What to Do If a Payment Is Delayed or Blocked by Sanctions Screening

A sanctions-screening alert does not prove your funds are blocked. Confirm the status with the institution handling the payment, then follow the right path for a review, rejection, or confirmed OFAC block.

First, ask the financial institution handling the transfer to say whether it is still under review, was rejected, or is formally blocked under U.S. sanctions. A screening delay alone does not prove that OFAC blocked your money. The bank holding the funds may be an intermediary, not your usual bank.

Start by finding out what has happened

Contact the bank, payment provider, or other institution handling the transfer through its verified support channel. Ask for the payment’s current status and, if it is under review, whether its sanctions-compliance team needs information from you. OFAC advises customers to contact their financial institution first to confirm whether funds are actually blocked under OFAC-administered sanctions. OFAC FAQ 51

Screening systems can flag transactions that are not actually associated with an OFAC target. The institution may need to review the details or ask you for documents to resolve a possible match; an alert is not itself proof of a sanctions violation. OFAC describes both automated flagging and human review in FAQ 48.

Ask which institution currently has the funds and which institution made the decision. A correspondent or intermediary bank may be involved. Keep the case number and any written requests, and provide information only through a channel you have independently verified.

Know whether the payment is pending, rejected, or blocked

These statuses are not interchangeable. Ask the institution to clarify the classification and the applicable sanctions regime rather than relying on a generic message such as “held” or “compliance review.”

Status What it generally means What to ask or do
Pending screening review The institution has not finished reviewing the payment. A screening alert can be a false positive; the funds’ eventual treatment is not established by the alert alone. Ask which institution is reviewing it, whether information is required, and how to submit it securely.
Rejected The payment is not processed and may be returned. Under OFAC’s framework, a transaction can be rejected when processing would violate sanctions even though there is no blocked person’s interest in the property. Ask for the reason, which institution rejected it, and whether the funds have been returned or are still in transit. See OFAC FAQ 36.
Formally blocked Property in which a blocked person has an interest is frozen under the applicable blocking rules; the funds are not simply returned as an ordinary rejected payment. Ask which institution blocked the funds and whether it filed the required blocking report. See OFAC FAQ 53.

The legal classification depends on the transaction and the sanctions program. OFAC’s FAQ 53 also distinguishes an actual wire-transfer instruction from a preliminary inquiry about whether a proposed transfer would be allowed.

If OFAC blocking is confirmed, identify the reporting institution

OFAC says it does not itself seize or hold blocked funds; the financial institution holding them does. Ask that institution whether it filed the blocking report and request the information needed to identify the report. It may not be your own bank. OFAC generally does not process a request to release funds if the corresponding blocking report has not been filed. OFAC FAQ 51

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In the U.S. context described by OFAC FAQ 53, blocked wire funds must be reported within ten days. That is a reporting requirement for the institution, not an estimate or promise for how long a customer’s review or release will take. The official material cited here gives no general deadline for clearing screening holds or deciding release requests.

Prepare a specific-license application if a confirmed block needs authorization

If funds are formally blocked and you believe authorization may permit their release, OFAC’s specific-license process is the relevant route to consider. An application is a request for authorization, not a guaranteed release, and it does not replace the institution’s reporting obligations. Review OFAC’s blocked-funds guidance and application help for the current process.

Gather the information and records needed to describe the transaction clearly:

Keep a clear record and protect your information

Save the payment receipt or transfer instruction, case reference, amount and currency, relevant dates, sender and beneficiary details, all bank or processor messages, and invoices or other records explaining the payment. If a block is confirmed, retain the blocking date and institution details and include relevant documents with an application.

Do not send identity documents, account credentials, or sensitive financial details in response to an unsolicited message or through a link you have not verified. Use the institution’s official app, website, or telephone number to confirm where and how it accepts documents.

What timing and statistics can you rely on?

There is no general customer-resolution timeline established in the official OFAC material cited here. The ten-day period in FAQ 53 applies to an institution’s reporting of blocked wire funds; it does not mean a hold will be resolved within ten days. The cited official material also does not establish a general rate for screening delays or false positives, or an average time to clear a hold.
