Isolate the attack without destroying evidence, activate your incident-response plan, and coordinate every decision through a designated response team. Do not improvise by shutting down every computer, deleting the ransom note, or negotiating publicly. Use an out-of-band channel such as phone calls if email or collaboration systems may be monitored.
The sequence below is based on U.S. federal guidance from CISA, the FBI, NSA and MS-ISAC. It is general guidance, not a determination of construction-specific legal duties. Your counsel and cyber insurer must advise on notification, contracts, privacy, breach and reporting obligations for your company and jurisdictions.

First 15 minutes: activate the plan and control coordination
Call the people named in your incident-response plan: the incident lead, IT or managed security provider, executive sponsor, cyber-insurance contact, legal counsel and communications lead. If your normal email, chat or file-sharing tools could be compromised, use mobile voice calls or another channel that the response team has preapproved. Keep one incident log with timestamps, decisions, people contacted and evidence collected.
Do not let well-meaning staff launch isolated fixes. CISA warns that uncoordinated action can alert attackers, destroy useful evidence or give them time to move laterally and deploy ransomware to more systems. Assign one person to approve containment actions and one to maintain the chronology.

Use a short incident briefing
- What was observed, by whom and at what time?
- Which devices, accounts, sites or cloud services are visibly affected?
- Is encryption still progressing, or are systems unavailable for another reason?
- Are health, safety, access-control or emergency communications affected?
- Which response contacts are reachable through a trusted channel?
Record facts separately from assumptions. A locked project folder, for example, proves that folder is unavailable; it does not by itself prove that every project server or cloud account was accessed.
Isolate affected systems without making the incident worse
The first technical priority is coordinated isolation. The CISA, FBI, NSA and MS-ISAC #StopRansomware Guide says: “Determine which systems were impacted, and immediately isolate them.” Disconnect confirmed or strongly suspected affected systems from the network. If several systems or subnets are involved, taking the network offline at the switch level may be necessary.
Preferred isolation actions
- Use network controls to quarantine affected hosts, VLANs, servers or subnets when your IT team can do so safely.
- If network controls are unavailable, unplug Ethernet cables or disable Wi-Fi on affected devices.
- Separate infected systems from backup networks, domain controllers, remote-access gateways and cloud synchronization services.
- Prevent staff from reconnecting isolated devices “just to check” whether files work.
Apply the same decision at temporary offices, job trailers and connected project sites. A site laptop, survey workstation or building-management connection may have a different route into the corporate environment; isolate it according to your network design rather than assuming it is harmless.

Do not reflexively power everything down
Powering down can erase volatile evidence, including running processes, network connections and credentials in memory. CISA advises shutting devices down only when network disconnection or a temporary network shutdown is not possible. If a machine can be isolated while remaining powered, preserve it for qualified responders to examine.

If a shutdown is unavoidable, note who authorized it, the exact time, the device name and the reason. Photograph screen messages when permitted by your response plan, but do not click through prompts, run “decryptor” tools or browse attacker-controlled instructions.
Preserve evidence while containment is underway
Evidence helps responders determine how the attacker entered, whether data was stolen, which accounts remain exposed and whether eradication succeeded. Preserve highly volatile or short-retention material first, using qualified personnel where possible.
Evidence to protect
- System memory from representative live systems, collected before shutdown when feasible.
- Windows Security logs and other endpoint logs.
- Firewall, VPN, identity-provider and remote-access log buffers.
- Relevant cloud audit, email, backup and administrator logs.
- Ransom notes, file extensions, timestamps, screenshots and affected host lists.
- Copies of suspicious emails, scripts, alerts and command-line history.
Export logs to storage that the attacker cannot alter, preserve the original files as read-only where practical, and record collection times and the person who handled each item. Do not “clean up” encrypted files or reimage machines until the incident lead and forensic adviser agree that the necessary evidence has been captured.
Map the business impact for a construction operation
Build two inventories: systems confirmed or suspected to be affected, and systems that appear unaffected but still require validation. Mark each item’s owner, location, dependency, operational consequence and isolation status. The list should cover, as applicable:

This is an impact assessment, not a declaration that each category was compromised. Confirm scope through logs, endpoint examination and account review. If a safety-relevant system or communication route is unavailable, invoke the company’s normal safety procedures and give the site a safe manual fallback; do not bypass safety controls to restore convenience.
Set restoration priorities
Rank services by immediate health and safety, then by the functions needed to keep critical projects and payroll operating, followed by revenue and administrative convenience. Write the dependency order down. Restoring an application before its identity service, database or file store is clean can create a false recovery and expose it again.
Notify stakeholders and report through official channels
Follow your notification plan once initial containment is in progress. Relevant stakeholders commonly include IT staff, managed security providers, executive leadership, the cyber insurer, legal counsel and communications personnel. Tell project leadership what is unavailable and provide a safe method for work instructions; do not circulate unverified technical details widely.
Government reporting
CISA recommends reporting ransomware to CISA, a local FBI field office, the FBI Internet Crime Complaint Center (IC3) or the U.S. Secret Service as appropriate. The FBI’s ransomware guidance directs victims to a local field office or IC3. Reporting can help investigators connect infrastructure and may support other victims, even when you do not yet know the full scope.

Use the official channels current at the time of the incident and preserve the report number, submission time and the information provided. Reporting does not replace any notice required by a contract, law or insurance policy.
Use counsel and your insurer before making external commitments
Call the insurer’s breach or cyber-claims contact promptly and follow the policy’s requirements for approved responders, notice and documentation. Ask whether engaging a particular forensic or legal firm requires insurer consent. Give counsel the incident chronology, known systems, data categories and contracts that may be implicated.
There is no universal notification deadline that can be calculated from the fact of encryption alone. Duties depend on jurisdiction, whose information was involved, what data was accessed or exfiltrated, project and subcontract terms, public-sector requirements, and policy language. Counsel should determine whether customers, employees, project owners, regulators, lenders or partners must be notified and when.

After isolation and evidence collection, responders must determine affected accounts, persistence mechanisms and systems. Reset credentials in a controlled order, beginning with privileged, remote-access and service accounts, and invalidate active sessions or tokens where appropriate. Do not reset everything blindly before collecting evidence; a rushed reset can obscure the intrusion path.

Choose response capacity
| Route | When it can work | Questions to answer |
|---|---|---|
| Internal IT and security team | The team has current incident expertise, authority to isolate networks and enough staff to operate around the clock. | Can it preserve volatile evidence, identify persistence, scope cloud and field systems, and prove eradication while normal operations continue? |
| Outside incident-response and digital-forensics support | Internal staff lack the expertise, independence or capacity to establish scope and safely rebuild. | Can the firm coordinate containment, preserve evidence, support insurance and legal needs, and validate clean recovery? Is insurer approval required? |
The sources do not rank commercial providers. Whichever route you use, continue reporting through official channels and retain a single accountable incident lead.
Restore in a controlled order
- Validate the backup set and recovery environment before connecting production systems.
- Rebuild or reimage from known-clean media rather than trusting a machine that merely appears to work.
- Restore identity and core network services with hardened credentials and monitoring.
- Restore the highest-priority project, safety-supporting and payroll services according to the dependency plan.
- Scan restored systems, review privileged activity and watch for renewed encryption or unusual outbound traffic.
- Reconnect additional systems gradually, with an owner and rollback plan for each wave.
CISA recommends tested, offline, encrypted backups as a recovery safeguard. A backup that was reachable with production credentials may also be compromised; verify its integrity and the date of the last known-clean copy. Do not introduce a restored system to a recovery network that still contains an unexamined compromised host.
Decide how to handle the ransom demand
The FBI states: “The FBI does not support paying a ransom in response to a ransomware attack.” It also warns that payment does not guarantee the organization will get its data back. That is federal guidance, not a statement that every payment is legally prohibited or that refusing payment guarantees recovery.
Do not negotiate or transfer funds before counsel, the insurer and qualified investigators assess the legal, sanctions, operational and recovery consequences. Preserve the demand and wallet or contact details as evidence. A payment decision, if considered at all, must be documented by authorized leadership after those reviews; it must never substitute for containment, reporting or restoration work.
Communicate with one coordinated voice
Use a single internal and external communications process led by the designated communications and legal stakeholders. Employees need practical instructions: which systems to avoid, how to report symptoms, where to obtain work updates and how to use manual procedures. Project owners and subcontractors need confirmed service impacts and a reliable contact.
Avoid speculative statements about the attacker, stolen data, the total number of affected projects or a restoration time. Say what is confirmed, what is being investigated and when the next verified update will be issued. Do not publish ransom notes, forensic theories or confidential customer information. Counsel should approve notices that could trigger contractual, privacy or regulatory obligations.
Quick Recap
Common first-response mistakes
- Shutting down every device before responders capture volatile evidence.
- Leaving backup servers, domain controllers or remote-access tools connected while investigating.
- Allowing each project team to contact the attacker or announce its own recovery estimate.
- Reusing compromised administrator credentials during restoration.
- Restoring from an online backup without checking whether the attacker altered it.
- Wiping or reimaging machines before recording logs, ransom notes and timelines.
- Assuming systems that are still running are clean.
- Waiting to notify the insurer, counsel or law enforcement until the full scope is known.
First-response checklist for the incident lead
- Activate the approved incident-response plan and establish a trusted coordination channel.
- Assign authority for containment, evidence custody, operations, legal and communications.
- Isolate affected hosts, subnets and remote-access paths; escalate to switch-level isolation when several areas are involved.
- Preserve memory, security, firewall, identity, cloud and backup logs before shutdown where feasible.
- Inventory affected and apparently unaffected systems, accounts, sites and dependencies.
- Protect health and safety through normal site procedures and manual fallbacks.
- Notify leadership, IT or managed security support, the cyber insurer and counsel.
- Report to CISA, a local FBI field office, IC3 or the Secret Service as appropriate.
- Determine scope and persistence, eradicate the intrusion and restore prioritized services on verified clean systems.
- Document every decision, preserve evidence and issue only confirmed communications.
