, lift the grate, or handle unknown material. Report a deeper, persistent, or inaccessible blockage to the authority responsible for the street; treat active danger or a suspected hazardous spill as urgent.
