Watch for children and other pedestrians, and follow any directions from an officer or other authorized person. Then check the official rules for the state or locality where it happened; there is no single nationwide post-incident reporting procedure or guaranteed way to change the legal outcome.
First, make the area safer
Do not try to undo the pass with an abrupt maneuver. A sudden stop or reverse in a live lane can cause another crash. If you can pull over or stop safely and lawfully, do so; otherwise, continue predictably and stay alert for children who may still be near the bus or crossing the road.

If there was a collision or someone may be injured, contact emergency services. If an officer or other authorized person is directing traffic, follow their instructions.
Check what the bus signals meant
NHTSA says that yellow flashing lights mean a bus is preparing to stop: slow down and be ready to stop. Red flashing lights and an extended stop arm mean the bus has stopped for children boarding or leaving. Drivers should wait until the red lights stop flashing, the arm is withdrawn, and the bus begins moving before proceeding. Find the rules for where it happened
Do not assume the same rule applies to every road layout. State laws can differ on when traffic approaching from the opposite direction must stop, particularly on divided or multi-lane roads. The legal definition of a divided highway may also vary. For example, Pennsylvania instructs motorists following or traveling alongside a bus to remain stopped until the red lights stop, the arm retracts, and children have reached safety. Wisconsin says drivers must stop at least 20 feet from a bus flashing red warning lights and that a missing extended stop arm alone does not justify passing when the red lights are flashing. Check whether you need to report or respond to a notice
The national guidance does not establish a universal requirement to call police after an accidental pass, a national reporting deadline, or a voluntary-reporting option that prevents a citation. States also differ in who may report a violation, what evidence may be used, and how enforcement works. Consult the official state DMV or transportation agency guidance, or contact local law enforcement for instructions specific to the place and circumstances. If you receive a notice, use the issuing authority’s official instructions and deadlines rather than relying on general online claims about fines or criminal charges.

Why the rules are enforced
NHTSA, citing the 2023 NASDPTS survey of school-bus drivers, reports an estimate of more than 43.5 million illegal school-bus passing events in the United States during the 2022–2023 school year.
