If you received a notice that medical or health-related information may have been exposed, first verify it using the organization’s official website or phone number. Then check exactly what information was involved and follow the steps that match it. Exposure does not by itself mean someone has stolen your identity, and you do not automatically need to buy a monitoring service. The FTC’s data-breach guidance directs consumers to IdentityTheft.gov/databreach for advice based on the information exposed.
What to do first after a medical data-breach notice
- Verify the notice independently. Don’t rely on links or phone numbers in an unexpected email, text, or letter. Find the organization’s official website or phone number yourself and ask whether it sent the notice. If the notice names an insurer, provider, pharmacy, or health app, contact that organization through its official channel.
- Identify what information may have been exposed. Read the notice for specifics, such as health insurance or member information, medical records, a Social Security number, or other personal information. If it is unclear, ask the organization what types of data were involved and whether it is offering any response service.
- Choose actions based on the data and any signs of misuse. A notice alone is different from an unfamiliar insurance claim, medical record entry, bill, collection account, or credit-file account. The FTC’s data-breach resource helps tailor next steps to the information exposed.
What to do based on the information exposed
Health insurance or member information
Review Explanation of Benefits (EOB) statements for claims, services, or providers you do not recognize. An EOB is not necessarily a bill; it is a record of how the insurer processed a claim. If you spot something unfamiliar, contact the insurer’s fraud department and ask what it recommends. You can also ask whether changing your account or member number is appropriate.

Check that provider bills are arriving as expected. The FTC notes that a changed billing address can prevent bills from reaching you, which may make suspicious activity harder to notice. For more detail, see the FTC’s medical identity theft guidance.

Medical records or treatment information
Ask relevant doctors, clinics, hospitals, pharmacies, laboratories, and insurers for copies of your records. Review them for unfamiliar visits, prescriptions, services, or other entries. If you find an error or care you did not receive, contact the provider in writing and include the record that shows the problem. The FTC says providers must respond to a correction request within 30 days and notify other providers who may share the mistake. Keep copies of your request and supporting documents.

Social Security number
Get a free credit report and look for accounts or activity you do not recognize. If you see suspicious activity—or want to make it harder for a thief to open new credit accounts—consider placing a credit freeze or fraud alert. The FTC’s IdentityTheft.gov recovery steps explain these options.
Unfamiliar medical bills or collections
Do not assume a medical bill or collection item is yours simply because it names a provider or service. Follow the recovery steps at IdentityTheft.gov and report medical billing errors to all three credit bureaus. Keep copies of bills, collection notices, dispute letters, and responses.

Block RFID and NFC signals, protect your personal information, and enjoy peace of mind wherever your travels or business take you.

Other personal information
Use the FTC’s breach-response guidance to match the exposed data to suitable steps. If you are unsure whether a particular item was exposed, ask the organization that sent the notice rather than assuming the breach included every type of information it holds.

Unfamiliar claims, treatment records, prescriptions, or medical bills may indicate medical identity theft, but check the details with the insurer or provider before drawing conclusions. Contact the insurer’s fraud department about suspicious claims, and request records from the provider that appears in the claim or bill. If the records contain care you did not receive, dispute the inaccurate entries in writing with the provider and include supporting evidence.

Where to report suspected identity theft or a company’s handling of health data
- Suspected identity theft: Start a recovery plan at IdentityTheft.gov. It covers identity-theft response, including credit freezes, fraud alerts, and medical billing errors.
- Concerns about a company’s handling, misuse, or security of health information: Use the FTC’s ReportFraud.ftc.gov route for consumer concerns. The FTC’s Health Breach Notification Rule applies to organizations within its scope, which is distinct from HIPAA; not every health app, provider, or incident is governed by the same rule.
- A notice about a breach: HHS OCR’s breach portal is for covered organizations to meet their breach-notification duties. Consumers do not have to file the organization’s notice themselves.
Who has to report a breach, and by when?
Federal reporting deadlines described here apply to organizations, not to consumers responding to a notice. HHS OCR’s guidance covers covered organizations reporting breaches of unsecured protected health information or Part 2 records. For incidents affecting 500 or more people, the organization must notify the Secretary without unreasonable delay and no later than 60 calendar days after discovery. For incidents affecting fewer than 500 people, it must notify within 60 days after the end of the calendar year in which it discovered the breach, though it may report sooner. See HHS OCR’s breach-reporting guidance, last reviewed February 13, 2026.

The FTC’s Health Breach Notification Rule applies to organizations within that rule’s scope, which is separate from HIPAA coverage. Its compliance guidance explains the rule for businesses; the FTC’s consumer notice page distinguishes company notification duties from reporting suspected misuse or identity theft.

Should you use a monitoring service offered in the notice?
If the affected organization explicitly offers credit monitoring or identity-theft insurance, the FTC suggests considering the offered service. Verify the offer through the organization’s official website or phone number. A paid service is not automatically necessary just because health information may have been exposed.
