If you are outdoors
- Go immediately into the nearest suitable building, preferably a sturdy one, or into an underground space.
- If neither is within safe reach, take cover behind an object or lie flat and protect your head.
- Do not risk a long trip to a listed shelter if a nearer building or protective cover is available. Osaka Prefecture specifically advises prioritizing nearby protection.
If you are indoors
- Move away from windows and glass doors.
- If possible, go to a room without windows.
- Stay tuned to official updates and follow instructions for your location.

How to choose nearby shelter

Osaka describes designated emergency temporary shelters as sturdy concrete buildings or underground facilities intended to reduce direct harm from a blast, but advises against making a long journey to one when closer protection is available. No shelter can be treated as a guarantee of safety. Do not cross town to seek a theoretically better location while an alert is active.
Know how alerts reach you
Warning systems vary by jurisdiction. As a Japan-specific example, Tokyo says J-Alert can send urgent information to local authorities and activate municipal disaster broadcast systems. Residents may also receive emergency mobile mail, while television and radio carry information. These channels are not universal. If a detonation has occurred or fallout may be present
This is different from responding to an alert alone. The Naval Base Guam all-hazards guide advises people to get inside, stay inside, and keep listening for emergency officials’ updates. If you may have been outdoors after fallout arrived, the guide advises removing your outer clothing layer and washing exposed skin or hair with soap and water when available. Follow local emergency officials’ directions on shelter duration, evacuation, and decontamination; the Guam guide is for a U.S. military installation, and conditions and procedures vary. Prepare before an alert
Check in advance where you could take shelter at home, work, or other places you regularly visit, and learn your local warning channels. A preparedness kit can help if you need to stay inside or power is interrupted. The Naval Base Guam guide suggests water, packaged food, emergency medicines, a flashlight, spare batteries, and a hand-crank or battery-powered radio for receiving updates.
