If Windows Update is not offering Windows 11, first determine which of four situations applies: updates for your current Windows version are still pending, the PC fails a Windows 11 requirement, Microsoft has not reached your device in the rollout, or a compatibility safeguard is temporarily blocking the upgrade. Install pending updates, check eligibility with Microsoft’s tools, and follow any safeguard guidance before trying a manual installer.
Being eligible does not guarantee an immediate offer. Microsoft stages upgrades by device and reliability factors, so a compatible PC may legitimately wait. Do not assume that Installation Assistant or installation media will bypass a safeguard hold, and back up your files before any upgrade.

Start with the four possible causes
| What you see | Most likely explanation | Correct next move |
|---|---|---|
| Windows Update offers only updates for your current version | Those updates may be required before the feature upgrade appears. | Install everything offered, restart, and check Windows Update again. |
| PC Health Check or Windows Update reports a failed requirement | The computer is not currently eligible for the supported upgrade path. | Identify the failed component or firmware setting. Remediate it only if the hardware can genuinely meet the requirement. |
| The PC is eligible but no Windows 11 offer appears | Microsoft’s staged rollout has not reached the device yet, or a safeguard hold applies. | Check the Windows Update message and Microsoft release-health information; wait if no corrective action is listed. |
| A manual installer is available but Windows Update still has no offer | Manual installation is a separate route, not proof that the device is ready for Microsoft’s rollout. | Prefer the Windows Update offer. If you proceed, use an official method, verify eligibility, and choose upgrade rather than clean install unless you intend to erase the PC. |
1. Install pending updates and restart
On Windows 10, open Settings > Update & Security > Windows Update. Select Check for updates, install every update offered for the Windows version currently installed, and restart when prompted. After the restart, return to the same page and check again for the Windows 11 upgrade.
Recommended Free Tools
Microsoft’s preparation guidance says the feature upgrade may not appear until updates for the current Windows version have been installed. A restart matters because servicing operations can remain incomplete until Windows boots again. If several update cycles are offered, complete each cycle before judging whether Windows 11 is missing.

2. Check whether the PC is eligible
Run Microsoft’s official PC Health Check app, or use the eligibility assessment shown in Windows Update. The result should identify a specific failed requirement rather than simply saying that Windows 11 is unavailable.
Windows 11 baseline requirements
| Component | Microsoft’s published baseline | Important qualification |
|---|---|---|
| Processor | 1 GHz or faster, with two or more cores | The processor must also appear on Microsoft’s approved CPU list. Clock speed alone is not enough. |
| Memory | 4 GB RAM | This is a minimum requirement, not a promise of good performance with demanding software. |
| Storage | 64 GB or larger | Additional free space may be needed for downloading, staging, and temporarily rolling back an upgrade. |
| Firmware | UEFI firmware with Secure Boot capability | The relevant issue may be firmware mode or configuration, not merely whether a motherboard has a Secure Boot option. |
| Security hardware | TPM 2.0 | Some systems have a compatible TPM disabled in firmware; changing firmware settings should be done only when you understand the consequences. |
| Graphics | DirectX 12-compatible graphics with WDDM 2.0 driver support | Graphics and driver support must satisfy Microsoft’s compatibility checks. |
| Display | An adequate high-definition display is required | Windows 11 also has feature-specific requirements beyond the general minimums. |
The Windows Update upgrade route requires Windows 10 version 2004 or later. The figures above are Microsoft’s minimums, not a complete list of requirements for every Windows 11 feature and not a performance recommendation.
What to do when a requirement fails
- Unsupported CPU: Check the exact processor model against Microsoft’s approved list. A faster processor that is not on the list does not become supported merely because it exceeds the GHz minimum.
- TPM 2.0 or Secure Boot: Read the PC or motherboard manufacturer’s firmware instructions before changing settings. Enabling security features can affect encryption, boot configuration, or older operating systems.
- Insufficient RAM or storage: Upgrading hardware may solve the capacity issue, but it will not make an unsupported processor eligible.
- Graphics or display failure: Verify that the hardware and its driver can meet the stated DirectX and WDDM requirements.
If the processor or another non-upgradable component is outside Microsoft’s supported list, treat the device as ineligible for the supported upgrade path. Microsoft identifies replacing it with a qualifying PC as an option; do not describe an unsupported installation as equivalent to a supported Windows 11 upgrade.

3. Understand “eligible but not offered”
Microsoft says the timing of a Windows 11 offer varies by device. Rollout decisions take compatibility and reliability information into account, so two PCs with similar specifications can receive the offer at different times.
Look for a safeguard hold
A safeguard hold is a temporary block applied when Microsoft knows that a feature update could cause a problem on a particular device, driver combination, application configuration, or other setup. Microsoft describes the purpose directly: “Safeguard holds prevent a device with a known issue from being offered a new feature update.”
If Windows Update shows “Coming soon: Upgrade to Windows 11” with a “Learn More” option, open it. Microsoft says that page can provide a customized summary of safeguard holds affecting the device. Follow the linked device-specific information and Microsoft’s Windows release-health guidance instead of repeatedly forcing the installer.

Hold duration is not fixed. Microsoft lifts a hold after the originating issue is resolved and the device is considered ready. A manual installer should not be treated as a guaranteed way around that protection.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Allow time after hardware changes
After a hardware change, Microsoft says the eligibility display may take up to 24 hours to refresh. That refresh delay is separate from rollout timing: even after the eligibility result changes, Microsoft may still wait before offering the upgrade.
4. Choose an installation route deliberately
Microsoft recommends waiting for Windows Update to offer Windows 11 before using Installation Assistant. The assistant can be used before an offer, but it first checks hardware eligibility and may direct you to PC Health Check for more information. An eligibility pass still does not establish that a safeguard has been cleared.

| Route | When it fits | Effect on files and apps | Risk or limitation |
|---|---|---|---|
| Windows Update offer | The supported, staged upgrade path for an eligible device. | Designed as an in-place upgrade that preserves the existing installation. | You must wait for Microsoft’s rollout and any safeguard hold to clear. |
| Installation Assistant | An official manual option when the device passes Microsoft’s checks and you have a reason not to wait. | Can perform an upgrade of the existing installation when used as directed. | It may refuse the device or send you to PC Health Check; it is not a promise that rollout protections are bypassed. |
| Installation media used to start an upgrade inside Windows | Useful when you need an official installation source and intend to retain the current installation. | Choose the upgrade option to keep compatible files, settings, and apps. | The choices shown by Setup matter; selecting the wrong option can change what is retained. |
| Installation media used after booting from USB or other media | A clean installation for a deliberately rebuilt PC. | Erases files and installed apps on the target installation. | It is destructive unless you have a verified backup and deliberately want a fresh start. |
Back up before installing
Make a current backup before any Windows version upgrade. You can use an existing cloud or local backup; an external USB drive is optional, not a requirement. Confirm that important documents, photos, browser data, encryption recovery keys, and application installers or licenses are actually recoverable.
Do not confuse an in-place upgrade with a clean install. Starting Setup while logged in to Windows and selecting the option to keep files and apps is different from booting from installation media and deleting partitions. The latter removes files and installed applications from the target Windows installation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors5. Use Windows 10’s current support status in your decision
Microsoft states that Windows 10 support ended on October 14, 2025. As of that date, Microsoft no longer provides free software updates through Windows Update, technical assistance, or security fixes for Windows 10 under the normal support arrangement.
That status changes the practical choice for a reader whose PC is ineligible or still waiting. Continuing to use the computer is possible, but it no longer carries the protection of regular free security fixes. If the hardware cannot meet Windows 11’s supported requirements, compare the risks of retaining the unsupported Windows 10 installation with moving to a qualifying replacement PC rather than relying on an unofficial bypass.
A safe decision sequence
- Open Windows Update and finish all updates offered for the current Windows version.
- Restart, then check Windows Update again.
- Run PC Health Check or the Windows Update eligibility assessment.
- If a requirement fails, identify whether it is a fixable configuration issue or an unsupported hardware limitation.
- If the PC is eligible but no offer appears, inspect the “Coming soon” and “Learn More” information for a safeguard hold.
- Check Microsoft’s Windows release-health guidance for the affected device or driver and wait when a hold is active.
- After a hardware change, allow up to 24 hours for the eligibility display to refresh before interpreting the result.
- When you decide to install manually, back up first and choose an in-place upgrade rather than a clean install unless erasing the PC is intentional.
Common mistakes to avoid
- Assuming compatibility means immediate availability: eligibility and rollout timing are separate decisions.
- Repeatedly pressing “Check for updates” while a safeguard is active: the hold exists to prevent a known compatibility problem.
- Changing firmware settings without a recovery plan: TPM, Secure Boot, encryption, and boot-mode changes can affect access to an existing installation.
- Using minimum specifications as a performance target: 4 GB of RAM and 64 GB of storage satisfy published minimums but do not guarantee a comfortable workload.
- Booting installation media without reading Setup choices: a clean install can erase files and applications.
- Following advice that still describes Windows 10 support as ending in the future: the normal support end date was October 14, 2025.
When waiting is the correct fix
If current updates are installed, PC Health Check reports eligibility, and Windows Update identifies no actionable failure, the absence of an offer can simply mean the rollout has not reached the device. If a safeguard message appears, waiting for Microsoft to resolve the underlying issue is the supported response. Installation Assistant and installation media are tools for a deliberate, backed-up installation decision—not evidence that an offer delay should be forced.
