What to Do if FortiGate Users Are Locked Out After a Security Incident

Treat a post-incident FortiGate lockout as possible compromise. Preserve evidence, identify any remaining authorized access, and choose recovery for the exact model and FortiOS release.

If FortiGate administrators are locked out after a security incident, treat the device as potentially compromised: contain access and preserve logs and backups before attempting a reset or firmware reload. First determine whether another authorized administrator or management path still works. The recovery route depends on the FortiGate model, whether it is a physical appliance or VM, and its FortiOS version.

Contain the incident and preserve evidence first

Involve your incident-response lead or qualified security staff before changing access if possible. Record the FortiGate model and FortiOS version, and preserve available logs, backups, and diagnostic outputs before reformatting or reloading firmware. Fortinet’s guidance for compromised hosts specifically recommends preserving these materials before those actions: Fortinet’s compromised-host response steps.

For suspected credential compromise, Fortinet recommends terminating active administrative and VPN sessions and resetting Fortinet VPN and administrative passwords. Coordinate those steps with the response lead: they can disrupt users and may affect evidence collection. Do not assume the lockout itself proves an attacker changed the password; it may also reflect an account, configuration, or management-access issue.

Find out which authorized access paths still work

Check whether an authorized administrator can reach the management GUI, SSH, console, FortiManager, or another approved management route. If one path works, use it to investigate rather than immediately resetting the appliance. Look for unfamiliar administrator accounts, unexpected configuration changes, and signs that management access was restricted. Use a trusted administrative system and supported account-management procedures for the installed FortiOS version.

Fortinet FortiGate-70G Firewall for Branch and Small Offices with 10 Gigabit Ethernet RJ45 Ports (FG-70G)
  • Next-generation firewall for small office and branch security with NGFW, IPS, and web filtering built in
  • Secure SD-WAN improves cloud and SaaS performance while maintaining consistent security policy
  • Deep visibility with SSL inspection and application control to identify and govern encrypted traffic
  • Simple deployment and centralized management via FortiGate Cloud or FortiManager
  • Seamless integration with FortiSwitch and FortiAP for a unified, secure wired and wireless network

FortiOS behavior varies by release. For example, Fortinet’s FortiOS 8.0.0 documentation says password policy is enabled and enforced by default starting in FortiOS 7.6.5; that detail should not be generalized to every installation. Consult the documentation for the exact release: Fortinet’s default administrator password documentation.

Choose recovery based on access, device, and evidence

Situation Safer next step Main consideration
Another authorized administrator can log in Investigate accounts and configuration, then rotate credentials using supported account management. Preserve logs and coordinate containment before changing sessions or passwords.
No authorized administrator can log in Consult the exact model and FortiOS release documentation and contact Fortinet support or qualified response staff before destructive recovery. The documented lost-password route may require physical access and a TFTP firmware reload.
Recovery may require a reset or reload Preserve diagnostic data and identify a trusted, compatible configuration backup before proceeding. A firmware reload can reset configuration; a backup may be encrypted and require its password.

Fortinet distinguishes configuration backup and restore from factory reset. Its FortiOS 7.4.5 documentation describes backup and restore options, including local or USB storage and, in supported contexts, management-server or CLI paths. It also documents execute factoryreset as a reset to factory defaults and execute factoryreset2 as a reset that preserves management access under specified conditions. These are consequential operations, not routine password fixes. Review the conditions for your release in Fortinet’s configuration backup and reset documentation.

Do not rely on the old maintainer-account procedure

Fortinet says the maintainer account used after a hard reboot was removed beginning with FortiOS 7.2.4. Its lost-password guidance describes physical access and a TFTP firmware reload; the reload resets the configuration. Procedures may differ between physical appliances and VMs, so confirm the exact model and release rather than trying a generic bypass. See Fortinet’s notice on removing the maintainer account.

A saved configuration may help restore service only if it is trusted, suitable for the device and firmware, and you have any required encryption password. A console connection may be needed for the documented physical-device recovery path, but Fortinet’s cited guidance does not specify one universal cable, interface, or terminal setting. Verify those details for the appliance model before sourcing equipment.

Validate the firewall and connected environment after access returns

Fortinet’s June 19, 2026 analysis of a reported credential-harvesting campaign recommends terminating administrative and VPN sessions, resetting passwords, enabling MFA, checking firewall and VPN configuration against a known-good baseline, reviewing logs for unexpected administrator access or unauthorized changes, and reducing management exposure. Fortinet characterized that reported activity as reuse of previously compromised credentials and brute-force attempts, not a new Fortinet vulnerability. That description applies to the reported campaign; it does not establish the cause of every lockout. Read Fortinet’s June 19, 2026 analysis.

  • Reset administrative and VPN passwords, and enable MFA where supported.
  • Compare firewall and VPN settings with a known-good configuration; investigate unexpected accounts, access, and changes.
  • Based on incident findings, rotate other exposed secrets, such as VPN shared secrets or identity-service credentials.
  • Reduce management exposure and check Fortinet’s current PSIRT notices before selecting a supported FortiOS release and upgrade path for the exact model.
  • If the internal network may also be compromised, contact Fortinet support or qualified incident-response staff.

Put the reported credential exposure in context

CISA’s alert, revised June 22, 2026, describes leaked credentials associated with approximately 74,000 Fortinet devices, including firewalls and VPN gateways. That figure concerns the specific reported credential-exposure campaign; it is not an estimate of how many FortiGate devices are generally compromised. See CISA’s Fortinet credential exposure alert.
