Start by saving the order confirmation, promised shipping or delivery date, tracking history, cancellation or delay notice, receipt, and every message with the seller. Then contact the seller through its official support channel and request one specific outcome: a confirmed shipment date, cancellation and a full refund, or an investigation, replacement, or refund for a package marked delivered but not found.
The right next step depends on which problem occurred. A seller’s obligation concerns when it ships merchandise; a carrier’s scan describes handling and delivery; and a payment dispute addresses the charge through your card issuer. A delivered scan alone does not prove that the seller met every obligation to you.

First, identify which problem you have
Use this quick classification before calling anyone. It prevents a carrier question from being treated as a refund question, or a seller delay from being treated as proof of theft.

Preserve evidence before anything disappears
Take screenshots or download copies while the order page and tracking history are still available. Keep the order number, item description, seller’s legal or contact details, price, taxes and shipping charge, promised shipping or delivery date, tracking number, status scans, cancellation or delay notices, receipt, and your messages with support. The Federal Trade Commission (FTC) recommends retaining order records and seller communications when pursuing an undelivered-order problem. Its consumer guidance explains the record-keeping and contact steps.

Write down dates and names or ticket numbers for every conversation. If a seller promises a refund, ask for the amount, method, and processing date in writing. A bank statement showing the charge and a later statement showing no credit can be more useful than a general description that “the package never came.”
When the seller has not shipped on time
Check the seller’s shipping promise
Look for the date or time window shown at checkout, in the confirmation email, or in the seller’s terms incorporated into the order. The FTC’s Mail, Internet, or Telephone Order Merchandise Rule generally requires a covered seller to ship within the time it represented. If no shipping time was stated, the general default is 30 days after the order. The rule applies to most orders made by mail, online, or phone, but coverage depends on the transaction. “Ships in two days” is a shipment promise, not necessarily a promise that the carrier will deliver two days later. A carrier’s estimated arrival date can change after the seller has handed over the parcel. Keep those two events separate when you describe the problem.
Ask for a concrete choice
Contact the seller through the account support page, the official email address, or the phone number shown on the order. State the facts in one message:
- Order number and item;
- Promised shipping date;
- Whether tracking was ever created or shows an acceptance scan;
- The outcome you want: a new shipment date you accept, or cancellation and a full refund.
For most covered orders, when a seller cannot ship on time it generally must notify you and offer a choice between agreeing to the delay and cancelling for a full refund. If you cancel under that rule, the seller cannot satisfy the obligation solely with store credit. Ask whether the seller is treating your response as acceptance of a delay or as cancellation, and save the answer.

Use a written request
You can adapt this message:
I’m contacting you about order {{order_number}}. The order confirmation promised shipment by {{date}}, but tracking does not show shipment. Please confirm a specific shipment date, or cancel the order and issue a full refund to the original payment method. Please reply in writing.
Do not agree to an open-ended delay just to end the conversation. If you do accept a revised date, record the new date and what happens if it is missed.

When the seller cancels the order
Verify that the money actually comes back
A cancellation notice is not the same as a completed refund. Check the original payment account, not just the seller’s order page. Save the notice, the amount charged, and any refund reference number. If the seller offers store credit instead of returning the payment, tell support that you want the charge reversed to the original payment method unless you voluntarily choose credit.
Ask the seller for the refund amount, processing date, and expected posting method. Card credits may appear after the merchant submits them and the issuer posts them; the exact timing is not identical for every payment arrangement. If the charge remains and the seller does not resolve it, move to the issuer process rather than repeatedly reopening the same seller ticket.
When tracking says “delivered” but you cannot find the package
Search the likely locations first
For a USPS package, USPS advises checking the porch, garage, mailbox, parcel locker, sheltered or less visible areas, and with household members. In an apartment or condominium, ask the management office or mailroom. A carrier may place a parcel somewhere safer, or it may arrive separately from ordinary mail.

Compare the delivery scan’s date and time with your household’s schedule and any building camera or access log you already have. Do not confront a neighbor or assume theft from the scan alone. The seller can often open an investigation, confirm the shipping address, or choose a replacement or refund.
Use the USPS timing-specific route
If a USPS item still cannot be found more than one postal business day after the delivered scan, USPS says eligible items can be reported through a service request to the local Post Office. Start from USPS’s “Where is my package?” tracking-status help and follow the available option for the tracking number.
This one-business-day guidance is specific to eligible USPS delivered-scan cases. Do not apply it automatically to UPS, FedEx, a retailer’s delivery network, or another carrier; check that carrier’s current instructions and contact the seller at the same time.
Ask the seller to investigate, not just to reread tracking
Send the seller the tracking number, the delivered timestamp, your search results, and the fact that no household member or building office has the package. Request a carrier investigation and specify whether you want a replacement or a refund if the parcel cannot be located. A tracking scan is evidence about the carrier’s handling; it does not by itself settle whether the seller met its sales and refund obligations.
When a USPS shipment is late or appears lost
USPS uses “missing mail” for mail not delivered by the expected date, including undelivered, lost, or late packages. Its Missing Mail process is separate from the delivered-scan service request. USPS says a Missing Mail search request can start seven days from the mailing date. Claims depend on the service used, and the requester may need to be the sender.

Use USPS Missing Mail—The Basics to check eligibility and start the appropriate search. Keep the seller informed because the seller may be the party that must file a claim or arrange a replacement. Seven days is not a universal rule for every carrier, every USPS service, or every delivered scan.

Credit card: consider a billing-error dispute
For a credit card, certain charges for goods not delivered as agreed can qualify as billing errors. The FTC says a billing-error dispute generally must be made in writing within 60 days after the first statement showing the error. Some issuers may extend the period in delayed-shipment situations, but do not rely on an extension. Send your written notice promptly with the order confirmation, promised date, tracking history, cancellation or delay notice, seller correspondence, and the amount in dispute.
Use the billing-dispute address or secure method specified by the issuer, which may differ from the payment address. Keep proof of delivery of your notice. The issuer may ask whether you first contacted the seller and what resolution was offered. The FTC’s billing guidance describes the credit-card timing and documentation.
Debit card: ask the bank what protection applies
Debit-card protections and procedures are different from credit-card billing-error rules. Contact the bank or card issuer quickly, explain that merchandise was not received or the order was cancelled without a refund, and ask for its dispute deadline, form, and evidence requirements. Do not assume the 60-day credit-card rule automatically controls a debit transaction.

If the seller stops responding or appears fraudulent
After you have used the official seller channel and preserved the record, contact the payment issuer about its dispute process. If the seller appears fraudulent, uses a false identity, or takes payment without delivering and then stops responding, report suspected fraud at ReportFraud.ftc.gov. A report helps regulators identify patterns; it is not a substitute for seeking a refund from the seller or disputing the charge with your issuer.
Common mistakes that weaken a claim
- Calling a carrier’s estimated delivery date a seller’s guaranteed shipping deadline;
- Waiting until a seller’s support page or tracking history disappears before saving it;
- Accepting store credit without realizing it may end the refund you actually want;
- Treating a delivered scan as conclusive without checking the mailbox, parcel locker, building office, and sheltered locations;
- Using USPS’s one-business-day or seven-day timing for a different carrier or service;
- Waiting beyond the issuer’s stated dispute deadline while negotiating indefinitely with the seller;
- Assuming debit-card rights are identical to credit-card billing-error rights.
A practical escalation checklist
- Save the confirmation, seller details, dates, tracking, notices, receipt, and messages.
- Contact the seller through an official channel and state the exact remedy you want.
- If shipment is late, choose a documented revised date or cancel and request a full refund when the FTC rule covers the order.
- If the order was cancelled, verify the refund posts to the original payment method.
- If USPS shows delivered, search likely locations and building management; after more than one postal business day, submit an eligible local service request.
- If USPS mail is late or lost, review Missing Mail eligibility; search requests can start seven days from mailing, subject to the service rules.
- If the charge remains, send a credit-card billing-error notice within the applicable period or ask your debit-card issuer promptly what process applies.
- Report suspected fraud to the FTC after preserving evidence and pursuing the seller and issuer routes.
Frequently Asked Questions
Does a delivered tracking scan automatically mean I cannot get a refund?
No. The scan is evidence of a carrier event, not a final decision on the seller’s refund obligation. Search the likely locations, contact the seller, and use the carrier-specific process while keeping your payment records.
Can a seller replace a refund with store credit when it cannot ship?
For most orders covered by the FTC Mail, Internet, or Telephone Order Merchandise Rule, a seller that cannot ship on time generally must offer cancellation with a full refund; store credit alone is not the required substitute.
Is the seven-day USPS Missing Mail timing the same for every package?
No. USPS says a search request can start seven days from mailing, but eligibility and claims depend on the service, and the sender may need to submit the claim.
