If an instant euro payment has not arrived, first check its status with the sending provider and whether your account was debited. Do not send it again until the provider confirms the first instruction failed or the money was restored. For transfers covered by EU instant-payment rules, providers have a 10-second execution and confirmation obligation; a pending label on your screen alone does not establish whether the payment completed.
What to check before taking action
- Confirm the payment type. Check the receipt or payment details to see whether you selected an instant euro credit transfer—not an ordinary transfer or a future-dated instruction. Note the status label, submission time, amount and transaction reference.
- Check your balance and transaction list. See whether the sending account was debited and whether the provider has marked the payment rejected, pending or completed. A debit is useful information, but it is not by itself proof that the recipient received the funds.
- Contact the sending provider through an official channel. Use its app, secure message service or published phone number. Ask whether the instruction was accepted, rejected or completed, and request the transaction reference and any action required. Do not share passwords, full login credentials or one-time codes with anyone claiming to investigate.
- Ask the recipient to check with their provider. If they cannot see the money, they can ask their receiving provider to search for an incoming transfer using the amount and reference.
Wait for confirmation that the original payment failed or was reversed before retrying. This avoids creating a duplicate transfer if the first one is still being processed or has already reached the recipient.

What EU rules require for covered instant euro transfers
Regulation (EU) 2024/886 sets a 10-second interval for covered instant credit transfers in euro. The receiving provider must make the funds available to the payee within 10 seconds of receiving the payment order and confirm completion to the sending provider; the sending provider must then tell the payer whether the funds were made available. Read Regulation (EU) 2024/886.
If the sending provider has not received confirmation that the funds were made available within 10 seconds, it must immediately restore the payer’s account to the position it would have been in had the transaction not occurred. This is a provider obligation, not a way to infer the outcome from a customer-facing status screen. Check your account and ask the provider to clarify the transaction before paying again.

Why a payment may be rejected
A rejection can have different causes, and the rules do not establish one universal explanation. Ask the provider for the specific reason and what you need to do next.
Your instant-payment limit
A provider may reject an order that exceeds an instant-payment limit set by the customer, such as a per-payment or daily cap. In that case, it must notify the customer and explain how to change the limit. Check the limit in your provider’s app or ask support how to adjust it before submitting a new instruction.

A fraud or security check
Do not assume that every rejection labelled or described as suspected fraud is automatically justified or automatically unlawful. The European Commission says the Instant Payments Regulation itself does not specify the conditions for rejecting a payment on that basis; other payment-services rules may also apply. Ask the provider to state the reason and any required verification or next step. See the European Commission’s implementation clarification.

Payee-name or account-detail mismatch
Payee verification compares the name supplied for the payee with the account identifier before you authorise a transfer. If the result is a mismatch or near-match, pause. Confirm the recipient’s name and IBAN or other account details using a contact method you already trust; do not rely on a new message or call that might be fraudulent. Verification is free, and the ECB says it applies to both standard and instant transfers. Read the ECB’s instant payments overview.

Check whether the provider’s deadline applies
The obligations took effect in stages, depending on the country and type of payment provider. For providers covered by the euro-area milestones, receiving obligations applied from 9 January 2025 and sending obligations from 9 October 2025. Deadlines for providers in non-euro-area EU countries and for electronic money and payment institutions extend later, in some cases into 2027. The rules also include a later provision for certain transfers from accounts denominated in a non-euro national currency outside business hours.
These dates do not mean every bank and payment institution across the EU had identical obligations at the same time. The European Central Bank’s implementation timeline explains the staged dates: ECB instant payments overview. If timing is central to your complaint, ask your provider which requirements apply to it and to your particular transfer.

When and how to complain
- Make a formal complaint to the provider. Use its published complaints process and clearly state what happened, when you sent the payment, and what resolution you are seeking.
- Keep a record. Save the payment reference, receipt, relevant account statement or screenshots, dates, and copies of messages or complaint responses.
- Escalate if the provider does not resolve it. Follow the competent national complaint or dispute-resolution route for the country where the provider operates. The appropriate body depends on the country and provider; the European Commission’s country information can help identify consumer complaint routes: FIN-NET: resolving disputes with financial-services providers.
Instant-payment fees
A provider cannot charge more for an instant euro transfer than it charges for the corresponding ordinary credit transfer. Payee verification must also be free. If you believe you were charged more, include the fee and the comparable ordinary-transfer charge in your complaint.
