PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Outdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchIf your AI GPU order is delayed for export-control checks, ask the seller or exporter what specific review is holding it, whether a BIS license application has been registered, what information is outstanding, and when you should expect the next update. The exporter—not usually a downstream buyer—is positioned to submit and track an application. A review hold does not by itself establish that a license is required, that the order will be denied, or when it will ship.
Why might an AI GPU shipment be held?
Export-control review can involve more than the GPU’s destination. The exporter may need to confirm the item’s export classification, screen parties to the transaction, understand the intended end use, and check where relevant companies are headquartered or where their ultimate parent is based. Restricted-party controls can apply to parties such as the applicant, purchaser, or consignee, not just the end user. Some end-use controls may also create a license requirement even when the item classification and destination alone do not. See BIS guidance on end-user and end-use controls.

For example, BIS guidance published May 31, 2026 describes a license requirement for certain advanced-computing exports to entities headquartered in Country Group D:5 or Macau, or whose ultimate parent is headquartered there—even if the entity itself is elsewhere. That is one transaction-specific rule, not evidence that it explains a particular order delay. The applicable result depends on the product and the complete transaction facts. Read the BIS guidance on the rule’s scope.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesOther possible causes include a classification review, restricted-party screening, missing documentation, an end-user or end-use review, a license application, or a carrier or customs issue. Ask which one applies rather than treating every “export hold” as a pending license.

What should I ask the seller or exporter?
Contact the seller’s export-compliance or order-support team and request a specific status update. These questions can help establish what is known and what action, if any, is needed from you:
- What precise check is holding the order: classification, restricted-party screening, end-user or end-use review, a license requirement, missing documentation, or a carrier/customs issue?
- Has the exporter determined the GPU’s ECCN or other export classification? Has it determined that a BIS license application is required?
- If an application was submitted, has BIS registered it? What is the application control number, current status, and date of the latest update?
- Has BIS or another reviewer requested information or an end-user/end-use certification? What exactly must I provide, and by when?
- Is the order still reserved? If review runs beyond the expected delivery window, what does the seller’s policy say about cancellation, refunds, or replacement?
The exporter may not be able to disclose every compliance detail, and seller procedures vary. Still, asking whether the issue is an application, a documentation request, or another kind of hold can make the update more useful.

How can I find out whether a BIS license is pending?
BIS directs applicants to submit license applications through SNAP-R and says application status can be monitored through STELA. The BIS page states: “Monitor the status of your export license application with System for Tracking Export License (STELA).” See BIS’s About Licensing page.
Because the exporter submits and tracks the application, a downstream buyer may not have access to its application details or be able to look it up independently. Ask the exporter to check STELA and share the registration date and status it can provide. If no application has been registered, ask whether the hold is for a different review or whether information is still needed before filing.

How long does an export-control review take?
BIS’s EAR Part 750 provides for initial processing generally within 9 days after a license application is registered. It also generally requires applications to be resolved or referred to the President within 90 calendar days of registration. These are regulatory processing timelines, not delivery estimates or a promise that a GPU will ship by a particular date. See EAR Part 750.
The rules exclude or pause certain periods, including applicant-agreed delays while additional information is provided and specified pre-license checks. Actual timing therefore depends on what review is underway, when registration occurs, and whether information or checks are outstanding. The 9- and 90-day periods do not tell you how long a seller’s internal review, carrier hold, or delivery will take.

What information should I provide—and what should I not change?
Respond accurately to reasonable requests for the actual destination, consignee, end user, intended use, and relevant company or ownership information. BIS identifies missing or incomplete destination and ownership information, unusual transaction parties, and apparent mismatches between a customer’s business and the item as potential red flags. Its advanced-computing guidance explains diligence and diversion concerns: BIS Industry Guidance to Prevent Diversion of Advanced Computing Integrated Circuits.
Do not conceal or alter the destination, substitute a consignee, omit an ultimate parent, split a shipment, route it through another country, or describe a different end use to get around screening. Under EAR Part 744, certain shipments already in transit may not proceed further after specified BIS notice unless BIS authorization is obtained. Whether a particular notice or restriction applies is fact-specific; see EAR Part 744.

What can you determine independently—and what remains unknown?
You can ask for the seller’s stated reason, request the status of any registered application, and check your order terms for the seller’s delivery, cancellation, refund, and replacement policies. Public BIS materials explain the general process, but they do not determine the classification of your specific GPU or the outcome of your shipment.
Without the model and classification, destination, transaction parties, end use, application record, and order contract, you cannot establish from the delay alone whether a license is required, whether an application will be approved, how long delivery will take, or whether you are entitled to a refund. Those conclusions require the facts of the transaction; contractual rights also depend on the order terms and governing jurisdiction.
If the seller offers an alternative, assess only documented details: confirmed availability, the exporter’s determination of classification and destination eligibility, compatibility with your workload, delivery timing, and the seller’s cancellation or refund terms. A different model, lower specification, or shipping route does not automatically avoid export controls.
