Start by disconnecting the VPN and testing an ordinary webpage. If the page still will not load, fix the hotel, airport, café, cellular, or other network first; a VPN cannot create an internet connection that is not there. If browsing works only when the VPN is off, complete any Wi-Fi sign-in portal, then try a different VPN server or supported protocol. Finally, test a second network, such as cellular data or a personal hotspot, to determine whether the failure is caused by the local network, your device, or the VPN service.
The sequence below separates the two problems travelers commonly confuse: the VPN will not connect and the VPN says connected but webpages fail. App labels and protocol choices differ between providers, Windows, macOS, iPhone, iPad, and Android, so use the closest equivalent setting in your app.

1. Establish whether the underlying internet works
Turn the VPN off temporarily and open a normal, non-sensitive website. This first test is recommended in ExpressVPN’s troubleshooting sequence because it identifies the failure domain without changing several settings at once.
- Nothing loads with the VPN disconnected: check the Wi-Fi association, cellular signal, data allowance, and the venue’s network. Restart Wi-Fi or cellular data, reconnect to the official network name, and try again.
- Pages load normally with the VPN disconnected: the local connection is usable. Continue with the VPN-specific checks below.
- Only some websites fail: test more than one ordinary page. A single site can be unavailable independently of the VPN.
Reconnect the VPN after this diagnosis. Disconnecting for a minute is a troubleshooting step, not a reason to browse sensitive accounts on an untrusted network.

2. Complete a hotel, airport, or café captive portal
Public Wi-Fi often withholds internet access until you accept terms, enter a room code, sign in, or pay. The VPN can start before that process is complete, but the portal may then be unable to redirect your browser. The UK National Cyber Security Centre explains: To use a captive portal, the device is required to establish a direct connection from a web browser to the portal before it has established a VPN connection.

Use this order at a new venue
- Disconnect the VPN and any proxy setting that routes browser traffic elsewhere.
- Join the venue’s official Wi-Fi network. Confirm the spelling with reception, an airport sign, or the café staff; similarly named networks can be fraudulent.
- Open a browser and visit a simple page to trigger the redirect. Mozilla describes this behavior and recovery steps in its captive portal documentation.
- Read the portal’s address, certificate warning, and payment or credential request. Do not enter information into a page the venue cannot verify.
- Accept the legitimate terms or complete the required login. Then open another ordinary page to confirm that internet access works without the VPN.
- Reconnect the VPN and test the connection again.
Where your device offers a captive-portal assistant, prefer it to an unfamiliar full-screen login page. The NCSC notes that the assistant is designed for this direct sign-in stage. Never bypass a venue’s payment or access policy.
If the login page does not appear
- Disconnect and reconnect to Wi-Fi to obtain a fresh session.
- Open a new private/incognito window and visit a page that is not bookmarked or cached.
- Restart the phone or computer if the network remains associated but no redirect occurs.
- Forget the network and rejoin only after confirming its official name and instructions.
- Ask the venue whether its portal is down or whether it limits the number of connected devices.
These refresh steps are consistent with Mozilla’s guidance. If the portal works only when the VPN is off, that is normal for many captive networks; reconnect after authorization rather than leaving the VPN disabled.

3. When the VPN connects but pages will not load
A connected status means the app established a tunnel; it does not prove that the tunnel can carry usable web traffic on that particular network. Work through one change at a time.

Try another server location
Disconnect, select a different nearby or provider-recommended server, and reconnect. A server can be temporarily unavailable or overloaded even when the rest of the service is operating. If one location works and another does not, keep the working location for the trip and report the failed location to the provider.
Change the protocol only when the app supports it
Leave protocol selection on Automatic first. If automatic connection fails or browsing stops immediately after connection, open the provider’s connection or protocol menu and choose another supported option. The names and availability are provider-specific.

After changing a protocol, reconnect fully rather than leaving two connection attempts running. If the new setting fails, return to Automatic or the last setting that worked.
Check for a local kill switch or routing conflict
Some VPN apps stop all traffic when their tunnel is unavailable. If the app offers a kill-switch, always-on, or block-without-VPN setting, read its status while diagnosing. Temporarily allowing ordinary traffic can identify whether that setting is the reason pages are blocked, but restore your preferred protection immediately after the test. Do not assume the label or behavior is identical across apps.

4. Rule out app, account, and device causes
Update and verify the VPN app
- Install the latest version offered by the provider’s official app store or download channel.
- Sign out and back in only if the app shows an account or authentication error.
- Confirm that the subscription, trial, or device allowance is active. An expired account can look like a network failure.
- Force-close and reopen the app, then restart the device if its connection state appears stuck.
Do not install an unfamiliar replacement app from a pop-up or a search advertisement while traveling. Use the provider’s documented support channel if the official app will not update.
Correct the device clock
Set date, time, and time zone automatically. A badly incorrect clock can invalidate certificates and account tokens even though Wi-Fi itself works. Reconnect after the clock has synchronized.
Inspect firewall, antivirus, proxy, and network settings
Desktop security suites, endpoint firewalls, browser proxies, and device-wide proxy settings can intercept or reject VPN traffic. Apple specifically includes third-party VPN and security software among the causes to review in its Wi-Fi troubleshooting guidance.

- Look for duplicate VPN profiles and remove only profiles you recognize and no longer need.
- As a short diagnostic, pause a security product’s network-filtering component and test once.
- Immediately restore protection. If the test proves interference, follow the security vendor’s or VPN provider’s instructions for an approved exception rather than leaving defenses disabled.
On iPhone or iPad, also try forgetting and rejoining the Wi-Fi network, restarting the device, and following Apple’s current reset guidance if ordinary Wi-Fi remains unreliable. Menu wording changes with iOS and iPadOS versions, so use the labels shown on your device.

Android always-on behavior
Android can display a persistent notification when an always-on VPN cannot connect. Google’s Android VPN instructions explain where that status appears. Open the VPN settings, identify the active profile, and decide whether always-on behavior is required for your trip. If you disable it to complete a captive portal or diagnose connectivity, re-enable it afterward if that is your intended protection.

Try cellular data or a personal hotspot if available. Proton’s Windows troubleshooting and ExpressVPN’s connection guidance both use a second network as an isolation test.

A hotspot is a diagnostic alternative, not a guaranteed cure. It may have data limits, roaming charges, weak signal, or its own filtering.

VPN availability and legal treatment differ by country, network, and date. A provider’s anti-blocking mode may fail, and changing protocols is not permission to violate local law or a hotel’s terms. Follow current travel advisories, the provider’s destination-specific guidance, and the network operator’s rules.
If standard checks fail in a highly censored location, contact the VPN provider through its official support route. ExpressVPN specifically advises support contact in that situation. Do not promise yourself that any VPN will work in every country, and do not enter credentials into an unverified portal while trying to regain access.
7. A pre-departure and arrival checklist
Before leaving
- Update the VPN app and your phone or computer.
- Sign in once and confirm the account is active.
- Learn where the app’s server, protocol, always-on, and kill-switch controls are located.
- Save the provider’s official support address for offline access.
- Enable automatic date and time.
- Keep a cellular-data or hotspot fallback and understand roaming limits.
At each new public Wi-Fi network
- Verify the network name with the venue.
- Connect with the VPN temporarily off.
- Complete the captive portal in the browser or portal assistant.
- Confirm ordinary internet access.
- Reconnect the VPN, then test a normal page.
8. When to stop troubleshooting and ask for help
Contact the network operator when the portal is unavailable, the official Wi-Fi has no internet even without a VPN, or the venue confirms a VPN restriction. Contact the VPN provider when the app fails across Wi-Fi and cellular, the account will not authenticate, every server and supported protocol fails, or the provider reports an outage. Include your operating system and version, app version, approximate location, network type, whether the portal was completed, the server and protocol tried, and the result of the second-network test. Avoid sending passwords, recovery codes, or payment details in a support ticket.
The fastest safe path is therefore conditional: restore ordinary internet first, authorize public Wi-Fi directly, reconnect the VPN, then vary one VPN or network factor at a time. This method tells you whether you are facing a dead connection, an unfinished portal, a blocked protocol, a device conflict, or a provider-side failure without leaving security software disabled or assuming that a single setting works everywhere.
