Stop digging, leave the object and surrounding soil in place, photograph and note the location, then contact the heritage or archaeology authority responsible for your property. Do not clean, move, sell or claim the artifact until that authority explains the local rules. Private ownership of the land does not by itself determine ownership of an artifact, permission to disturb a site or a reporting deadline.
What should you do if you find an artifact?
Use this sequence for an accidental discovery during gardening, construction, farming, landscaping or utility work:

- Stop ground-disturbing activity in the immediate area. Put down shovels, machinery and other tools. Ask other people to stay clear so the find and its layers are not damaged.
- Leave the object and its context alone. Do not pull it out, dig around it, turn it over, wash it, brush it, glue it or dismantle nearby walls, foundations or structures.
- Record what you can see without touching anything. Photograph the object where it lies, then take wider photographs showing the ground, nearby structures and landscape. Write down the date, time, exact location, work being done, depth or surface position and visible soil, stones, vegetation or other objects.
- Report the discovery promptly. Contact the heritage, archaeology or cultural-resources authority for the jurisdiction in which the property lies. Explain whether the find could be human remains, a historic object, an Indigenous cultural item, a fossil, ammunition or another hazard.
- Wait for instructions before resuming work. The authority may define a protected area, request additional photographs, arrange a visit, require a permit or direct you to another agency.
These are safe first actions, not a universal legal code. Official rules differ by country, state, province, land category and type of discovery. The Province of British Columbia’s Archaeology Branch states, “Please do not disturb any archaeological finds or remains that you may encounter.” Its guidance was last updated June 22, 2026. Queensland’s government similarly says, “Relatively recent and/or small finds can be important—if in doubt, report your find,” on a page reviewed June 6, 2025.

Why the surrounding ground matters
An artifact is evidence not only because of its material but also because of where it was found. Its depth, soil layers, relationship to other objects, building remains, paths, burials and landscape features can establish date, use and cultural significance. Removing a single item can destroy information that cannot be recovered. Treat the whole immediate area as potentially significant until an authorized specialist assesses it.

What not to do
- Do not excavate to look for more objects.
- Do not use a metal detector, probe, sieve or machinery around the discovery.
- Do not clean adhering soil or corrosion; residue can contain evidence and cleaning can damage fragile surfaces.
- Do not separate an object from associated fragments, bones, charcoal, ceramics or structural material.
- Do not post the exact location publicly. Publicizing a site can attract unauthorized digging or theft.
Finnish Heritage Agency guidance specifically advises against digging or dismantling, says finds should be delivered uncleaned with adhering material left in place, and recommends avoiding unnecessary handling. Until local officials tell you otherwise, place a temporary barrier around the area rather than covering, relocating or “protecting” the object yourself.
Document the discovery without disturbing it
Photographs
Take clear photographs in natural light if possible. Include one close view and several wider views that show the object’s position in relation to fixed features such as a building corner, fence, tree or road. A ruler or other scale can be included only if it can be placed without touching or moving the find; otherwise photograph without a scale and say so in your notes. Keep the original files and preserve their metadata.
Written notes
Record the property address, coordinates if safely available, date and time, finder’s name and contact details, and the work that exposed the object. Describe the visible material, color, shape and approximate size without attempting to assign an age or purpose. Note whether anything appears attached, broken, burned, buried, waterlogged or associated with human or animal bone. Newfoundland and Labrador guidance asks finders to note exactly where and when the discovery occurred. Finnish guidance also requests descriptions of terrain, soil, structures and surrounding vegetation, an exact location and photographs.

Who should you call?
Start with the government heritage, archaeology or cultural-resources office for the property’s location. The correct route depends on what was found and which government owns or administers the land. Some jurisdictions use separate contacts for Indigenous cultural heritage, non-Indigenous archaeology, fossils, shipwreck material and human remains.
When you call or write, say that you have stopped work and need instructions for a possible archaeological discovery. Provide the location and photographs, but do not guess an age, value or cultural affiliation. Ask for the official case or reference number, the boundaries of any no-work area, whether a site visit is required, and what written authorization is needed before work resumes.
Queensland illustrates why the category matters: its guidance routes First Nations cultural heritage, non-Indigenous archaeological artifacts, fossils and human remains through different contacts. Follow the route given for your specific find rather than sending the same object to several agencies or posting it online for identification.

If the discovery may be human remains
Possible human remains require an immediate, separate response. Stop all activity, keep people and animals away, and do not touch, move, clean or expose more of the remains. Contact local police or the emergency authority and the relevant heritage authority immediately, following local instructions.

- In British Columbia, the Archaeology Branch asks people to report possible human remains immediately and not disturb them; it says the branch will notify the Coroner’s Office and local policing authority.
- Queensland directs people to notify police immediately when remains are discovered during development or similar work.
- Michigan guidance says to stop activity and contact local law enforcement and the State Historic Preservation Office for finds on private or federal land, or the state natural-resources department for state land.
These are examples, not a universal call sequence. Police or emergency services may need to determine whether the discovery is forensic, archaeological or a safety threat. Do not make that determination yourself.
If an object could be unexploded ammunition or another immediate physical hazard, evacuate the area, keep others away and contact emergency services. Never handle, strike, open or transport it. The agencies and procedures for explosive hazards vary, and the heritage-reporting process should not delay a safety response.
Can you keep an artifact found on your property?
Do not assume that owning the land means owning the object. Laws may distinguish between the artifact, the archaeological site, the soil, public or private land, Indigenous rights, shipwreck material and human remains. Reporting duties can apply even when an object is small, recent-looking or found on privately owned land.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Jurisdiction | Relevant rule or example | What a finder should do |
|---|---|---|
| British Columbia, Canada | Archaeological sites on public and private land are protected under the Heritage Conservation Act, whether known or unknown, and may not be altered without a permit. | Stop disturbance and contact the Archaeology Branch before changing the site or resuming work. |
| Newfoundland and Labrador, Canada | Archaeological artifacts are Crown property held in trust for provincial residents. They cannot be sold, traded, bequeathed or taken out of the province without permission. | Cease activity in the area immediately and report the find; do not retain or transfer it without authorization. |
| Michigan, United States | State Historic Preservation Office guidance says reporting a site does not affect private landownership, while rules differ for artifacts on federal, state, tribal and private land. | Report the site and ask which land-status and artifact rules apply; do not infer ownership from the report itself. |
| England and Wales | Treasure must be reported to a Finds Liaison Officer within 14 days. Wreck material must be reported to the Receiver of Wreck within 28 days. Scotland and Northern Ireland have different rules. | Use the applicable reporting route and deadline for the material and nation; do not apply the England-and-Wales deadlines elsewhere. |
| Finland | Fixed archaeological remains and certain objects or fragments at least 100 years old must be reported without delay. | Leave the find uncleaned and in place where possible, document it and notify the Finnish Heritage Agency or the responsible local authority. |
| Queensland, Australia | Potentially important artifacts relating to non-Indigenous history must be reported. The site must not be disturbed for 20 working days unless written permission is given, and fines apply for failure to report a discovery. | Stop work, report promptly and obtain written permission before disturbing the area during the specified period. |
The table shows why a definitive “yes” or “no” answer is unsafe without your location and the nature of the find. Ask the responsible authority whether you may keep, document, transfer, display or dispose of the object. Until you receive an answer, do not sell it, list it online, give it away, take it across a border or send it for private appraisal.

Deadlines and protected areas are local
There is no universal reporting deadline. Queensland’s 20-working-day no-disturbance period, England and Wales’ 14-day treasure deadline and 28-day wreck deadline, and Finland’s “without delay” requirement apply only within their stated legal systems and categories. Newfoundland and Labrador’s instruction to cease activity immediately is different again. Waiting to identify an object independently can cause you to miss a local deadline or damage a protected site.
Report promptly even when the object appears ordinary. Tell officials if weather, erosion, construction scheduling or public access makes the location vulnerable. Ask whether you may secure the area temporarily, whether a professional archaeologist must inspect it, and whether a permit or written clearance is required for work outside the initial find spot.
Resuming construction, gardening or excavation
Do not restart simply because the object has been photographed or because no one has called back. Obtain clear instructions from the authority responsible for the property. The answer may be a written release, a permit, an archaeological assessment, a revised work plan, monitoring by a qualified archaeologist or a larger protected boundary.

- Report any new artifacts, structures, bones or soil changes immediately rather than treating them as part of the original discovery.
- Resume only within the limits and timing the authority specifies.
Additional discoveries can change the assessment. A single object on disturbed topsoil may be treated differently from a concentration, intact layer, burial, building foundation or Indigenous cultural site.

When to seek professional archaeological help
A government authority may identify the appropriate specialist, request an archaeological assessment or provide a protection plan. Michigan State Historic Preservation Office guidance notes that its archaeologists can assist with identification and protection plans. Newfoundland and Labrador describes private consulting archaeologists as professionals who conduct impact assessments.
Do not hire someone to excavate first and report later. If you need a consultant because of a planning deadline, insurance requirement or large construction project, ask the heritage authority which qualifications, permits and scope of work are acceptable. A consultant’s role is to work within the legal directions for the site, not to remove material for private collection.
Common mistakes that create legal or preservation problems
- “It is on my land, so it is mine.” Site-protection and Crown-ownership rules can override that assumption.
- “It looks modern.” Queensland specifically warns that relatively recent or small finds can be important.
- “I will clean it so officials can identify it.” Cleaning can destroy evidence and damage the object.
- “I only moved it a few inches.” Even small movements can erase its relationship to soil layers and associated material.
- “The contractor can work around it.” Vibration, drainage, grading and access can damage a wider site.
- “I will post it online for an expert opinion.” Public attention can expose the location to theft and unauthorized digging.
The safest approach is conservative: preserve the context, document what is visible, report promptly and follow written local instructions.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →What information the authority will need from you
Prepare a concise report that answers who, what, where, when and what happens next. Include the property address and land status if known; the finder’s contact details; the date and time; the activity that exposed the material; whether anyone has touched or moved it; photographs; and whether work is stopped. Mention possible human remains, Indigenous cultural material, fossils, shipwreck material or hazards immediately because those categories can change the contact route.
Authorities may ask for permission to visit, additional images or a description of earlier disturbances. Answer factually and preserve the original notes. Do not promise contractors, neighbors or buyers that the object can be kept or that work can continue until the authority confirms it.
The practical rule to remember
A historic discovery is a preservation and reporting issue before it is a collecting opportunity. Stop disturbing the area, leave the object and its context intact, document it from where it lies, contact the responsible local authority and wait for permission or instructions before continuing. The exact deadline, ownership outcome and agency depend on your jurisdiction and the type of material found.
