Before adding a covert security feature, decide what threat it must address, who will verify it, how it will work on your package and production line, and which rules apply in each market. A hidden authentication marker is not the same as consumer-visible tamper evidence: one can help an authorized checker assess authenticity, while the other is meant to show that a package may have been opened or altered. Some products may need both.
Start with the threat and the person checking for it
A security feature is useful only if it addresses a defined scenario and someone can act on what it reveals. Specify whether the problem is unauthorized opening, counterfeit or substituted goods, or the need to investigate a suspected incident later. Then name the intended checker: a consumer, retailer, inspector, brand team, or laboratory.

These goals are not interchangeable. A mark designed for trained staff to authenticate a product may not tell consumers whether the package has been opened. Conversely, a visible breakable seal can show evidence of opening without proving that the product inside is genuine. Do not assume one feature can perform both jobs.
- Consumer opening detection: Should an ordinary buyer be able to see evidence that a package may have been opened?
- Covert authentication: Does an authorized person need to verify an identifier or pattern that is not readily apparent to everyone?
- Counterfeit or substitution detection: What needs to be compared or checked to distinguish an authentic product or package from a copy?
- Incident investigation: What information would a trained team need to examine after a suspected breach?
State the threat and checker before comparing technologies. If a regulated product also needs a consumer-facing seal or instruction, treat that as a distinct requirement rather than expecting a covert feature to satisfy it.

Know what each feature actually does
Security labels and films can serve different functions. The mechanism, visibility, and verification method matter more than the product name.

A void label may be useful when removal itself needs to leave a visible trace. A copy-detection pattern involves an authentication process, not simply a visual inspection. Keep those functions distinct when ranking candidates.

Check verification and production fit
A feature that cannot be applied consistently or checked reliably may be difficult to use in practice. Map its lifecycle from package design to the moment someone needs to verify it.

- Substrate and location: Check whether the feature works on the actual carton, bottle, film, label, or other package surface, and whether placement leaves it accessible for inspection.
- Production integration: Identify the printing, converting, heat or pressure application, and line equipment changes required. Confirm the process with the packaging supplier and production team.
- Inspection method: Determine whether verification is visual or requires a reader, camera, software, algorithm, or reference record. For pattern-based authentication, define how the scan is compared with the original.
- People and access: Specify who is authorized to check the feature, what training they need, and how they obtain any required equipment or reference data.
- Failed reads and damage: Set a procedure for unclear, damaged, missing, or ambiguous features. A failed scan should not be silently treated as either proof of counterfeiting or proof of authenticity.
- Distribution and production checks: Decide how the design will be evaluated on production-intent packages and monitored through distribution. The cited sources do not provide a universal test protocol or performance threshold for an unspecified product.
Also assess whether a covert marker can remain appropriately controlled without making legitimate verification impractical. The feature’s intended secrecy, the verifier’s access, and the operational check must fit together.

Confirm the rules for the product and market
Packaging requirements depend on product category and jurisdiction. A covert marker should not be treated as a substitute for visible evidence or labeling when an applicable rule calls for those consumer-facing measures.
United States: specified over-the-counter products
FDA’s CPG Sec. 450.500 addresses tamper-resistant packaging requirements for certain over-the-counter human drug products. It says the requirements are intended to assure packaging “can reasonably be expected to provide visible evidence to consumers that tampering has occurred,” and discusses labeling that alerts consumers to the specific feature. This is guidance with a defined product scope, not a universal rule for all packages. Check the current requirements for the exact product.

Medicinal products and therapeutic goods
ISO identifies ISO 21976:2018 as a standard specifying requirements and guidance for the application, use, and checking of tamper-verification features for medicinal-product packaging. The catalog description establishes its scope, not the detailed implementation requirements; consult the standard text for those.

Australia’s Therapeutic Goods Administration publishes a code of practice for tamper-evident packaging of therapeutic goods. The TGA explains that compliance improves security and helps consumers identify when a product may have been tampered with. Establish whether the code applies to the product and market before relying on it.
Water-treatment chemicals
NSF’s summary of NSF/ANSI/CAN 60 discusses packaging for water-treatment chemicals, including seals destroyed upon opening or equivalent measures that make resealing unlikely. This is a sector-specific example, not a universal packaging specification. NSF: Tamper-Evident Packaging Specifications
For any product, confirm which current laws, guidance, and standards apply in every intended market. The descriptions above do not replace a product-specific regulatory review.

Some technologies address different threats, so record their intended purpose before ranking them. For each candidate, assess:
- Threat covered and whether the behavior is overt, covert, or both.
- Who verifies it, and whether the inspection method is practical and repeatable.
- Required reading equipment, software, training, access controls, and reference records.
- Compatibility with package substrate, application location, suppliers, and production line.
- Resistance to removal, substitution, copying, or duplication for the defined threat.
- Regulatory fit for the actual product and each market.
- How damaged, missing, unreadable, or inconclusive features are handled.
- Total implementation and operating cost over the feature’s lifecycle.
The cited material describes mechanisms and selected regulatory contexts, but it does not provide a like-for-like effectiveness or cost comparison for a particular product. Obtain product- and process-specific evidence before choosing on performance or price.
