After a drone strike, move away from immediate danger, follow local emergency instructions, and do not approach suspicious debris. A quiet scene is not necessarily safe: fragments, unexploded ordnance, fires, damaged structures, and utility hazards may remain. Report hazards to the appropriate local authority and help injured people only when you can do so safely.
What should I do immediately after a drone strike?
- Move away from immediate danger. Get yourself and others to a safer place without approaching damaged areas or suspicious objects.
- Listen for official instructions. Authorities determine whether people should evacuate, shelter, or remain in place. If told to evacuate, use the routes they specify rather than taking shortcuts.
- Stay clear of other visible hazards. Do not go near downed power lines, fires, or damaged structures. Do not enter a damaged building to retrieve belongings unless officials say it is safe.
- Report anything suspicious from a safe position. Give authorities the location and what you observed. Do not approach to take a photograph, collect fragments, or investigate.
The American Red Cross advises following officials’ evacuation directions and staying away from downed power lines. Its guidance is for emergencies in the United States; local directions and procedures elsewhere may differ. American Red Cross emergency guidance

What should I do if I find unexploded ordnance or suspicious debris?
Stop short. Do not approach, touch, pick up, move, or disturb the object. It may be explosive even if it looks like ordinary metal, a fragment, or part of a household appliance. The Ukrainian Red Cross warns that explosive objects can resemble everyday debris, and that fragments and unexploded ordnance may remain after an attack. Ukrainian Red Cross mine-risk guidance
Recognize, retreat, report
- Recognize: Treat an unfamiliar or suspicious object at or near a strike site as dangerous. Do not try to identify it by handling it.
- Retreat: Carefully move away from it and the immediate area. Do not disturb nearby items or return to get a closer look.
- Report: Contact the local emergency or police authority and tell them what you noticed and where it is, as accurately as you can from a safe position.
The U.S. Department of Defense calls this approach “Recognize, Retreat, Report.” Its instruction to call 911 applies in the United States; it is not an international emergency number. U.S. Department of Defense 3Rs guidance

Who should I call about suspicious debris?
Use the official emergency or police reporting channel for your location. The numbers below are jurisdiction-specific examples, not interchangeable or worldwide numbers.
| Location | Guidance in the cited source |
|---|---|
| United States | U.S. Department of Defense 3Rs guidance says to call 911. |

| Elsewhere | Use the current emergency or police channel designated by local authorities. |
When you report, explain what you saw and where it is without going back to improve your description. The cited guidance supports reporting the hazard’s nature and location; it does not establish a universal evidence-gathering procedure. Do not touch or collect debris, approach for photographs, or post a sensitive location publicly.

Can I help someone who was injured?
Call local emergency services. Give first aid only if you can reach the person without entering an area that may contain unexploded ordnance or exposing yourself to another danger. Do not make yourself another casualty by crossing into a hazardous strike site. The American Red Cross advises checking for injuries, giving first aid, and getting help for seriously injured people; keep your own safety and wellbeing in mind. Is it safe to go back after an explosion?
Do not decide that it is safe just because the explosion has stopped or the area appears quiet. Follow local authority instructions on evacuation, shelter, routes, and return. Do not re-enter a damaged building or return to collect belongings unless officials say it is safe. The cited general guidance does not establish a universal waiting period or a civilian checklist for clearing a strike site.

Surveying and clearing explosive hazards is specialized work whose methods depend on the context. The International Committee of the Red Cross describes mine-action work as context-dependent and notes that explosive ordnance disposal specialists may be deployed in particular situations. A consumer detector, drone, protective suit, or first-aid kit does not make a site safe or replace qualified clearance. International Committee of the Red Cross mine-action overview

Some dangerous remnants may be overlooked among ordinary-looking debris. Ukrainian Red Cross mine-risk-awareness specialists put the urgency plainly: “We don’t wait — we act immediately after an attack to prevent anyone from being harmed by what goes unnoticed.” The statement appears in the Ukrainian Red Cross Society’s article “Raising Awareness About Mine Risks in the Sumy Region,” published July 17, 2025.
