What to Do If a Benefit Payment Is Missing or Smaller Than Expected

A practical guide to checking a missing or reduced U.S. benefit payment, contacting the right agency, and responding to notices and appeal deadlines.

If a benefit payment is missing or smaller than expected, first identify the program and the agency that issued it, then compare the scheduled date and expected amount with your account activity and the latest notice. For a scheduled Social Security electronic deposit that has not posted, check with your bank first; for other benefits, contact the issuing agency or the relevant state or tribal office. Payment schedules, correction processes, and appeal deadlines vary by program and location.

What to check first

  1. Identify the benefit and issuer. Social Security, veterans benefits, SNAP, and TANF use different contact routes. If you are unsure which federal agency authorized a payment, check the payment details or use the Bureau of the Fiscal Service Call Center route described by USAGov.
  2. Compare the date and amount. Check the expected payment date against your bank account or payment card activity. Note the amount you expected and the amount, if any, that arrived.
  3. Read recent notices and account messages. Look for an eligibility decision, amount change, offset, overpayment notice, or request for information. Do not assume a shortfall is either an agency error or a valid adjustment before you know the stated reason.
  4. Contact the right office and describe the discrepancy. Give the scheduled date, expected amount, amount received, and relevant notice. Ask whether a payment was issued, returned, or held; how the amount was calculated; and what response or review deadline applies.
  5. Keep a record. Save notices and note the date, office, and instructions from each contact. Follow the program’s stated review process promptly if the agency identifies a decision or overpayment.

Who to contact depends on the benefit

USAGov directs Social Security questions to the Social Security Administration (SSA), veterans-benefit questions to the Department of Veterans Affairs (VA), and SNAP and TANF recipients to their state or tribal offices. Use the current routes on USAGov’s benefit-payment guidance. Do not assume that a process for one program applies to another.

If a Social Security payment is missing

For a scheduled Social Security electronic payment that has not appeared, SSA’s FAQ, published December 12, 2022, says to contact your bank or financial institution first because the deposit may be delayed in posting. If the bank cannot resolve it, report the missing, late, or stolen payment to SSA. Call 1-800-772-1213 (TTY 1-800-325-0778) or contact a local Social Security office. SSA says it will review the case and replace the payment if it is due. See SSA’s missing-payment instructions.

If the amount is smaller than expected

Ask the issuing agency to explain the calculation and the period it covers. Keep the notice at hand: for an SSA overpayment, the notice explains the stated reason. The available options depend on what you dispute and your circumstances:

  • Appeal: If SSA says you were overpaid and you disagree that an overpayment occurred or dispute its amount, you can appeal.
  • Request a waiver: If you cannot afford repayment and believe the error was not your fault or repayment would be unfair, you may ask SSA to waive collection. A waiver and an appeal address different issues; they are not interchangeable.

SSA describes these options in its overpayment guidance. Deductions, available remedies, and deadlines can differ by benefit type, so follow the notice rather than relying on a general deadline.

SSI decisions have a specific appeal process

For Supplemental Security Income (SSI), SSA’s 2026 appeals guidance says most appeals of initial decisions must be requested in writing within 60 days after you receive the notice. The page also describes circumstances in which payments may continue or be reinstated during some non-medical appeals; that is not automatic and depends on the decision and timing. Read the notice and contact SSA quickly to confirm which rules apply to your case. See SSA’s SSI appeal guidance.

A shortfall may be an underpayment

A smaller-than-expected or absent payment can also mean that money is owed to you. In a release dated September 3, 2026, the Social Security Administration Office of the Inspector General reported more than 1.1 million SSI underpayments totaling about $291 million. The finding concerned SSI recipients or survivors and specific audit populations: underpayments pending as of September 2024 and payments SSA made between July 31, 2021, and July 31, 2024. It is not a figure for all benefit programs, nor does it establish that the full amount remains unpaid today. The SSA OIG release defines an underpayment to include receiving no payment when due or less than the amount owed.
