A Windows 11 Pro key only activates a matching edition, and the license must be valid for that device. Then run Windows’ Activation troubleshooter and follow the remedy for the current error code. If the issue followed a major hardware change, use Microsoft’s reactivation steps; if the key came with a PC, from a reseller, or through work, contact the party that manages that license.
Start with the edition and current error
- Press Windows key + R, type
winver, and press Enter to confirm Windows 11 and note its version and build. - Open Settings > System > Activation. Record the activation status, complete error code, and message before trying a fix. Microsoft notes that the code or message can change after another activation attempt, so use the code currently displayed.
- If you need to enter a key, choose Change product key and enter the 25-character code. A Windows 11 Pro key cannot license Home or another edition; the installed edition must match the key or digital license.
Windows may use a digital license rather than a key you can see. If Windows was reinstalled, the edition selected during setup may not match the edition attached to the device’s digital license. Microsoft explains activation options in its Windows activation guide.

Run the Activation troubleshooter
In Windows 11, go to Settings > System > Activation > Troubleshoot. You must be signed in as an administrator, and the troubleshooter appears only when Windows is not activated. Microsoft may also direct users through its current Get Help flow.
If the troubleshooter finds a digital license for a different edition, follow its guidance. A Pro license may allow an upgrade from Home to Pro; a Home license does not activate Pro, so the licensed Home edition must be installed to use that license. Match the error to the likely cause
Use Microsoft’s Windows activation error guide for the current code-specific instructions. These examples show why the exact code matters; they are not a complete list.

For a code not covered by the error guide, contact Microsoft support rather than applying a fix meant for a different error. Microsoft’s page also directs users to support if the troubleshooter cannot resolve activation.

If activation stopped after a hardware change
A digital license is associated with the device. A motherboard replacement or another significant hardware change can prevent Windows from finding the license it expects. Before a planned change, associate your Microsoft account with the digital license when possible. Afterward, open Settings > System > Activation > Troubleshoot and use the option indicating that hardware changed on this device. Follow Microsoft’s hardware-change reactivation instructions.

- Key bought from a reseller: Contact the seller if Microsoft rejects it; ask them to verify the license and resolve the purchase issue.
- Windows supplied with a new PC: Contact the PC manufacturer if activation fails on first use.
- Work or school device: Contact the organization’s administrator. Volume licenses are managed by the organization and may require its network.
- Unresolved error after Microsoft’s documented steps: Contact Microsoft support through the activation guidance.
Where the key came from depends on how Windows was acquired. Microsoft’s product-key guidance explains where to look and recommends contacting the device manufacturer when appropriate. An upgrade to Windows 10 or Windows 11 Pro purchased in the Microsoft Store app may use a digital license instead of a product key. Do not assume a key is genuine from its appearance or price.
