Before buying steam coal, check that it fits the receiving plant, compare every quoted quality value on the same measurement basis, and make shipment sampling and settlement enforceable in the contract. There is no universal steam-coal specification: the right limits depend on the unit’s design, fuel-handling and ash systems, blending capability, delivery route, and applicable environmental rules.
1. Start with the plant, not the quoted price
A coal assay is useful only in the context of the equipment that must receive, prepare, burn, and dispose of that coal. Have plant engineering staff define the unit’s acceptable fuel range before setting tender limits or comparing offers. A World Bank technical planning guide treats coal type and ash, sulfur, and heating-value characteristics as project prerequisites alongside plant size and location; it does not prescribe one specification for every plant.

Confirm operating compatibility
- Check the unit’s design fuel range and combustion system, including the practical limits of its mills and other fuel-preparation equipment.
- Review unloading, conveying, storage, and reclaim requirements, as well as the plant’s capacity to handle the offered coal’s moisture and physical characteristics.
- Assess boiler constraints, ash collection and disposal capacity, and any other plant-specific handling limits.
- Establish whether coal blending is allowed, where it occurs, and whether the contract guarantee applies to coal before or after blending. A Mount Storm supply agreement discusses storage and blending in its delivery arrangements, but that example does not establish a universal practice.
Translate environmental limits into purchase limits
Ask the plant’s environmental and engineering teams to identify the applicable permit and regulatory constraints for the plant’s jurisdiction. Total sulfur and ash may matter both to plant operation and to compliance or waste handling, but applicable limits vary by location and facility. Do not use a tender value from another project as a substitute for checking the rules that apply to your unit.
Evaluate delivered energy, not just tonnes
A low price per tonne can be misleading if the coal delivers less usable energy or creates additional handling, milling, transport, or ash-management costs. Compare offers using the contract’s specified heating-value measure—gross or net—and a consistent basis. Include delivered logistics and relevant handling costs in the comparison rather than treating the mine price as the full fuel cost.

- Safe in all model railroad smoke units.
2. Specify the quality values and their measurement basis
For each quality parameter, write down the value or range, how it is measured, and what happens if a shipment falls outside it. Do not compare a supplier’s “dry” value with another supplier’s “as received” value as though they were directly equivalent: moisture changes the relationship between those measurements.
Parameters to assess with plant engineers
- Heating value: State whether the guarantee is gross or net, the units, and the measurement basis. Use the measure that the plant and contract will use for settlement.
- Total moisture: Specify its basis and how an out-of-range result affects price, acceptance, or handling obligations.
- Ash: Set limits in light of the boiler and ash-management systems, not by copying a specification from another facility.
- Total sulfur: Define the relevant guarantee and connect it to the plant’s applicable environmental and operating requirements.
- Volatile matter: Include it where plant engineers identify it as relevant to combustion or fuel handling.
- Other parameters: Add only parameters that the plant, permit, logistics plan, or contract requires, with a clear method and settlement consequence for each.
Make every contractual number interpretable
For each guaranteed value or threshold, specify all of the following:
- The guaranteed value, acceptable range, and any rejection or price-adjustment threshold.
- The measurement basis, such as as received, air dried, or dry basis.
- The units and, for heating value, whether it is gross or net.
- The test method and edition, or the agreed process for updating the method.
- Whether the result applies to an individual shipment, a monthly weighted average, or another defined period.
- How the contract treats results outside the range, missing data, and measurement uncertainty.
A SEC-filed supply agreement defines “as received” by reference to ASTM and applies its quality specifications on that basis. Another SEC-filed agreement illustrates linking deviations in moisture, ash, and sulfur-related values to premiums or penalties. Those are examples of contract drafting, not default values or recommended commercial terms.

3. Check source, consistency, and delivery terms
A single assay does not show whether a supplier can deliver consistent coal over time. The offer should identify the mine or source and make clear what may change between shipments.
Ask for traceability and variability information
- Identify the supplying mine or other source, and state whether a source substitution requires prior approval.
- Request historical quality data that can help the plant assess shipment-to-shipment variability. Define the period and level of detail you need; the sources cited here do not establish a universal history period or minimum dataset.
- Specify which quality values must be reported for each shipment and how the seller will notify the buyer of a material change in source or quality.
- State whether blending is permitted, where it can take place, and which party is responsible for ensuring the blended product meets the guarantee.
Broad grade labels can conceal substantial variation. A World Bank coal-pricing example describes G-grade coal covering a calorific range of 3,110–3,870 kcal/kg; the publication date is not specified in the cited document excerpt, and the range is a historical example, not a procurement target. The same World Bank material reports a cited case of ash content in some coal supplied to NTPC as high as 50%; this is also a historical, location-specific example, not a general expectation or acceptable limit. The practical lesson is to define and verify shipment-level specifications rather than rely on a grade name alone.
Define the physical transaction
Quality settlement depends on knowing which material was delivered and where the contract considers delivery complete. Set out the quantity, schedule, delivery point, route, and documents used to establish weight and quality. Specify the applicable quantity tolerance and how weight records from the relevant transfer point will be reconciled. Tender examples for Paiton and a Bangladesh procurement show that delivery and quality requirements are set for particular projects; they should not be treated as universal terms.

4. Make sampling and laboratory testing enforceable
A laboratory result is only persuasive if the sample represents the shipment and the parties can verify how it was collected, prepared, analyzed, and stored. Put the full process in the contract before the first delivery, including what happens if the sampling system fails or the parties dispute a result.
Set the sampling protocol
- Identify who operates the sampler, where and when increments are collected, and which shipment or batch the resulting sample represents.
- State whether either party may witness sampling and how the parties are notified of sampling events.
- Specify the sampler’s required condition, maintenance records, and any calibration or bias-testing requirements.
- Describe the corrective process if equipment is unavailable, fails a check, or is found to produce biased samples.
A coal purchase agreement filed with the SEC provides an example requiring mechanically sampled coal and independently bias-tested sampling equipment. That clause illustrates a control to consider; the appropriate system depends on the transaction and facilities.
Define preparation, analysis, and reporting
Name the applicable ASTM or other agreed methods, the laboratory qualifications, required turnaround time, and the information that must appear in each report. Specify which sample splits are sent to each lab and whether testing is concurrent. A SEC-filed agreement describes daily sample splits and concurrent analyses for moisture, ash, sulfur, volatile matter, and BTU. Its procedure is an example, not a universal protocol.

ASTM D7582 is listed for proximate analysis of prepared coal and coke samples. It covers moisture, volatile matter, ash, and calculation of fixed carbon. ASTM’s listing identifies moisture, ash, and volatile matter as principal parameters used to assess coal quality. A test method does not, by itself, make the original sample representative or establish chain of custody. Confirm the current edition and its applicability before specifying it in a contract.
Preserve evidence and resolve disputes
Agree how samples are divided, sealed, labeled, stored, and tracked. The contract should state the retention period, custody records, who can request a referee analysis, which neutral laboratory will perform it, and who pays the associated costs. Define how the parties will compare results, including the applicable method’s reproducibility limits, and under what conditions a referee result is binding.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSEC-filed agreement examples include retained sample splits and independent retesting procedures. Before delivery begins, also specify what happens if a sample is lost, contaminated, held for too short a period, or tested by a method or laboratory that does not meet the agreement.

5. Connect quality results to price and remedies
A specification without a consequence is difficult to enforce. The contract should explain how an accepted test result affects payment and what rights arise when the delivered coal does not conform.
Write the settlement formula
- Set out any price adjustment formula for heating value or other agreed parameters, with units and the measurement basis used in the calculation.
- Define any premiums, penalties, caps, floors, tolerances, or rejection thresholds that the parties negotiate.
- Specify whether settlement uses each shipment’s result or an agreed average, such as a monthly weighted average, and how shipment results are weighted.
- State how a corrected result from a referee laboratory changes the invoice or prior settlement.
Define remedies and deadlines
Address rejection, cure, replacement, suspension, and termination rights; deadlines for objecting to sampling or analysis; and remedies for non-conforming coal. Also allocate responsibility for delayed reports, faulty sampling, or faulty analysis. SEC-filed agreements illustrate quality adjustments, retained samples, independent laboratory procedures, and shipment-based rights, but historical contract examples do not establish current market terms or legal advice.
Coordinate quality clauses with the rest of the transaction: source substitution, delivery delay, quantity tolerance, force majeure, ownership and risk transfer, insurance, and the applicable delivery term. These provisions can determine who bears the consequences when a shipment is late, misidentified, or fails a quality threshold.
6. Compare competing offers on the same axes
Use a common comparison sheet so differences in price, basis, delivery point, or evidence quality do not disappear inside supplier quotations.
