Make a plan that still works with no phone signal. Before a protest, agree on check-in times and a safe meeting point, and save essential contacts, directions, and instructions offline. If mobile internet stops, assume messaging, maps, and uploads are unavailable until you confirm otherwise. No workaround is dependable everywhere, and staying safe matters more than restoring a connection.
First, work out what may have stopped
“Mobile internet stopped” can mean different things: a particular app or website is blocked, data has been throttled until it is very slow, mobile data is unavailable, or internet access has been cut more broadly. A VPN may help with some service or website blocks, but it cannot create a network path during a total blackout. Calls and SMS may also be affected, so do not assume they will work.

Until you know otherwise, treat internet-dependent messaging, maps, and uploads as unavailable. Avoid repeatedly trying sensitive messages over unfamiliar or less secure channels: consider what the message reveals, who could see it, and what the consequences could be for you and others. Encryption can protect message contents when an app connects; it does not provide connectivity by itself. Agree on a fallback with trusted people while you can still reach them. Make the plan specific enough to follow without live updates, but adapt it to local conditions and physical safety.

- Choose a meeting point and backup. Pick places that are safe and practical to reach on foot; decide what to do if a route or location becomes unsafe.
- Set check-in times and a missed-check-in rule. Agree when people will try to check in and what the group should do if someone cannot be reached. Do not make a missed message the only trigger for a risky search.
- Save essentials locally. Keep important phone numbers, directions, transport details, and any needed guidance available offline. Check that saved maps or files open without a connection.
- Plan for battery and device access. Decide what information you need on your phone, protect it with a screen lock, and consider how much exposure carrying or using the device could create.
- Consider an offline file-transfer option only if appropriate. A USB flash drive can carry notes or files out of an affected area, but it does not restore internet access. Encrypt sensitive material and consider the risk of carrying identifiable information.

Choose a fallback only after weighing its risks
No option below is guaranteed. The right choice depends on whether any network path remains, what equipment other people have, message sensitivity, battery and range, local law, surveillance, and the physical risks of using or carrying the technology.

Access Now lists options such as offline mesh communications, roaming SIMs, and ham radio, while emphasizing that shutdown responses carry different risks. A technology’s existence is not proof that it is available, safe, lawful, or usable in a particular location.

A phone can help you communicate or record events, but it can also expose stored information and location data. EFF discusses risks including device seizure, data stored on a device, and location exposure from connectivity. Device encryption and a strong passcode can help protect locally stored data, but they do not remove every risk; the appropriate precautions depend on your circumstances.

If you document events, do so only when it is safe. Notes, photos, or video can be saved locally and uploaded later if a connection becomes available. Access Now recommends using a screen lock and password protection, considering a separate phone for documentation, and encrypting and backing up files. Recording or carrying evidence can itself create risk for you, sources, and bystanders. Do not put yourself or someone else in danger to obtain footage, and preserve relevant context and original files when safe to do so.
Check emergency alerts and trusted information carefully
Emergency-alert systems vary by country, device, and network conditions. In the UK, the government says compatible alerts are broadcast by nearby mobile masts and do not require mobile data or Wi-Fi. Its guidance also says alerts may not arrive if a phone is off, in airplane mode, on 2G or 3G, Wi-Fi-only, or incompatible. These details describe the UK system, not a universal rule. Check the official guidance for your jurisdiction, and do not rely on an alert as your only safety plan. Read the UK Government’s How emergency alerts work guidance.

For updates, use trusted on-the-ground information where available, while considering whether seeking or sharing it could expose you or others. A report from one person does not establish the scale or cause of a disruption. Access Now’s shutdown documentation methodology combines first-hand accounts, news reports, official orders, and internet-traffic measurements. If it is safe, time-stamped observations or screenshots may help document what you experienced.
Get digital-security help if you are eligible
Access Now’s Digital Security Helpline is a free, remote, 24/7 resource for eligible civil-society users, including activists, journalists, and human-rights defenders. Its FAQ says an initial response is expected within two hours, while resolution time varies with the issue and team capacity. The Helpline may advise on shutdown response, but it does not provide internet access or emergency medical, evacuation, or physical-safety services. How common are internet shutdowns?
Counts depend on the reporting period and the source’s methodology, so figures from different organizations should not be treated as directly comparable. The Internet Society’s 2025 policy brief reports 133 tracked shutdown incidents in 2024, up from 124 in 2023, and 40 incidents in the first half of 2025. These are reported incident counts, not a forecast or a count of every unreported disruption. UNESCO’s 2026 statement says there were at least 300 shutdowns in more than 54 countries over the prior two years, and attributes the assessment that 2024 was the worst year since 2016 to Access Now. The periods and methods differ, so do not combine these figures into one total. See the Internet Society policy brief and UNESCO’s statement on internet shutdowns.
